Monday, January 11, 2021 Opening day of 2021 Session – no hearings or Work Sessions scheduled. Both House and Senate will convene and adopt rules and procedures and new Members will be sworn in.

Tuesday, January 12, 2021

Senate Housing & Local Government, 8 a.m. – Hearing on SB 5032, regarding reauthorization of and improvements to public works contracting procedures; and SB 5042 concerning the effective date of certain actions taken under the Growth Management Act. MONITOR.

House Environment & Energy, 8 a.m. – Hearing on HB 1053, delaying the implementation of restrictions on single-use plastic bags used as carry-out bags at grocery stores; and HB 1057, clarifying the meaning of the term "enjoyment of life and property" within the Clean Air Act. MONITOR 1053; Recommend WRPA sign in with SUPPORT on HB 1057 being brought forward on behalf of the City of Kenmore. Several of our agencies indicated an interest in supporting. The legislation amends Clean Air Ac definitions of “air pollutant” and amends state law as to who may register a complaint with Clean Air agencies regarding properties that emit odors and interfere with the "enjoyment of life and property" -- including a public park, public recreational facility or trail, or publicly owned commons of any municipal government or state agency.

Senate Ways & Means, 4 p.m. – Hearing on Governor’s proposed 2021-23 Operating Budget, 2021-23 Second Supplemental Operating Budget, and 2021-23 Capital Budget – SB 5092, SB 5091, SB 5083. MONITOR Operating Budgets. WWRC has contacted WRPA about panel testifiers on the Capital Budget – specifically around WWRP, YAF, and ALEA. Legislative Committee should discuss.

House Transportation, 3:30 p.m. – Overview of the Governor’s 2021-23 Transportation Budget and 2019-21 Second Supplemental Transportation Budget. MONITOR.

Senate Transportation, 4 p.m. – Overview of Governor’s proposed 2021-23 Transportation Budget. MONITOR.

Wednesday, January 13, 2021

House Local Government, 10 a.m. – Hearing on HB 1056 concerning open public meeting notice requirements; and HB 1069 concerning local government fiscal flexibility. MONITOR – these are Association of Cities (AWC) promoted bills -- 1056 is designed to permanently allow online- based public meetings when needed, and 1069 is a fiscal flexibility bill.

Senate Housing & Local Government, 10:30 a.m. – Hearing on SB 5012, authorizing local governments to imposes taxes on short-term rentals for the funding of essential affordable housing programs; and SB 5033, limiting a current property tax exemption on housing construction to improvements to single- family dwellings for the construction of Accessory Dwelling Units (ADUs). MONITOR both at this time.

Senate Labor, Commerce, & Tribal Affairs, 10:30 a.m. – Hearing on SB 5061, concerning unemployment insurance – Governor request bill related to UI costs. MONITOR – checking further on bill. Thursday, January 14, 2021

House Capital Budget, 8 a.m. – Hearing on Governor’s 2021-23 Capital Budget, HB 1080. WWRC has contacted WRPA about panel testifiers on the Capital Budget – specifically around WWRP, YAF, and ALEA. Legislative Committee should discuss.

Housing, Human Services & Veteran, 1:30 p.m. – Hearing on HB 1035, providing local governments with options to grant rent relief and preserve affordable housing in their communities. MONITOR – appears to be similar to housing preservation property tax exemptions that first grew out of a Task Force effort in Seattle several years ago.

House Appropriations, 3:30 p.m. -- Hearing on Governor’s proposed 2021-23 Operating Budget, 2021- 23 Second Supplemental Operating Budget – HB 1094, HB 1093. MONITOR.

Senate Ways & Means, 4 p.m. – Hearing on SB 5096, concerning an excise tax on gains from the sale or exchange of certain capital assets (Governor-request Capital Gains tax bill). MONITOR.

House Labor & Workplace Standards, 8 a.m. – Hearing on HB 1073, expanding paid family & medical leave benefits. CHECKING further – it appears many private/public employer groups will have concerns over expansion of the program and corollary cost impacts.
