He has raised an action against first, the Chief Constable of Police Scotland, second, the Procurator Fiscal For Specialist Casework in the Crown Office, and third, the Lord Advocate. He seeks payment by the defenders, jointly and severally or severally, of £9 million by way of damages for alleged wrongful detention, arrest and prosecution based on common law fault and breaches of articles 5 and 8 of the European Convention on Human Rights (ECHR). A similar action has been raised by Mr Whitehouse’s co-administrator, Mr Paul Clark. This opinion follows upon a joint 2 procedure roll debate in both actions when various issues of law were discussed. The main topics were the nature and extent of the Lord Advocate’s immunity from civil suit at common law, and whether, in respect of complaints concerning the conduct of police officers, it is necessary to demonstrate that they acted maliciously and without probable cause. The circumstances and the parties’ contentions as set out in the pleadings [2] At the outset it is necessary to describe the background to and the circumstances of the present action. The pleadings extend to over 250 pages, therefore what follows should be understood as a summary of what is a detailed and complicated picture. -

This year’s report includes our usual in-depth analysis of the 2010/11 season using the clubs’ audited accounts. However, we acknowledge that given the dominance of Rangers1 demise over recent months, these figures may be looked at with a new perspective. Football and Regeneration Intangible Assets and Goodwill A SURF EVENT SUMMARY REPORT This paper is a summarised report of a Scottish Urban Regeneration Forum and Social Enterprise Institute conference aimed at considering how the positive contribution that Scotland’s professional football clubs make to place-based regeneration might be consolidated and promoted. The conference took place in Murrayfield Stadium, Edinburgh, on Tuesday 14th August 2007. FORMAT: A one-day conference consisting of presentations from key speakers and an exchange of views and comments in a plenary panel session and workshop discussion groups. INTENDED OUTCOMES: • Improved awareness of and interest in the impact of professional football on community regeneration plans and efforts. • Increased institutional enthusiasm for supporting further activity backed with financial and staff investment. • Enhanced commitment and activity to consolidate understanding of football’s positive role in Health, Community Safety, Skills and Learning, and Social Inclusion. -
Season 1915-1916
Season 1915-1916 Albion Rovers FC. Only Division One of the Scottish Football League would continue for season 1915/16. In fact as it turned out there would be only one senior League for the remainder of the war and until the beginning of season 1921/22. A few new rules were enforced for the new season. (1) No player was to play football unless engaged in another form of work during the week. (2) No club was to pay their players in excess of £1 per week. (3) Football was only to be played on Saturdays and any local holidays. The English Football League had decided to cancel any official football indefinitely, and Cricket and Horse Racing were also badly affected, so the Scottish football authorities were coming in for some serious criticism for their decision to continue. An interesting meeting was held on 28 July, on which The Scotsman commented, "In consequence of the Second Division Committee decision to abandon Scottish League competitions, a meeting was held last night to consider the situation. Representatives were present from Clydebank, Vale of Leven, Albion Rovers, Arthurlie, Abercorn, Johnstone, Dykehead, Renton, Dumbarton Harp, Royal Albert and Wishaw Thistle. It was decided to form a league to be known as the West of Scotland League, and it was agreed that matches be played on a home-and-home principle, the clubs to retain their own drawings. Stevenston United were not represented, but it was agreed to invite them to join the new league. The entrance fee was fixed at a guinea. Mr Hutchison, Arthurlie, was appointed President; Mr Colquhoun, Clydebank, Vice President; Mr Arthurlie, Renton, Secretary; and Mr Thom, Albion Rovers, Treasurer. -

Briefing for the Public Petitions Committee Petition Number: PE1371 Main Petitioner: Iain Jack Subject: Scottish Football Corporate Governance Calls on the Parliament to urge the Scottish Government to intervene in the deadlock between the parties that govern Scottish football to compel them to: (1) form one truly representative governing body, fit to deliver competent and accountable decision making processes, and (2) carry out an investigation into the public funding provided to the SFA and its partners to determine whether the objectives of this funding have been met by them. Background It should be noted that petition briefings are intended only to provide background and context to the issues raised and not to offer a comprehensive discussion. This briefing covers the issues of Scottish football’s governing bodies and a summary of the public funding received by the Scottish Football Association. Scottish Football’s Governance arrangements At present, three different authorities oversee the running of Scottish senior football. These are the Scottish Football Association, the Scottish Premier League and the Scottish Football League. The SFA is also responsible for overseeing the overall running of Scottish football at the level below the Scottish Football League such as the Highland League and the East of Scotland League. The official governing body of the game in Scotland as recognised by the Federation of International Football Federations (FIFA) is the Scottish Football Association (SFA). The SFA’s “objectives are to promote, foster and develop the game all over the country”1. The SFA are responsible for the Scottish international team, the Scottish Cup and the development of grassroots football . -

The Supporters Players come and go, as witnessed by the large number used throughout The Journey, but fans are forever – especially Rangers fans. For many decades, the Light Blue anthem of Follow Follow has been recited passionately on terracings and in stands from Aberdeen to Dumfries, and Barcelona to South Carolina; nothing gets the blue and white juices flowing like a group of Bears in full voice. But the words of Follow Follow were never truer than when Rangers hit their darkest moments in 2012, and the club plunged into administration and then liquidation. While Sandy Jardine and Ally McCoist provided leadership from a high, the foot soldiers rallied round and formed lengthy queues outside the ticket office to buy season books. This was life after the SPL, Rangers-style, and it was a quite magnificent show of unity, and one which is arguably unparalleled in the history of the Scottish game. But while the rest of Scottish football may have looked on with incredulity, no one within the confines of Ibrox stadium was in the least bit surprised, at least no one with blue blood coursing through their veins, for our supporters are undeniably faithful to a fault. It reminded me of a trip abroad to see Rangers in the 1979/80 European Cup Winners Cup. We were in Dusseldorf, and having just seen off Fortuna after a tie-winning 0-0 draw, we were paired with Spanish giants Valencia in the third round. It was a cracking draw, but while neither my mate nor I could afford to go to Spain for the first leg, scheduled for just three weeks later, he made sure he was heading for the sunshine by pawning his mum’s hi-fi unit and video recorder. -
