Funk Jurisprudentialwriting has often failed to examine extensively the important question of the purposes or functions of law. The author sug- gests that such an inquiry implies a relationship between law and some "and-in-view." He selects social utility in attaining an ideal modern Western European society in constructing the theoretical framework for his inquiry. He then lists and explicates seven maJor functions of law in¢ this sense and examines their interrelationshipsin preparationfor empiri- cal research. In conclusion he even suggests how existing empirical studies may test the adequacy of this theoretical framework. I. THE METALANGUAGE AND GENERAL CHARACTERISTICS N THE PURSUIT of jurisprudential understanding, legal phi- losophers have more often dealt with what law is and what is good law than the third of the fundamental issues of jurisprudence what law is for.2 This does not mean that the importance of this line of inquiry has been over- looked. -

The effervescence of New York's underground scene was contagious and spread to England with a 1976 tour of the Ramones that was artfully manipulated to start a fad (after the "100 Club Festival" of september 1976 that turned British punk-rock into a national phenomenon). In the USA the punk subculture was a combination of subterranean record industry and of teenage angst. In Britain it became a combination of fashion and of unemployment. Music in London had been a component of fashion since the times of the Swinging London (read: Rolling Stones). Punk-rock was first and foremost a fad that took over the Kingdom by storm. However, the social component was even stronger than in the USA: it was not only a generic malaise, it was a specific catastrophe. The iron rule of prime minister Margaret Thatcher had salvaged Britain from sliding into the Third World, but had caused devastation in the social fabric of the industrial cities, where unemployment and poverty reached unprecedented levels and racial tensions were brooding. -

No Bounds 11——13.10.19 Event Programme Music, Art, Film screen- ings, Talks Workshops Introduction Joe Muggs Optimism isn’t really in fashion, and understandably so. We’re overwhelmed by populists, scammers, liars, Fascists, fools of the worst sort, and earnest attempts to counter this takeover are themselves all too often taken over by further Fascists, fools and saviours with feet of clay. The world is burning and melting around us, and we seem to be volunteering to put in hours of labour for free and live under constant surveillance – indeed we even seem to be willing to pay for the privilege. Debt is normality, the lie of austerity is normality, slaughter and torture being beamed into our personal timelines is normality, withering irony and pompous righteousness as cloaks for the worst and most hateful views are normality. Meanwhile in the cultural sphere, recorded music is so devalued that any of the big four tech giants could buy the entire global music industry with the loose change down the back of their sofas, and the only reason they don’t is that it’s not worth the hassle. But – and it’s a big but [“big butt” – Beavis & Butthead cackle] – somehow there’s a lot going on that is pumped full of hope. Not hope in the save-the-world sense, mind. OK there’s some of that around, but even Greta Thunberg’s rhetoric is shot through with a huge amount of bleakness. But small scale, human level stuff where little things that people do in themselves make looking a week, a month, a year forward seem not just bearable but – in the moment at least – exciting.
