Bulletin of Italian Politics Vol. 1, No. 1, 2009, 29-47 The Transformation of Italian Democracy Sergio Fabbrini University of Trento Abstract: The history of post-Second World War Italy may be divided into two distinct periods corresponding to two different modes of democratic functioning. During the period from 1948 to 1993 (commonly referred to as the First Republic), Italy was a consensual democracy; whereas the system (commonly referred to as the Second Republic) that emerged from the dramatic changes brought about by the end of the Cold War functions according to the logic of competitive democracy. The transformation of Italy’s political system has thus been significant. However, there remain important hurdles on the road to a coherent institutionalisation of the competitive model. The article reconstructs the transformation of Italian democracy, highlighting the socio-economic and institutional barriers that continue to obstruct a competitive outcome. Introduction As a result of the parliamentary elections of 13-14 April 2008, the Italian party system now ranks amongst the least fragmented in Europe. Only four party groups are represented in the Senate and five in the Chamber of Deputies. In comparison, in Spain there are nine party groups in the Congreso de los Diputados and six in the Senado; in France, four in the Assemblée Nationale an d six in the Sénat; and in Germany, six in the Bundestag. Admittedly, as is the case for the United Kingdom, rather fewer parties matter in those democracies in terms of the formation of governments: generally not more than two or three. -

Place Configurations and Italian Electoral Politics under the ‘Second Republic’ John Agnew The Italian Second Republic was meant to have led to a bipolar polity with alternation in national government between conservative and progressive blocs. Such a system it has been claimed would undermine the geographical structure of electoral politics that contributed to party system immobilism in the past. However, in this article I argue that dynamic place configurations are central to how the ‘new’ Italian politics is being constructed. The dominant emphasis on either television or the emergence of ‘politics without territory’ has obscured the importance of this geographical restructuring. New dynamic place configurations are apparent particularly in the South which has emerged as a zone of competition between the main party coalitions and a nationally more fragmented geographical pattern of electoral outcomes. These patterns in turn reflect differential trends in support for party positions on governmental centralization and devolution, geographical patterns of local economic development, and the re-emergence of the North–South divide as a focus for ideological and policy differences between parties and social groups across Italy. Introduction One of the high hopes of the early 1990s in Italy was that following the cleansing of the corruption associated with the party regime of the Cold War period, Italy could become a ‘normal country’ in which bipolar politics of electoral competition between clearly defined coalitions formed before elections, rather than perpetual domination by the political centre, would lead to potential alternation of progressive and conservative forces in national political office and would check the systematic corruption of partitocrazia based on the jockeying for government offices (and associated powers) after elections (Gundle & Parker 1996). -

A cultivator must patiently protect, water, and till the soil around the plant for fifteen years before it begins to bear fruit. TILBURG UNIVERSITY UNIVERSITY OF TRENTO MSc Sociology An integrated and dynamic approach to the life cycle of populist radical right parties: the case of Lega Nord Supervisors: Dr Koen Abts Prof. Mario Diani Candidate: Alessandra Lo Piccolo 2017/2018 1 Abstract: This work aims at explaining populist radical right parties’ (PRRPs) electoral success and failure over their life-cycle by developing a dynamic and integrated approach to the study of their supply-side. For this purpose, the study of PRRPs is integrated building on concepts elaborated in the field of contentious politics: the political opportunity structure, the mobilizing structure and the framing processes. This work combines these perspectives in order to explain the fluctuating electoral fortune of the Italian Lega Nord at the national level (LN), here considered as a prototypical example of PRRPs. After the first participation in a national government (1994) and its peak in the general election of 1996 (10.1%), the LN electoral performances have been characterised by constant fluctuations. However, the party has managed to survive throughout different phases of the recent Italian political history. Scholars have often explained the party’s electoral success referring to its folkloristic appeal, its regionalist and populist discourses as well as the strong leadership of Umberto Bossi. However, most contributions adopt a static and one-sided analysis of the party performances, without integrating the interplay between political opportunities, organisational resources and framing strategies in a dynamic way. On the contrary, this work focuses on the interplay of exogenous and endogenous factors in accounting for the fluctuating electoral results of the party over three phases: regionalist phase (1990-1995), the move to the right (1998-2003) and the new nationalist period (2012-2018). -

It does so through a case study of the law and politics surrounding the destructive outbreak of xylella fastidiosa amidst the olive groves of Italy in 2013. The epidemic prompted interventions by the European Commission and the European Court of Justice to limit the pathogen’s diffusion by applying EU environmental regulations and mandating the eradication of thousands of trees. -

Codebook: Government Composition, 1960-2019 Codebook: SUPPLEMENT TO THE COMPARATIVE POLITICAL DATA SET – GOVERNMENT COMPOSITION 1960-2019 Klaus Armingeon, Sarah Engler and Lucas Leemann The Supplement to the Comparative Political Data Set provides detailed information on party composition, reshuffles, duration, reason for termination and on the type of government for 36 democratic OECD and/or EU-member countries. The data begins in 1959 for the 23 countries formerly included in the CPDS I, respectively, in 1966 for Malta, in 1976 for Cyprus, in 1990 for Bulgaria, Czech Republic, Hungary, Romania and Slovakia, in 1991 for Poland, in 1992 for Estonia and Lithuania, in 1993 for Latvia and Slovenia and in 2000 for Croatia. In order to obtain information on both the change of ideological composition and the following gap between the new an old cabinet, the supplement contains alternative data for the year 1959. The government variables in the main Comparative Political Data Set are based upon the data presented in this supplement. The Influence of Coalition Parties on Governments’ Policy Agendas in Italy Enrico Borghetto [email protected] Marcello Carammia [email protected] Paper prepared to be presented at the XXVII Annual Conference of the Italian Political Science Association (SISP), University of Florence, 12-14 September 2013. 1. Introduction With a single exception, post-war Italy has always been governed by party coalitions. The formation and governance of these coalitions, however, changed markedly between the First and Second Republic. Before 1994, all political parties competed against each other in electoral campaigns, and coalitions were formed after elections. Post-election negotiations were secretive, and coalition agreements were not made public. Throughout the entire First Republic there was no alternation to government, if one excludes the peripheral alternation of some small parties around the pivotal Christian Democracy. As a consequence, there were limited incentives for cabinets to adhere to the policy priorities spelled out during election campaigns. The move to the Second Republic resulted in a broad change of the system. The introduction of a new electoral law in 1993, a key element of the transition to the so-called Second Republic, provided powerful incentives for political parties to form pre-election coalitions. Electoral contestation became clearer to voters, and so became the allocation of responsibility. In the first years, these coalitions were not formalized into coalition agreements. After two legislative terms, coalition parties started issuing coalition manifestoes, that beside the traditional function of party manifestoes also served the function of pre - electoral coalition agreements. Meanwhile, a number of reforms made governments stronger vis-à-vis the parliament.
