Western Michigan University, 1994 This study focuses on the character attributes, philosophy, political skills, policy agenda, and administrative activities of William A. Ryan, Speaker of the Michigan House of Representatives from 1969 through 1974 and a House member from 1958 through 1982. The case siudy is embedded in a history of Michigan’s political culture, which is characterized by moralistic and individualistic strands often in conflict with one another. The research hypothesis was that administrative virtue in legislative leadership is best described in terms of utilitarian ethics, the ability to control and manage factionalism in the interest of incremental change. The rival hypothesis was that an adequate understanding of exemplary legislative leadership must account for the significance of character ethics, attributes that form an essential part of the leader’s moral authority. This qualitative study used a combination of oral history, historical source materials, and content analysis of legislative documents to achieve "qualitative triangulation." Comparative analysis was achieved through study of the regimes of the two Michigan House Speakers preceding Mr. Ryan and the one following him. The method borrowed significantly from psychohistory. Further reproduction prohibited without permission. was paid to the concept of the identity crisis in political entities and the role of government leaders in facilitating resolution of competing moral claims, leading to healthy maturation of the state. The findings were that Mr. Ryan’s reputation as an exemplary legislative leader was based only partially on his repeated demonstration of superb political skills. Of at least equal significance were character attributes such as humility, modesty, and asceticism, as well as a strong identification with the state legislative institution. Exemplary legislative leadership may best be understood in terms of the leader’s ability to facilitate sustained democratic discourse characterized by: (a) meaningful representation of and input from all affected stakeholders, (b) civility and compromise among political leaders who may strongly disagree with one another, and (c) policy resolutions that, though imperfect, reflect lines of convergence on what public values are and ought to be.     CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate.     Michigan Presidential Primary Facts and Statistics Michigan Department of State Bureau of Elections February 2019 MICHIGAN PRESIDENTIAL PRIMARY LEGISLATIVE HISTORY 1912 The legislature enacted Public Act 9 to direct that a presidential preference primary be conducted in the month of April. 1931 The legislature enacted Public Act 200 to repeal the presidential preference primary. 1972 The legislature enacted Public Act 60 to reestablish the presidential primary subject to the following provisions: • Primary would be held on the third Tuesday in May in presidential election years for each political party that received greater than 5% of the total vote cast nationwide in the last presidential election. • The Secretary of State would issue a list of individuals generally advocated by the national news media as potential candidates for president. The law also provided that the state political party chairpersons could provide the Secretary of State with a list of individuals whom they consider to be potential presidential nominees for their political party. The Secretary of State was then required to notify each candidate appearing on the lists who in turn was required to file an affidavit indicating his or her political party preference and willingness to have his or her name appear on the ballot. Individuals whose names did not appear on either the Secretary of State’s or a political party list could qualify as a candidate by filing nominating petitions. The petitions were required to be signed by registered electors equal to at least ½ of 1% of the total vote cast in the previous presidential election for the presidential candidate of the political party of the individual.

    CHRONOLOGY OF MICHIGAN HISTORY 1618-1701 1618 Etienne Brulé passes through North Channel at the neck of Lake Huron; that same year (or during two following years) he lands at Sault Ste. Marie, probably the first European to look upon the Sault. The Michigan Native American population is approximately 15,000. 1621 Brulé returns, explores the Lake Superior coast, and notes copper deposits. 1634 Jean Nicolet passes through the Straits of Mackinac and travels along Lake Michigan’s northern shore, seeking a route to the Orient. 1641 Fathers Isaac Jogues and Charles Raymbault conduct religious services at the Sault. 1660 Father René Mesnard establishes the first regular mission, held throughout winter at Keweenaw Bay. 1668 Father Jacques Marquette takes over the Sault mission and founds the first permanent settlement on Michigan soil at Sault Ste. Marie. 1669 Louis Jolliet is guided east by way of the Detroit River, Lake Erie, and Lake Ontario. 1671 Simon François, Sieur de St. Lusson, lands at the Sault, claims vast Great Lakes region, comprising most of western America, for Louis XIV. St. Ignace is founded when Father Marquette builds a mission chapel.     Al Fishman Collection Papers, 1967-1974 6 linear feet 6 storage boxes Accession # 1654 DALNET # OCLC # While Al Fishman’s political activism in Detroit and the state of Michigan reaches back to the late 1940s, this collection of his papers deals primarily with Fishman’s term as state chairperson for the New Democratic Coalition of Michigan (1966-1971) and with his involvement in Detroit- area political organizations such as North Detroit Citizens for McGovern (1972) and Turn Detroit Around (1973). Among other issues, the New Democratic Coalition of Michigan (NDCM) supported the candidacy of Eugene McCarthy and opposed American involvement in the war in Vietnam. Turn Detroit Around formed to attract white voters to support Coleman Young’s first mayoral bid and to support an interracial slate of Common Council candidates. Mr. Fishman was also vice-chairperson of Urban Alliance (1968-1970) as well as a Michigan Democratic Party state central committee member. The Al Fishman Collection consists of correspondence, minutes, publications and other materials documenting Mr. Fishman’s political activities from 1967 to 1974.
