    Press Statement July 25, 2012 NCP’s increasingly clearer Dam Scam Links: Were the NCP’s links with Big dam lobby in Maharashtra ever more obvious? Even as the ongoing episode of conflict between NCP (National Congress Party) and Congress gets more intense, the reasons NCP’s unhappiness seem to lie somewhere closer to home: in Maharashtra. NCP leaders have in recent past identified so closely with the big dam lobby that this link with the dam lobby had never been more obvious. They have promptly taken on whoever has been critical of performance of large dams in the state, be it the Chief Minister, the Governor, the media or the civil society.1 This note highlights these aspects, but this does not mean that other political parties in Maharashtra are without blame. If Congress and the opposition parties had taken effective action earlier, things would not have come to this pass, but during the past ten years when corruption and inefficiency in water resources sector in Maharashtra was blatant, none of the political parties systematically followed up the issue. The NCP seems especially miffed with Chief Minister Prithiviraj Chavan, who has been asking for a white paper on the Irrigation Projects and Governor K. Shankaranarayanan who, in his speech in March chided the govt. for performing dismally on irrigation and asked for probe into Kondhane Dam. He also directed that no new irrigation projects should be taken up in Western Maharashtra, considering the irrigation backlog of other regions. The Water Resource Ministry in Maharashtra’s NCP-Congress coalition government has been with the NCP since its inception in 1999 to 2012 (till date).

    THE MARATHA RESERVATION ISSUE SYBA- SOCIOLOGY PAPER II Marathas, who have historically dominated politics, are feeling threatened in the new economic order, where education and jobs matter more than farm incomes. What explains this intermittent flare-up among the Marathas in Maharashtra? The short answer is growing socio-economic insecurity within the state’s dominant caste group. Marathas have a large share in the state’s population, they own large tracts of land and have enjoyed dominance in the realm of politics. But this traditional dominance is being threatened in the new economic order where educations and jobs matter more than farm incomes. Who are the Marathas? • There has been no caste census in India after 1932. • Different reports quote share of Maratha population in Maharashtra differently ranging from 32 per cent to 35 per cent. • Kunbis have an estimated 19 per cent share in the state population. • . • Marathas have been a dominant caste in Maharashtra. • Marathas own over 75 per cent of land in Maharashtra Marathas own 86 of 105 sugar factories in Maharashtra besides controlling about 55 per cent educational institutions and over 70 per cent of cooperative bodies. • Marathas have dominated the political landscape of Maharashtra with 12 of 18 chief ministers having come from the community. • Over 60 per cent of all the MLAs of Maharashtra have been Marathas since 1962. • Demand for reservation for Marathas under OBC (Other Backward Classes) category first came up during 1990s. • First major Maratha agitation for reservation in government jobs and educational institutions was organised in 1997 by the Maratha Mahasangh and the Maratha Seva Sangh.

    GOVERNMENT OF INDIA MINISTRY OF PARLIAMENTARY AFFAIRS PRESS RELEASE Organizing the All India Whips Conference is one of the functions assigned to the Ministry of Parliamentary affairs, under Government of India (Allocation of Business) Rules, 1961 made under article 77(3) of the Constitution. However, in view of the important role played by Whips in the smooth running of the Parliament, the first All India Whips Conference was held, in September, 1952 at Indore – in the first year after the first general elections in the country. 13 Whips Conferences have been held so far. The 14th All India Whips Conference is now being organised on 4-5 February, 2008 in the Central Hall of Maharashtra Legislature, Mumbai. In the parliamentary form of Government, Whips of various political parties are the vital links of the internal organization of parties, inside the legislatures. The efficient and smooth functioning of Parliament and State Legislatures depends, to a considerable extent, upon the office of the Whip. The Whips can be rightly said to be the managers of the parties within the legislatures. Both the ruling as well as opposition parties appoint their whips and certain duties are common to the whips of all parties. But Government Chief Whip has some very important duties. The most important duty is mapping out the time of the session, coordinating, monitoring and management of the business of the Government. Another important function of the Government Chief Whip is to constantly feel the pulse of the House and to render an account of the same to the Leader of the House/Government.

    Speech of Shri Vilasrao Deshmukh, Chief Minister, Maharashtra 50th National Development Council Meeting on 21st December 2002 at New Delhi Mr. Prime minister, Deputy Chairman of the planning commission, Union Ministers, Chief Ministers and distinguished Members of the National Development Council. I am happy to get this opportunity to place before this august assembly the views of the Government of Maharashtra on several of the important issues with which we are all seized. The Tenth Five Year Plan (2002-07) will be an important landmark in the planning process of our country for two reasons: firstly, this plan is being formulated in the background of the radical changes that have been brought about in the last decade through the policy and process of economic liberalisation; and secondly, this is the first Five Year Plan of the twenty-first century, when India will definitely assume its rightful place as a major economic power. Mr. Chairman, the approach paper of the Tenth Five Year Plan shows a remarkable identity of views between the Planning Commission and the state government on the priorities which we must now set for ourselves. I do not, therefore, wish to take the time of this forum by touching on each of the issues raised in the Plan Document. I would, however, like to emphasise a few aspects which I think deserve a pointed mention. Before, I do so, I would like to say a few words about Maharashtra's achievements in the Ninth Five Year Plan. Review of the Ninth Five year Plan (1997-2002) of Maharashtra Financial Performance: I am glad to say that despite the resource constraint facing the State Maharashtra could more or less achieve the objectives set out in the Ninth Five Year Plan.

    PRESS RELEASE Infosys Signs MoU with Maharashtra Industrial Development Corporation to set up its second software development campus at Hinjewadi Bangalore, India – February 7, 2001 – India's leading software company, Infosys Technologies Limited, today signed an MoU with the Maharashtra Industrial Development Corporation for a second software development campus at Hinjewadi, Pune. As per the terms of the MoU, Infosys will set up a second software development campus at Hinjewadi, and in the first phase of the project, spread over 3 years, invest Rs. 60 crores in facilities to seat about 1200 software professionals. In the second and third phases of the project, within 5 years from the date of the MoU, Infosys will invest a further Rs. 60 crores in facilities to accommodate an additional 1500 software professionals. For its part, Maharashtra Industrial Development Corporation has agreed to provide Infosys 35 acres of land at the Pune Infotech Park Phase II, near Hinjewadi village, Pune. Infosys has expressed its desire to purchase more land as and when required for future expansion. Infosys already has a development center at Pune Infotech Park, Hinjewadi seating over 1200 software professionals and is currently expanding capacity to seat over 2800 professionals. The MoU was signed in the presence of Mr. Vilasrao Deshmukh, Chief Minister of Maharashtra and Dr. Patangrao Kadam, Industries Minister for Maharashtra, by Mr. Jayant Kawale, CEO of Maharashtra Industrial Development Corporation and Mr. Nandan M. Nilekani, President, Managing Director and COO, Infosys, on behalf of the company.
