13/09/2018 List of Chief Ministers of Maharashtra - Wikipedia List of Chief Ministers of Maharashtra The Chief Minister of Maharashtra is the head of the Government of the western Indian state of Maharashtra. Following elections to Chief Minister of the Legislative Assembly, the Governor invites the party (or coalition) with a majority of seats to form the government and appoints the Maharashtra Chief Minister (CM). If the appointee is not a member of either the Legislative Assembly or the Legislative Council of Maharashtra, then the Constitution stipulates that they need to be elected within six months of being sworn-in.[1] The office of the CM is coterminous with the concurrent Assembly provided the CM commands confidence in the house and hence does not exceed five years. However, it is subject to no term limits.[2] Maharashtra was formed by dissolution of Bombay State on 1 May 1960.[3] Yashwantrao Chavan, who was serving as the third CM of Bombay State since 1956, became the first CM of Maharashtra. He belonged to the Indian National Congress and held the office until the Seal of the Government of 1962 Assembly elections. Marotrao Kannanwar succeeded him and was the only CM to die while in office.[4][5] Vasantrao Naik, who was Maharashtra in office from December 1963 to February 1975 for more than 11 years, has by far been the longest serving CM. He also was the first and only CM to complete his full term of five years (1967-1972). After India's Independence, Bombay State was created and its territory underwent constant change in the following years. It comprised Bombay Presidency (roughly equating to the present-day Indian state of Maharashtra, excluding South Maharashtra and Vidarbha), the princely states of the Baroda, Western India and Gujarat (the present-day Indian state of Gujarat) and Deccan States (which included parts of the present-day Indian states of Maharashtra and Karnataka).[12] b. States Reorganisation Act, 1956: Bombay State was enlarged by the addition of Saurashtra State and Kutch State, the Marathi-speaking districts of Nagpur Division of Madhya Pradesh and Marathwada region of Hyderabad State. The southernmost districts of the Bombay Presidency were transferred to Mysore State.[13] c. Bombay state was dissolved to form the present-day states of Maharashtra and Gujarat by the Bombay Reorganisation Act, 1960, which was enacted by the Parliament of India on 25 April 1960 and came into effect on 1 May 1960. Under Article 356 of the Constitution of India, in the event that a state government is unable to function according to constitutional provisions, the Central government can take direct control of the state machinery through the Governor. When President's rule is in force in a state, its council of ministers stands dissolved. The office of chief minister thus lies vacant. Christophe Jaffrelot Christophe Jaffrelot is senior research fellow at the Centre d’études et de recherches internationales (CERI) at Sciences Po in Paris, and director of research at the Centre national de la recherche scientifique (CNRS). His books include Religion, Caste, and Politics in India (2011). In 1976, India’s Constitution of 1950 was amended to enshrine secular- ism. Several portions of the original constitutional text already reflected this principle. It was first studie d by Wilkinson ( 1 8 71) and Foote ( 1876). In subsequent years, sporadic papers, comprising essentially of preliminary r e ports on the Ge ology of r e stricte d areas, h ave b een publishe d. Pascoe (1922) reported the occurrence of Kaolin near Malvan. Iyer (1939) reported the occurrence of clay f rom Vengurla suitable for c e ramic purpose s. Howeve r, n o attempt has been made to study in detail the mineralogy and industrial propertie s of clays exposed in the s e parts. In a n atte mpt to study the clays assoc iate d with g r a nitic rocks, the present investig ation has been undertaken. 2 Location The area covered by the present investigations, about 5,000 sq kms in extent, is bounded by latitudes 15°38' N and 16°42' N and longitudes 73°20' E and 74°15' E.     ASARC Working Paper 2009/06 India: The Weakening of the Congress Stranglehold and the Productivity Shift in India Desh Gupta, University of Canberra Abstract This paper explains the complex of factors in the weakening of the Congress Party from the height of its power at the centre in 1984. They are connected with the rise of state and regional-based parties, the greater acceptability of BJP as an alternative in some of the states and at the Centre, and as a partner to some of the state-based parties, which are in competition with Congress. In addition, it demonstrates that even as the dominance of Congress has diminished, there have been substantial improvements in the economic performance and primary education enrolment. It is argued that V.P. Singh played an important role both in the diminishing of the Congress Party and in India’s improved economic performance. Competition between BJP and Congress has led to increased focus on improved governance. Congress improved its position in the 2009 Parliamentary elections and the reasons for this are briefly covered. But this does not guarantee an improved performance in the future. Whatever the outcomes of the future elections, India’s reforms are likely to continue and India’s economic future remains bright. Increased political contestability has increased focus on governance by Congress, BJP and even state-based and regional parties. This should ensure improved economic and outcomes and implementation of policies. The reaffirmation of the rating takes into account the weak liquidity position at a group level owing to slow sales of commercial projects as well as the slower than expected ramp up of the group’s recent ventures in healthcare, education and hospitality segments. The hospital’s financial profile continues to remain weak as evidenced by loss making operations and modest cash accruals. However ICRA notes that the business turning profitable at operating level with OPBDITA of Rs. 1.43 crore during FY 2016 owing to cost rationalisation measures undertaken. The rating also takes into account the limited track record of the promoter group in the healthcare business, the modest scale of operations of the hospital, and its exposure to concentration risks inherent in single asset companies. The rating however positively takes into account the presence of experienced consultants in the hospital’s panel of doctors, which is likely to have a positive impact on the occupancy levels of the hospital, and its foray into specialized services that is expected to support profitability and well as improve brand strength, have been taken into consideration as well. The ratings also favorably consider the limited competition, given the lack of adequate tertiary care facilities in the vicinity and no major expected supply.
