Superintendent’s Administrative/Executive Assistant Salary for 2018-19, number of years in the position, and job description. 2. Board Secretary compensation/salary/stipend for 2018-19. Is this position part of the Superintendent’s Administrative/Executive Assistant’s job description? If not, please provide the Board Secretary job description. 3. Your request was that the following information be provided for Wilmette Public Schools, District 39: 1. Superintendent’s Administrative/Executive Assistant Salary for 2018-19, number of years in the position, and job description. 2. Board Secretary compensation/salary/stipend for 2018-19. Is this position part of the Superintendent’s Administrative/Executive Assistant’s job description? If not, please provide the Board Secretary job description. 3. Board of Education meetings schedule for 2018-19 (including regular and special board meetings). We requested clarification for your request and are therefore providing compensation, salary, and stipend for both the Board Secretary and Superintendent’s Administrative Assistant positions. 1. The Superintendent’s Administrative Assistant has been in the position since April 4, 2011 with a salary of $59,802 for 2018-19. The job description for the position is attached as a separate document. 2. The Board Secretary is the Superintendent in District 39, there is no stipend for this role and the job description is governed by Board Policy 2:110 (attached as a separate document). 3. District 39 Board of Education meeting calendar for 2018-19 is attached as a separate document. Sincerely, Ellen Crispino FOIA Officer DEPARTMENT OF HUMAN RESOURCES Wilmette Public Schools Administrative Assistant to the Superintendent Primary Function To assist in the smooth operation of the Superintendent’s Office. Organizational Relationships Reports directly to the Superintendent. Qualifications • Graduation from high school. • Proficient skill in English composition, grammar and spelling. • Demonstrated skill in working with the public and communications. • Working knowledge of office technologies including phone, fax, scanning, database, word processing, spreadsheets and Keynote/PowerPoint. • Ability to perform assigned duties and tasks with a minimum of direction. • Ability to maintain effective public and co-worker relationships. • Ability to physically move about the building. • Ability to understand and carry out oral and written directions in English. • Ability to, on occasion, physically lift and move packages, boxes, and other materials weighing up to 25 pounds. • Ability to physically type, manipulate a mouse, and operate a computer. • Ability to handle all district information with confidentiality. Performance Responsibilities 1. Obtains, gathers, and organizes pertinent data as needed and puts it into usable form; independently answers routine correspondence. 2. Maintains files with confidentiality. Processes correspondence as instructed. 3. Maintains multiple calendars, schedules appointments and events, and compiles various reports (enrollment, salary, goals, evaluations, contracts, mileage and expenses). 4. Arranges travel flights, housing accommodations, and other such arrangements for conferences. 5. Acts as District notary public. 6. Posts various items on District website: Community events, calendars, Board of Education (BOE) packets, district policies and minutes from BOE meetings. 7. Compiles operational statistics and gathers such other data as the Superintendent may require; prepares assigned state reports. 8. Records and maintains all BOE minutes and District policies. Attends all Board of Education meetings; attends other meetings as assigned by the Superintendent. 9. Processes financial aid requests. 10. Orders and maintains supplies, as needed. 11. Performs such other duties and assumes such other responsibilities as may be designated by the Superintendent. Terms of Employment 260 work days. Salary and work year established by the Board of Education. Evaluation Performance of this job will be evaluated in accordance with the provisions of the Board’s policy on evaluation of support service personnel. 4/2015 Wilmette Public Schools District 39 2:110 Page 1 of 3 Board of Education Qualifications, Term and Duties of Board Officers The School Board officers are: President, Vice President, Secretary, and Treasurer. These offices are elected or appointed by the Board at its organizational meeting. President Members of the Board of Education elect the President from its members for a 2-year term. The duties of the President are to: 1. Focus the Board meeting agendas on appropriate content and preside at all meetings; 2. Make all Board committee appointments, unless specifically stated otherwise; 3. Attend and observe any Board committee meeting at his or her discretion; 4. Represent the Board on other boards or agencies 5. Sign official District documents requiring the President’s signature, including Board minutes and Certificate of Tax Levy; 6. Call special meetings of the Board; 7. Serve as the head of public body for purposes of the Open Meetings Act and Freedom of Information Act; 8. Ensure that a quorum of the Board is physically present at all Board meetings; 9. Serve as the Board’s official spokesperson to the media. The President is permitted to participate in all Board meetings in a manner equal to all other members of the Board of Education, including the ability to make and second motions. The Vice President fills a vacancy in the Presidency. Vice President Members of the Board of Education elect a Vice President from its members for a 2- year term. The Vice President performs the duties of the President if: 1. The office of the President is vacant; 2. The President is absent; or 3. The President is unable to perform the office’s duties. A vacancy in the Vice Presidency is filled by a special Board election. 2:110 Page 2 of 3 Secretary The Board elects a Secretary for a 2-year term. The secretary may be, but is not required to be, a member of the Board of Education. The duties of the Secretary are to: 1. Keep minutes for all Board meetings and keep the verbatim record for all closed Board meetings; 2. Mail meeting notification and agenda to news media who have officially requested copies; 3. Keep records of the Board’s official acts, and sign them, along with the President, before submitting them to the Treasurer at such times as the Treasurer may require; 4. Report to the Treasurer on or before July 7, annually, such information as the Treasurer is required to include in the Treasurer’s report to the Regional Superintendent; 5. Act as the local election authority for the District; 6. Arrange public inspection of the budget before adoption; 7. Publish required notices; 8. Sign official District documents requiring the Secretary’s signature; and 9. Maintain Board policy and such other official documents as directed by the Board. The Secretary may delegate some or all of these duties, except when State law prohibits the delegation. The Board appoints a secretary pro tempore, who may or may not be a member of the Board of Education, if the Secretary is absent from any meeting or refuses to perform the duties of the office. A permanent vacancy in the office of Secretary is filled by special Board election. Recording Secretary The Board may appoint a Recording Secretary who is a staff member. The Recording Secretary shall: 1. Assist the Secretary by taking the minutes for all open Board meetings; 2. Assemble Board meeting material and provide it, along with prior meeting minutes, to members of the Board of Education before the next meeting; and 3. Perform the Secretary’s duties, as assigned, except when State law prohibits the delegation. In addition, the Recording Secretary or Superintendent receives notification from Board members who desire to attend a Board meeting by video or audio means. 2:110 Page 3 of 3 Treasurer The Treasurer of the Board shall be either a member of the Board who serves a 1-year term or a non-Board member who serves at the Board’s pleasure. A Treasurer who is a member of the Board of Education may not be compensated. A Treasurer who is not a member of the Board of Education may be compensated provided it is established before the appointment. The Treasurer must: 1. Be at least 21 years old; 2. Not be a member of the County Board of School Trustees; and 3. Have a financial background or related experience, or 12 credit hours of college- level accounting. The Treasurer shall: 1. Furnish a bond, which shall be approved by a majority of the full Board; 2. Maintain custody of school funds; 3. Maintain records of school funds and balances; 4. Prepare a monthly reconciliation report for the Superintendent and Board; and 5. Receive, hold, and expend District funds only upon the order of the Board. A vacancy in the Treasurer’s office is filled by Board appointment.
