Board Member Mike Duran arrived. 1 PETITION FOR MODIFICATION/TERMINATION OF PROBATION Administrative Law Judge Linda A Cabatic sat with the Board to hear the Petition for Modification/fermination of Probation for William Villarino, Field Representative License Number 44780. The petitioner was informed that he would be notified by mail of the Board's decision.· PETITION FOR REINSTATEMENT Administrative Law Judge Linda A Cabatic sat with the Board to hear the Petition for Reinstatement for Angel Suarez, Applicator License Number 49913. The petitioner was informed that he would be notified by mail of the Board's decision. CLOSED SESSION The Board entered closed session to deliberate on decisions in accordance with subdivision (c)(3) of section 11126 of the Government Code. The open meeting resumed at 4:30 P.M. on January 23, 2014. PRESENTATION BY DEPARTMENT OF CONSUMER AFFAIRS LEGAL AFFAIRS REGARDING THE ADJUDICATION PROCESS WITH AN EMPHASIS ON BOARD MEMBER RESPONSIBILITIES Mr. Muteff gave a presentation regarding the disciplinary process and the responsibilities of the Board Members in its execution. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA There were no public comments on items not on the agenda. 2 PRESENTATION BY DEPARTMENT OF CONSUMER AFFAIRS SOLID TRAINING SERVICES REGARDING PLANNING SERVICES AVAILABLE TO THE BOARD. Tom Roy and Elisa Chohan from Department of Consumer Affairs Strategic Planning Unit gave a presentation outlining the process for the development and implementation of a strategic plan for the Structural Pest Control Board. Mr. Tamayo asked if the action items that are identified within the strategic plan are also subject to Board approval. · Mr. Roy stated that the action items can be included in the strategic plan that requires Board approval or it can be a separate internal document that does not require Board approval. That distinction is left to the Board's discretion. Mr. Tamayo asked if there are performance measures related to the strategic plan that are reported on. Mr. Roy stated that there are not formal performance measures but within the action plan there are milestones for each goal that allow for measurement of progress. Mr. Utley asked if within a 5 year plan there could be goals set at the 1, and 3 year mark. Ms. Chohan stated there could be 1 and 3 year goals written into a 5 years strategic plan. Mr. Duran asked how similar the strategic plan would be to the one the Board currently has in place. Ms. Chohan stated that the structure of the strategic plan would be similar to the one currently in place and she would work with Ms. Saylor on identifying new areas of emphasis or concern. PRESENTATION BY BRANDON KITAGAWA OF REGIONAL ASTHMA MANAGEMENT AND PREVENTION ON INTEGRATED PEST MANAGEMENT BENEFITS RELATED TO ASTHMA CONDITIONS. Mr. Kitagawa gave a presentation to the Board on the impact of pests and pest control on asthma rates and the role of Integrated Pest Management in lessening those impacts. Mr. Duggal stated that Integrated Pest Management has a big role to play in many areas beyond asthma mitigation and in order to move forward many departments should be brought in to the effort to expand its use. 3 Mr. Good asked if there was any distinction contained in the data between licensed and unlicensed pest control work. Mr. Kitagawa stated that there is no such distinction in the data due to the difficulty in identifying unlicensed work. Mr. Tamayo stated that the Board plans to form a Committee to look at Integrated Pest Management as a whole once it receives feedback from staff from the Integrated Pest Management Workshop which was held January 23, 2014. APPROVAL OF MINUTES FROM THE OCTOBER 16 & 17, 2013 BOARD MEETING Ms. Saylor stated that there was a correction to the October 16 & 17, 2013 minutes, on page 9, changing the wording from "Ms. Quiroz moved" to "Ms. Quiroz seconded". Mr. Utley moved and Mr. Duggal seconded to approve the October 16 & 17, 2013 Board Meeting Minutes with the correction indicated by Ms.

The FDA approved fluoride toothpaste caution, “Do Not Swallow.” No safe dosage or amount is stated. “Do Not Swallow” is simple to understand. Use a pea or smear size and if more than used for brushing is swallowed, contact the poison control center. A quarter milligram of fluoride is in a pea size of fluoride toothpaste, the same amount found in each 11 oz glass of 0.7 ppm fluoridated public water. Fluoridated water is dispensed to everyone without regards for other fluoride exposures, individual consent, health, or sensitivity. The only safe amount of fluoride is, “Do Not Swallow.” Swallowing fluoride is not safe, however, many children swallow their toothpaste due to taste and the swallow reflex is part of the spitting action. B. Fluoridated water is the primary source of fluoride for many people. Fluoridated toothpaste is considered the second primary source and for some is more than fluoridated water. Other significant sources of fluoride include bone meal, mechanically deboned meat, grape products with cryolite, several legend drugs and sulfuryl fluoride, a post harvest fumigant. C. The FDA sent a letter to about 35 fluoride supplement manufacturers, “. there is no substantial evidence of drug effectiveness as prescribed, recommended or suggested in its labeling. .” (Drug Therapy

    Fluoride 2005;38(3):175–177 Editorial 175 RESIDUAL FLUORIDE IN FOOD FUMIGATED WITH SULFURYL FLUORIDE SUMMARY: New US federal allowances for inorganic fluoride residues in food fumigated with sulfuryl fluoride are excessively high and are at levels known to cause serious adverse health effects, including crippling skeletal fluorosis. Fluoride in food has long been recognized as a potential source of adverse health effects including dental fluorosis, bone and joint defects, gastrointestinal disturbances, and muscular-neurological disorders,1-2 plus even crippling skeletal fluorosis.3 In China, food contaminated by fluoride (F) from unvented coal burning used to dry and preserve grains and other crops is an important source of F intake,4 and F levels from such exposure ranging from 18 to 87 ppm in corn and 114 to 1109 ppm in chili have been reported.5 In these coal-burning F-endemic areas, even with very little F in the drinking water, the total daily F intake by affected adults has been estimated to be between 6.12 and 9.65 mg, with the major contribution coming from food.5 By contrast, in non-endemic areas, daily F intake was estimated to be only 0.8 mg/day.5 Therefore, any appreciable increase in F intake resulting from commercial food fumigation procedures can only be viewed with grave concern. In place of methyl bromide as an insecticide fumigant because of its upper atmosphere ozone depleting ability, a number of substitutes are already in use with varying results. For example, various combinations of phosphine (PH3) and carbon dioxide have been fairly successful for food as well as general fumigation, although equipment corrosion from phosphine and insect resistance to it are among its drawbacks.

Alberts, Project Coordinator Erin C. Bauer, Entomology Lecturer The potential for accidents with pesticides is real. Ac- cidental exposure or overexposure to pesticides can have seri- ous consequences. While most pesticides can be used with relatively little risk when label directions are followed, some are extremely toxic and require special precautions. The Poison Control Centers receive about 90,000 calls each year related to pesticide exposures. Pesticides are re- sponsible for about 3 percent of all accidental exposures to children 5 years and younger and about 4 percent for adults. In addition, pesticides are the cause of about 3 percent of children’s deaths reported to the Poison Control Centers.
