The Dayton-Paris peace agreement ended the 1992-95 war and paved the way to peace and stability in BiH. At the same time, the complex Dayton constitutional set up has generated a fragmented policy-making apparatus in BiH. This is additionally complicated by the fact that ethnic-based political parties continue to dominate the political scene in the country’s two Entities, the Federation of BiH (FBH) and Republika Srpska (RS). The major challenge remains constitutional reform, without which further progress towards a more efficient state, implementation of a comprehensive reform agenda and EU approximation will be difficult to achieve. This process is sensitive and may take time. After several years of robust growth, as a result of the economic crisis, BiH economy entered a sharp decline in late-2008, in common with other countries of the region, and output fell significantly in 2009. The authorities have taken some commendable steps to preserve macroeconomic stability. The currency board remains the key anchor of macroeconomic policy and the annual inflation rate fell to below zero in late-2009. The central bank took prompt action to preserve confidence in banks at the height of the crisis and played an active role in securing a “Vienna Initiative” agreement among the six largest foreign-owned banks to maintain their exposure in BiH. Confidence in banks has also been enhanced by a significant increase in the deposit insurance limit. On the fiscal side, some control was restored to public finances in late-2009 after earlier slippages, and the authorities concluded a new three-year Standby Arrangement (SBA) in July 2009 with the IMF to the value of around €1.1 billion. Economic growth in 2010 and 2011 is likely to be positive but modest. Given the low starting point, the economy should have potential for stronger growth over the medium term. However, this will require a firm commitment by the authorities at all levels to a major structural reform agenda. This commitment has been lacking in recent years. A number of key reforms, including privatisations, have been blocked or on hold for some time. Bosnia and Herzegovina ranks behind its neighbours in south-eastern Europe on a number of reform and business climate indicators, including the EBRD transition scores, the World Bank’s ease of doing business indicator, and Transparency International’s corruption perceptions index. There are also substantial investment needs in a number of infrastructure sectors. The global crisis is likely to have a significant medium-term effect on Bosnia and Herzegovina (and the wider region), highlighting the need for an expanded level of activities by the Bank in the coming years, as crisis response and in support of the recovery process. In addition, the country faces medium or large transition challenges across all major sectors of the economy. The Bank will promote transition in Bosnia and Herzegovina by continuing and enhancing its efforts to meet the following key challenges: develop and implement a comprehensive long-term reform programme in all infrastructure sectors, enabling a more commercial approach to the provision of services and greater involvement of the private sector, and in view of the need to achieve better infrastructure integration both regionally and within the country; foster greater financial intermediation, especially in the non-bank financial sector, to ensure sustainable lending to enterprises and households; and provide support for the large-scale privatisation process and attract investment into key export-oriented sectors such as agribusiness, industrial, property and tourism, wood and metals processing, and support further developments in the SME sector. 4 The Bank’s focus over the next three years, both through the provision of financing and through intensive policy dialogue, will be on the following operational priorities: Infrastructure and energy In the transport

    FORMER YUGOSLAVIA: EMERGENCY 18 Novem ber ASSISTANCE appeal no. 01.29/97 situation report no. 4 period covered: June - 30 September 1997 Donations totaling USD 6 million from the US Government for International Federation operations in former Yugoslavia — combined with sizeable grants from the Swedish and Norwegian Governments and Red Cross Societies — ensured that operations which were threatened with closure in Croatia and the Federal Republic (FR) Yugoslavia can be sustained for the remainder of 1997. At the end of October the Federation launched a new international advocacy campaign forFR Yugoslavia which it hopes will generate interest and a response to the ongoing needs of refugees and other vulnerable groups there. Meanwhile, in October the General Assembly of the Red Cross of the Federation of Bosnia and Herzegovina was formally constituted and elected new office holders. The following month, the General Assembly of the Red Cross of Republika Srpska was held. The context Over 808,000 beneficiaries across former Yugoslavia are receiving assistance from the region’ s National Societies working alongside the International Federation, with its network of delegations in Belgrade, Sarajevo, Zagreb, and sub-delegations in Podgorica, Pristina and Osijek/Vukovar. Latest events Bosnia-Herzegovina Following rising tensions over the summer in Republika Srpska (RS) and the stand-off between the entity president Biljana Plavsic and the Pale leadership, political and civil unrest continued emergency appeal no. 01.29/97 situation report no. 4 in September. International community support for Plavsic and SFOR’s ‘Operation Tango’ provoked retaliatory attacks on various international organisations, and SFOR troops closed down the RS’s television station following “its tasteless compilation of outright lies”.

THE WAR IN CROATIA, 1991-1995 ◆ Mile Bjelajac and Ozren Žunec ◆ Introductory Remarks Methodology and Sources Military organizations produce large quantities of documents covering all aspects of their activities, from strategic plans and decisions to reports on spending for small arms. When archives are open and documents accessible, it is relatively easy for military historians to reconstruct events in which the military partici- pated. When it comes to the military actions of the units in the field, abundant documentation provides for very detailed accounts that sometimes even tend to be overly microscopic. But there are also military organizations, wars, and indi- vidual episodes that are more difficult to reconstruct. Sometimes reliable data are lacking or are inaccessible, or there may be a controversy regarding the mean- ing of events that no document can solve. Complicated political factors and the simple but basic shortcomings of human nature also provide challenges for any careful reconstruction.

    149 SHELLING, SNIPING AND STARVATION: THE LAW OF ARMED CONFLICT AND THE LESSONS OF THE SIEGE OF SARAJEVO KJ Riordan * This article looks at the siege of Sarajevo conducted from April 1992 to February 1996, which resulted in the loss of thousands of lives and great suffering to the civilian population of the city. It also resulted in criminal convictions for Bosnian Serb commanders Stanislav Galić and Dragomir Milosević. Given the fact that sieges have been a common form of warfare from antiquity to the present day, and are likely to remain so, these convictions and the heavy sentences that accompanied them must provide a cautionary tale for commanders who may in future be required to undertake such an operation. This article examines the traditional methods of warfare associated with the successful prosecution of a siege and contrasts them with the detailed and onerous provisions of the law of armed conflict. It ponders the question of what a modern commander must do to conduct a siege which is both lawful and successful. The unifying element in maintaining this fragile peace is in particular, international organizations that offer a war-torn country a form of stability and a vision of a clearer, better and more peaceful future. Stmeľujúcim prvkom pri udržaní tohto krehkého mieru sú najmä medzinárodné organizácie, ktoré ponúkajú pre vojnou zmietanú krajinu formu stability a víziu jasnejšej, lepšej a pokojnejšej budúcnosti.
