II. EFFECTS A. AFFECTED POPULATION (TAB A) and PRE-EMPTIVE EVACUATION (TAB B) 1. A total of 733,152 families or 3,126,127 persons were affected in Regions I, II, III, IV-A, V, NCR, and CAR. a. Inside 37 ECs - 2,399 families / 9,122 persons b. Outside Ecs - 163,627 families / 704,441 persons 2. A total of 5,426 families or 23,993 persons were pre-emptively evacuated in Regions I, II, III, IV-A, and CAR. B. INCIDENTS MONITORED (TAB C) 1. A total of 956 incidents were monitored in Regions I, II, III, IV-A, NCR, and CAR: a. 938 flooding incidents in Pangasinan, Ilocos Norte, Isabela, Nueva Vizcaya,Nueva Ecija, Tarlac, Bulacan, Pampanga, Zambales, Cagayan, and Benguet. Of which, floodwaters in 796 barangays have already subsided. b. Six (6) drowning in Regions II, III, IV-A, and CAR; c. Four (4) landslides in Regions I and CAR; d. Two (2) collapsed wall in Zambales; e. Two (2) electrocution in Regions II and III; and, f. Five (5) toppled tree in Regions I and NCR which caused deaths and rendered roads not passable C. CASUALTIES (TAB D) 1. DEAD – 48: Regions I, II, III, IV-A, NCR, and CAR. 2. INJURED – 83: Regions I, II, III, NCR, and CAR. 3. MISSING – 4: Regions III and CAR. D. SUSPENSION OF WORK AND CLASSES Suspension of Classes (TAB E) (No changes from previous Sitrep) 1. A total of 5 cities, and 24 municipalities in Regions I and III have suspended classes on 22 October 2015. 2. All suspended classes in the Province of Benguet have resumed. Suspension of Work 1. Work in all government offices, except frontline service providers and response agencies, in Regions I, II, III, and CAR were suspended on 19 October 2015. E. CANCELLATION OF CIVIL SERVICE COMMISSION (CSC) EXAMINATION 1. CSC Examination scheduled on 18 October 2015 in Regions I, II, NCR, and CAR, and in the Province of Tawi-tawi has been cancelled as a precautionary measure. F. STATUS OF LIFELINES POWER SUPPLY (TAB F) 1. Power restored in the following provinces: Provinces of Ilocos Norte, Cagayan, and Isabela Provinces of Ifugao and Cagayan Provinces of Zambales, Tarlac, and Bataan Provinces of Laguna and Batangas Province of La Union Province of Ilocos Sur – restored except for the Municipalities of Sigay and Sugpon Province of Aurora – restored except for the Municipalities of Casiguran, Dinalungan, and Dilasag 2. Power restored in the Municipality of Cabiao, Nueva Ecija. ROADS AND BRIDGES (TAB G) 1. A total of 14 road sections and 4 bridges are not passable due to flooding, landslides, and mud flow in Regions I, II, III, and CAR. 2. All roads and bridges in Region V are now passable. COMMUNICATIONS 1. All communication lines are open. TRANSPORTATION SERVICES 1. On 17 October 2015, 5:50 PM, LTFRB REGIII and Genesis Transport were advised to suspend operations of buses and mini-buses travelling via Baler, Baler-Cabanatuan / Baguio Routes. 2. On 18 October 2015, LTFRB advised RORO Bus Operators (Batangas Route) and Bus Operators for Regions I, II, IV-A, V to stop operations due to poor weather / sea state conditions. 3. On 19 October 2015, LTFRB, as per recommendation of DOTC-CAR, advised all motorists and Public Utility Vehicle (PUV) transportation companies in Benguet Province and Baguio City to suspend operations due to continuous heavy rains and strong winds. H. STATUS OF PORTS AIRPORT (TAB H) (No changes from previous Sitrep) 1. Since 16 October 2015, a total of 103 flights (100 domestic and 3 international flights) have been cancelled due to bad weather. 2. On 20 October 2015, 8:00 AM, San Fernando Airport operations were suspended due to flooding, affecting general aviation and training flights. 3. Issued Notice to Airmen (NOTAM) on 20 October 2015, 3:30 PM. 4. Training flights at Lingayen Airport were suspended due to strong winds and rains. No reported damage to airport. SEAPORT 1. Operations in all affected ports have already resumed. I. COST OF DAMAGES (TAB I) 1. A total of ₱10,999,431,694.04 estimated cost of damages to agriculture and infrastructure in Regions I, II, III,IV-A, IV-B, V, and CAR a. Infrastructure - ₱1,306,647,576.00 b. Agriculture - ₱9,692,784,118.04 3 J. DAMAGED INFRASTRUCTURES DAMAGED HOUSES (TAB J) 1. A total of 137,673 houses were damaged (18,788 totally / 118,885 partially) in Regions I, II, III, IV-A, and CAR. DAMAGED HEALTH FACILITIES 1. A total of 31 health facilities were damaged in Regions I, II, III, IV-A, and CAR: a. Three (3) health facilities were partially damaged in Pangasinan; b. Seven (7) were partially damaged in the Provinces of Cagayan, Quirino, and Isabela; c. Two (2) were completely damaged and sixteen (16) were partially damaged in the Provinces of Aurora and Nueva Ecija; d. Two (2) were partially damaged in the Province of Quezon; and e. One (1) was partially damaged in Mountain Province. DAMAGED EDUCATIONAL FACILITIES 1. Alert Status of the NDRRM Operations Center was raised to Red Alert effective 12:00 NN, 16 October 2015, to continuously monitor the situation and ensure dissemination of Weather Advisories, Severe Weather Bulletins, 24-hour Public Weather Forecasts, Gale Warnings, and General Flood Advisories to all RDRRMCs/OCDRCs through SMS, facsimile, and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal level. IV. DISASTER RESPONSE (TAB M) 1. Activated Response Clusters effective 16 October 2015, 12:00 NN, to monitor and act accordingly on identified/required needs and resources for response operations. 2. Conducted series of Response Clusters Meetings at NDRRMC Conference Room. 3. Issued OCD Travel Order No. 200, s. 2015 re Authority to Travel to Region III for the deployment of the National Rapid Damage Assessment and Needs Analysis (RDANA) Team from 21 to 27 October 2015. 4. Initial assessment led by SSWD with SILG, ED, NDRRMC and other NDRRMC Officials was done on 21 October 2015 in Baler and Casiguran, Aurora. 5. RDRRMC Region I conducted Aerial Survey in the Western and Eastern part of Pangasinan following the Agno River System and some parts of Central Pangasinan on 21 October 2015. 6. OCD-RDRRMC III conducted aerial survey to the areas devastated by the typhoon in the province of Aurora on 21 October 2015. 7. OCD-Region II deployed RDRRMC II - Damage Assessment and Needs Analysis Team to assess the effects of the typhoon. 8. President Benigno S. Aquino III, together with the members of his Cabinet and Executive Director, NDRRMC, visited the Provinces of Aurora, Pangasinan, Nueva Ecija, Pampanga, and Bulacan on 22 October 2015 to personally inspect the damages brought about by Typhoon “Lando”.
