ACKNOWLEDGEMENT ANFREL takes pride in being part of the historic elections of Aceh after years of conflict. These elections have shown to the world that meaningful change can be brought by peaceful means through the power of the ballot. They have shown further a significant role of elections as a tool of resolving conflicts, resulting in peace which is necessary for progress and development. Meaningful change has birthing pains. The wrangling of the different contending parties before the election attests to this. It has in fact caused the postponement of the election a number of times. But more important than the difficulties they faced, is the realization that there is no easy path to meaningful change towards democracy. The principal players remained faithful to the goals of their struggles – Aceh and the Acehnese. They looked forward to the benefits and blessings of democracy as they understood the responsibilities and burdens that may go with it. The eyes of the world were on Aceh during these watershed elections. Aceh became a showcase to many parts of the world that are similarly situated before the Helsinki peace covenant was signed. The challenge then to all the principal players in the political life of Aceh is to remain committed to the spirit of the Peace Covenant. Only then will Aceh be an inspiration for others in conflict areas to emulate and a model to follow. The observation mission of ANFREL was a success because of the help and support of individuals and institutions. We are grateful to the following: The caretaker governor who shared his time with us and presented to us his plans to keep the elections clean, peaceful and orderly. The Chairman of the KIP of Aceh, Drs. H. Abd Salam Poroh who readily issued our accreditation and provided us with areas of concern that observers need to take a look at to have a successful observation. The Aceh PANWASLU, Nyak Arief Fadhillah Syah for good field cooperation and Dra. Zuraida Alwi, M.Pd for taking time to present to our observers the role they play in the election. To the candidates and the leaders of the political parties that shared time with us to present their respective programs. To all the resource persons, Mr. Syaifuddin Bantasyam, and the Civil Society Organizations as they shared their time and expertise with our volunteers. The Aceh Election Observation Secretariat from Bangkok and their local counterparts for the logistical support. To all our volunteers who came to Aceh in a spirit of solidarity with the people of Aceh and for their deep commitment to the cause of free and fair elections. 1 Lastly, to the generosity of the Kingdom of Norway Government for supporting the financial requirements of the mission, without which the mission could not have been possible.     Thesis submitted for the degree of Doctor of Philosophy in Government of the University of Canberra Stefanus Sampe Political Parties and Voter Mobilisation in Local Government Elections in Indonesia: the case of Manado City January 2015 Abstract Democratisation and decentralisation in Indonesia have brought significant changes in local politics, especially concerning elections. Since the enactment of Law 32/2004 on Local Government, the local executive elections in Indonesia, which were previously done by the local councils, have been carried out directly by the people. People have been given the opportunity to exercise their right to determine their leaders at the local level. Likewise, political parties have seized the opportunity to participate in local elections by recruiting candidates and mobilising voters. The direct local government election has become a central element in Indonesia’s decentralisation policy. Through the election, the local people are encouraged to participate in choosing their leaders and passing judgment on government’s performance. However, there is far less research and writing on local elections than on national elections, both in Indonesia and in developing countries more generally. This thesis aims to make a contribution to filling this gap in the literature on local election by in-depth case study research on electoral mobilisation undertaken by political parties in the local government elections in Indonesia. The research examines in detail the ways in which political parties in an Indonesian city, Manado, go about mobilising citizens to vote for their candidate and seeks different actors’ views on the effectiveness on the various mobilisation techniques. This research uses a combination of qualitative and quantitative approaches to examine the 2010 local government election in Manado City.

Williams McMaster University — Political Science Abstract American IPE has traditionally marginalized the role that social forces, and particularly religion, have played in the construction of the international political economy. This dissertation is an examination into the foreign economic relations of the Republic of Indonesia from the perspective of the British school of International Political Economy (IPE). British IPE is used to critically assess what role, if any, the religion of Islam has had in the construction of Indonesia’s foreign economic relations. This research demonstrates that Islamic social forces have influenced the political debates that construct Indonesia’s foreign economic relationships. Mainstream Islamic organizations pushed the state to engage with international institutions of trade and finance throughout the pre‐independence period when Indonesian national identity was being forged, as well as during the parliamentary democracy that followed independence, and into Sukarno’s “Guided Democracy.” The trend from the Suharto era to the early twenty‐first has been the appropriation of Islamic discourse by the state to legitimize its economic policies of engagement with the international political economy.

Tujuan dari penulisan ini adalah untuk mengetahui eksistensi Partai Politik Lokal Aceh sebagai kekuatan sosial politik lokal, dan berbagai dinamika baik konflik internal, hingga turunnya kekuatan politik lokal dan suara pemilih setiap pelaksanaan pemilihan umum legislataf dan pemilihan kepala daerah. Penelitian ini menggunakan metode kualitatif deskriptif meliputi pengumpulan data melalui buku, jurnal, media massa dan dokumen lainnya. Teknik penelitian yang di gunakan adalah teknik penelitian studi literatur. Tahapan yang di lakukan dalam penelitian ini yaitu kritik atau analisis sumber, dan interpretasi (menafsirkan sumber). Dalam penelitian ini penulis menggunakan metode deskriptif analitis. Dari serangkaian proses penelitian yang dilakukan, penulis memperoleh kesimpulan bahwa pasca damai Aceh telah terjadi transisi politik, dari kekuatan perlawanan senjata, ke perjuangan melalui Partai Politik Lokal. Eksistensi partai politik lokal salah satu partai mantan kombatan adalah Partai Aceh (PA).     INTERNATIONAL ELECTION OBSERVATION MISSION Aceh Local Elections: Gubernatorial, Mayoral, & Head of Regency Elections 2012 -- Interim Report -- Report Date: May 3, 2012 The Asian Network for Free Elections wishes to congratulate the people of Aceh for their participation in the second local election held since the end of the conflict in the Province. The April 9th 2012 election is another milestone towards strengthening democracy and respect for the rule of law. This statement is an assessment of the pre-election period, Election Day, and the post-election period by ANFREL’s eleven Citizen Observers from countries across Asia as well as the USA and Canada. SUMMARY The April 9th election was the second opportunity Aceh has had to elect its own governor after the 2005 peace agreement that allowed a legitimate government to be set up according to the Principles of the Helsinki Memorandum of Understanding and the Law on the Governing of Aceh (LoGA). The event was widely viewed as a crucial step to strengthen the institution of democracy in the province and a step forward in consolidating democracy amongst different stakeholders through peaceful means. Notwithstanding the violence, fraud and irregularities reported to the electoral supervisory body (Panwaslu), monitoring groups and political parties, it is worth noting that the electoral process can so far be categorized as successful. When viewed in the context of the past conflict, the election has been relatively calm and the electorate proved to be engaged, as evidenced by the over 75% voter turnout. ANFREL deployed 11 mobile monitors from 18 March to 18 April 2012 to cover all of Aceh’s regencies except the islands of Sabang and Simeuleu.
