Consequently, a national social and behavior change communication (SBCC) campaign was launched to address this phenomenon. However, campaign messaging and activities do not target refugees, while research indicates that male refugees are particularly vulnerable to factors alluding to participation in MCP. A need persists to extend the resources from Namibia’s national MCP SBCC campaign to this group. This research sought to articulate the communicative ecology of Namibia’s male refugees to inform health communication initiatives concerned with MCP and HIV. Snapshot ethnography was conducted in Windhoek, Otjiwarongo and Osire Refugee Camp for 10 weeks. Participant mapping, interviews and go-alongs guided a grounded theory approach toward the illumination of the communicative ecology of Namibia’s male refugees. Analysis of the findings indicates that male refugees employ future orientationsi, mobility and communication assets to mitigate disempowering circumstances. The presidential and parliamentary elections held November 27 and 28 resulted in the re-election of President Hifikepunye Pohamba and the retention by the ruling South West Africa People's Organization (SWAPO) of its parliamentary majority. Both the president and SWAPO won more than 75 percent of the vote. Despite some irregularities, international observers characterized the election as generally free and fair. Several opposition parties have challenged the outcome in court, and the case was pending at year's end. Civilian authorities generally maintained effective control of the security forces. Human rights problems included police use of excessive force; poor conditions in prisons and detention centers; arbitrary arrest, prolonged pretrial detention and long delays in trials; limitations on press freedom; criticism of nongovernmental organizations (NGOs); harassment and political intimidation of opposition members; and official corruption. Societal abuses included violence against women and children, including rape and child abuse; discrimination against women, ethnic minorities, and indigenous people; and child labor. This section is approximately 10 kilometres long and it is located in the Khomas Region. 1 2 Two new interchanges for access to the freeway system at Döbra South and Döbra North Interchanges were constructed. Each Interchange consists of a freeway underpass leading to the adjacent municipal arterial network, and two road-over-road bridges with four on and off ramps to connect the freeway to the underpass service road crossing split-level below the dual carriageway. Section 3 also includes the construction of a 5 kilometre service road along the eastern side of the new freeway, between the Döbra South Interchange and the Döbra North interchange. The project commenced in January 2014 and was completed in December 2016. This project was funded by the Road Fund Administration through the German funding agency KfW loan. Section 3 was completed to the tune of N$ 335 million.
