Andy Pearson Born With a Silver Spanner in Her Hand BY ANDY PEARSON, PH.D., C.ENG., FELLOW ASHRAE I’m writing this column on the birthday of one of the most unusual and inspiring characters in engineering history. She was born in a Scottish castle near Perth into a family of the landed gentry and was named after her godmother who was Queen of the United Kingdom of Great Britain and Ireland. Despite her noble beginnings Victoria Drummond clearly had an aptitude for hands-on engineering. As a young girl she enjoyed making wooden toys and mod- els and is said to have won prizes for them. Aged 21 she started an apprenticeship in a garage in Perth and two years later transferred her training to the Caledon Shipbuilding yard in Dundee, where she served her time in the pattern shop for the foundry and in the fin- ishing shop. After two more years she completed her apprenticeship and spent further time as a journey- man engine builder and then in the drawing office at Caledon. When the yard hit hard times a couple of years later she was laid off, but managed to get a place with the Blue Funnel line in Liverpool and after a short trial voyage she was signed on as tenth engineer (the bottom rung of the ladder) on a passenger liner sailing between England and Australia. -

ITLP_C11.QXD 18/8/03 10:02 am Page 166 11 Lewis Minkin and the party–unions link Eric Shaw ‘For over 80 years’, Minkin declares in his magisterial survey The Contentious Alliance (1991: xii), the Labour Party–trade unions link ‘has shaped the structure and, in various ways, the character of the British Left’.His core proposition can be encapsulated simply: trade union ‘restraint has been the central characteristic’ of the link (1991: 26). This constitutes a frontal challenge to received wisdom – end- lessly repeated, recycled and amplified by Britain’s media – that, until the ‘mod- ernisation’ of the party, initiated by Neil Kinnock and accelerated by Tony Blair, the unions ran the party. So ingrained is this wisdom in British political culture that no discussion of party–unions relations in the media can endure for long without some reference to the days when ‘the union barons controlled the party’.This view, Minkin holds, is a gross over-simplification and, to a degree, downright mislead- ing. The relationship is infinitely more subtle and complex, and far more balanced than the conventional view allows. The task Minkin sets himself in The Contentious Alliance is twofold: on the one hand to explain why and how he reached that con- clusion; and, on the other – the core of the book – to lay bare the inner dynamics of the party–unions connection. What is most distinctive and enduring about Minkin’s work? In what ways has it most contributed to our understanding of the labour movement? Does it still offer insights for scholars of Labour politics? In the first section of this paper, I examine how Minkin contests the premisses underpinning the orthodox thesis of trade union ‘baronial power’; in the second, I analyse the ‘sociological’frame of ref- erence he devised as an analytical tool to uncover the roots and essential proper- ties of the party–unions connection; in the third section, I address the question of the relevance of Minkin today. -

Appendix 1 Technical Details of the Elliott 152 and 153 Introduction The Elliott 152 computer was part of the Admiralty’s MRS5 (medium range system 5) naval gunnery project, described in Chap. 2. The Elliott 153 computer, also known as the D/F (direction-finding) computer, was built for GCHQ and the Admiralty as described in Chap. 3. The information in this appendix is intended to supplement the overall descriptions of the machines as given in Chaps. 2 and 3. A1.1 The Elliott 152 Work on the MRS5 contract at Borehamwood began in October 1946 and was essen- tially finished in 1950. Novel target-tracking radar was at the heart of the project, the radar being synchronized to the computer’s clock. In his enthusiasm for perfecting the radar technology, John Coales seems to have spent little time on what we would now call an overall systems design. When Harry Carpenter joined the staff of the Computing Division at Borehamwood on 1 January 1949, he recalls that nobody had yet defined the way in which the control program, running on the 152 computer, would interface with guns and radar. Furthermore, nobody yet appeared to be working on the computational algorithms necessary for three-dimensional trajectory predic- tion. As for the guns that the MRS5 system was intended to control, not even the basic ballistics parameters seemed to be known with any accuracy at Borehamwood [1, 2]. A1.1.1 Communication and Data-Rate The physical separation, between radar in the Borehamwood car park and digital computer in the laboratory, necessitated an interconnecting cable of about 150 m in length. -

On average, the disputes lasted for more than five weeks, drawing in more than 15,000 young people for nearly two weeks apiece. Although the disputes were in essence unofficial, they complemented sector-wide negotiations by union officials. Two interpretations are considered: a political-social-cultural one, emphasising political motivation and youth socialisation, and an economics-industrial relations one, emphasising collective action and conflicting economic interests. Both interpretations prove relevant, with qualified priority to the economics-IR one. The apprentices’ actions influenced economic outcomes, including pay structures and training incentives, and thereby contributed to the decline of apprenticeship. -

Details of subscription rates and previous issues are at the back. This is an atypical issue consisting of just one essay and various appendices which has been researched, written, typed, printed etc by the two of us in less than four months. Its shortcomings should be seen in that light. Brutally summarised, our thesis is this. Mrs Thatcher (and 'Thatcherism') grew out of a right-wing network in this country with extensive links to the military-intelligence establishment. Her rise to power was the climax of a long campaign by this network which included a protracted destabilisation campaign against the Liberal and Labour Parties - chiefly the Labour Party - during 1974-6. We are not offering a conspiracy theory about the rise of Mrs Thatcher, but we do think that the outlines of a concerted campaign to discredit the other parties, to engineer a right-wing leader of the Tory Party, and then a right-wing government, is visible. -

During what can only be described as a tumultuous political year, our nation experienced a presidential campaign unlike any other I can recall. National security factored promi- nently in the campaign, particularly in several of the debates. AUSA, true to our non-par- tisan tradition, provided a platform for the advancement of a strong defense based on our uniquely American values. “America’s Purpose,” a short, but impactful, document published by AUSA, offered thoughts of how the next president, irrespective of party, might craft an effective foreign policy. This initiative, led by GEN Gordon Sullivan, U.S. Army Retired, LTG Guy Swan, U.S. Army Retired, LTC Douglas Merritt and Richard Lim, presented GEN Carter F. Ham, U.S. Army “America’s Purpose” to the most senior advisors to both leading presidential candidates. Retired, President & CEO, AUSA You’ll find “America’s Purpose” in the Publications section of our website and I encourage you to read it. For us at the AUSA National Office, the biggest change was the retirement of General Sullivan after more than 18 years as president & chief executive officer. -
Sir William Siemens (1823–1883)
Sir William Siemens (1823–1883) Wilhelm Siemens (1823–1883), who changed his first name to William after moving to England, was born on April 4, 1823, in Lenthe near Hanover, Germany. He accompanied his older brother Werner von Siemens, who was then serving in the Prussian army, to Magdeburg, where he attended trade school. After dropping out of a practical engineering program in Magdeburg and abandoning the study of natural sciences at the University of Göttingen, William spent the spring and summer of 1843 in England. Here he succeeded in patenting the silver and gold-plating technique developed by Werner and selling the rights to the English company of Elkington for £1,600 or roughly 30,000 marks. This success not only helped the brothers out of major financial difficulties; it also encouraged William to consider moving to England. Werner supported the idea, and William traveled to England again in January 1844. However, the quick success of the previous year could not be immediately repeated. Only gradually did the situation improve. From 1849, William held a permanent position as an engineer in Birmingham. At the same time, he also worked on his own inventions, among them a water meter that later proved very successful. In 1850, William took over the management of the newly established agency of Siemens & Halske in London, although its beginnings were somewhat inauspicious. The manufacture and laying of submarine telegraph cables opened up new business opportunities. William’s good contacts with engineering circles and government authorities facilitated the otherwise difficult entry into the highly developed English telegraph market, where private operating companies were in competition with one another. -
