Building Safety Week May 7 to May 13, 2006

Dear Mayor/Reeve: Alberta Building Officials Association (ABOA) is pleased to announce that Building Safety Week will be from May 7 to May 13. Building Safety Week is celebrated to recognize the importance of making homes and buildings safe places where people can safely live, work and play! The theme of Building Safety Week 2006, together - building a safer world, reflects the importance of getting everyone involved in the prevention of hazards by applying sound safety and security standards. During Building Safety Week, ABOA looks to raise public awareness about the role that building code and fire prevention professionals play in ensuring safety in building design and construction. By working in conjunction with the construction industry, these professionals ensure acceptable and uniform levels of safety in today's buildings. Municipalities are asked to promote Building Safety Week 2006 by proclaiming the week of May 7 to 13 as Building Safety Week. A draft proclamation is attached. Please invite a representative from your building inspection department to the event and forward a copy of your proclamation to us for our files. Building officials everywhere are making every effort to heighten public awareness of the role they play in ensuring our homes and places of work and play are safe. This is achieved by carefully reviewing plans and construction to protect against fire, Structural weakness, ravages of nature and misuse of building materials and equipment.

Whereas: Building Safety Week will be held from May 7th - May 13th, 2006 with the theme "Building a Safer World"; and

Whereas: Building safety affects many aspects of Canadian life; and

Whereas: Building safety and fire prevention officials work with citizens to address building safety and fire prevention concerns everyday; and,

Whereas: Building safety codes provide safeguards to protect the public from natural disasters that can occur all across the country, such as snowstorms, tornadoes, wild land fires, and earthquakes; and,

Whereas: The dedicated members of the International Code Council, including building safety and fire prevention officials, architects, engineers, and others in the construction industry, develop and enforce the codes that safeguard Canadians in the buildings where we live, work, play and learn; and,

Whereas: Safety Code enforcement allows all citizens to enjoy the comfort of structures that are accessible and safe and sound; and,

Whereas: It is through the efforts of provincial and local building officials and their co-operative relationships that building safety standards are assured.

BYLAW NO. 2006/22

A BYLAW OF RED DEER COUNTY, IN THE PROVINCE OF ALBERTA, FOR THE PURPOSE OF AMENDING THE LAND USE BYLAW NO. 2000/10 WITH AMENDMENTS AND CHANGES.

Pursuant to the authority conferred upon it by the Municipal Government Act, the Council of Red Deer County hereby enacts that Bylaw No. 2000/10, Land Use Bylaw, be amended as follows:

Section 7, Definitions - Amend subsection 111) to read as follows:

"Public Use" means a facility which is owned or leased by a department or agency of the federal, provincial or municipal government for purposes of public administration and service and includes waste transfer sites and recycli ng depots but does not include landfill sites."

This letter is to confirm receipt of your correspondence regarding the draft documents relative to the Corporate Strategic Plan process. All correspondence has been forwarded to Team ISL, the planning consultants, for review and consideration.

You may be aware, the process incorporated a public participation component which provided a number of opportunities for input. On January 31, 2006, County Council adopted the Growth Management Study and Economic Development Strategy by resolution, and gave the first of three readings to bylaws to adopt the Municipal Development Plan and Land Use Bylaw.

The final opportunity to submit written or verbal comments will be the public hearing, to be held at a later date, prior to second reading. While a public hearing has not yet been scheduled, be assured the hearing will be widely advertised, pursuant to the requirements of the Municipal Government Act and County procedures.

Alberta Municipal Affairs has been conducting a review of the permit system in place under the Safety Codes Act (SCA) in order to make it more streamlined and uniform across the province. As part of this review, the government is developing a new Permit Regulation that will clarify and update permit requirements in the building, gas, electrical, plumbing and private sewage disciplines.

In the fall of 2003, Municipal Affairs conducted extensive stakeholder consultations that allowed municipalities, the public and industry groups to review and comment on a preliminary draft of the proposed Permit Regulation. The government received considerable feedback through an online survey and other correspondence. Municipal representatives on the Permit Review Advisory Group have also played an im portant role in developing the proposed regulation.

Since accredited municipalities administer permits under the SCA, we are providing you with a copy of the draft regulation for your information before we continue with the legislative process. The attached draft of the proposed Permit Regulation reflects the feedback Municipal Affairs received from stakeholders and the Permit Review Advisory Group.

New Funding Opportunity for Brownfield Remediation

The Green Municipal Fund (GMF) ha s a new funding opportunity to offer municipal governm ents for the remedi ation of brownfield sites.

The Government of Canada has endowed th e Federation of Canadian Municipalities (FCM) with $550 million to establish th e GMF to provide a long-term , sustainable source of low interest loans and grants for municipal governments and their pa 1tners. Annual funding caps have been set limiting the number of projects that will be suppo1ted each year.

GMF is now using a competitive Request for Proposa ls (RFP) process to determine whi ch implementation projects best meet program gonls and re quirements. There will be at least one RFP ea ch yea r in the following categori es: Energy, Waste, Water, Sustainable Transportation, and Brownfield Remedi ation .

Through th e Brownfield Remediation RFP process, GMF will award funds totaling approximately $20 milli on in low interest loans. There is a limited amount of funding set aside for thi s RFP; therefore, not all applicants will necessa ri ly be successful.

The Brownfield Remedi ation RFP has been designed to encourage the remediation and redevelopment of municipally owned brownfields as well as brownfields owned by private developers. Applicants must be municipal governments. Where permi ssi bl e under provincial/territori al legislation, municipal governments may use GMF loan proceeds to provide grants or loans to private developers to fund a portion of the cost of site remediation.

The Brownfield Remedi ation RFP will open May 10, 2006. The Intent to Apply form, along with details of th e RFP requirements and process, will be avail able on-line at FCM's Centre for Sustainable Community Development website at www.sustainablecommunities.ca or by contacting the Applica tion Co-ordinator named below. The deadline for submi ssion of the Intent to Apply for this RFP is May 31, 2006. Applicants will be notified if their Intent to Apply is accepted and e~sk e d to submit a detailed propos e~! that will be revi ewed by a team of independent, third-party expert s. Funding offered by GMF will depend primarily on the anticipated environmental benefit (soil quality improvement and th e degree of sustainability of th e proposed redevelopment activity) and secondarily on the basis of anticipated soci al and economic benefits. The RFP closes July 12, 2006.

All contracting municipalities who have entered into agreement with Canada for the provision of Municipal Policing Services may establish a policing committee pursuant to Section 23 of the Police Act. As Co-chairs of the Ambulance Governance Advisory Coun cil, we are pleased to provide a copy of the Summary Report of the consultation recently conducted by the Council. Our Council members would like to thank you for taking the time to participate in this important province-wide discussion.

The consultation focused on three discussion areas: A Vision for the future of Alberta's EMS services, Governance Models to support that vision, and appropriate Funding Models. The Summary Report presents key themes within that framework, which arose in either written submissions or presentations to the Council.

The Council will be submitting a final report to the Minister of Alberta Health and Wellness with its recommendations and advice on the future of ground ambulance services in the spring. The Minister will be using this advice to make final decisions regarding ground ambulance.

We would like to thank everyone who came forward under tight timelines to help ensure this was an informative, open and constructive consultation. It was clear to all Council members that, despite a diversity of views and opinions, this issue is one that all participants believe must be resolved in the best interest of Albertans as soon as possible.

Again, thank you for your ideas, time and commitment to contributing to a strong, sustainable future for EMS Services in Alberta.

Our In-School Mentorlng program has been such a success In lnnlsfail that several communities to the south have asked us to bring the program to children In the Mountain View County area. F amlly and Community Support Services In Mountain View County. Carstalrs, Cremona, Dldsbury, Olds and have recently approved funding to support an In-School Mentorlng program under the umbrella of Big Brothers and Big Sisters of lnnlsfail. We have recently hired a caseworker, Joanne Schneider, to take on the day-to-day operations of the Mountain View Mentorlng Program. We will be using what we have learned from previous program expansions to Bowden, Penhold, and (funded by Red Deer County FCSS) over the past 3 f years and Caroline (funded by Caroline FCSS) In the past 2 years. It can be a huge undertaking to create a whole new organization to support this type of program, so we are happy to be able to provide the necessary support to start serving children sooner by creating satellite programs. With the assistance of an advisory committee made up of people from the new area joining our agency. we will contribute our expertise, experience and knowledge as well as the strong foundation of an established organization. We hope to begin recruiting volunteers soon and have our first matches In place In the fa ll of 2006. We will continue to provide the same level of service to the town of lnnlsfall, oHerlng a range of programs and services to children In need of mentorlng. This has always been one of our strengths, to find new ways to serve the community not only through one-to-one mentorlng. but also through our After-School Group activities, Summer program, Kids &. Kops, Junior Volunteer program, Parent Support program, and Camp Subsidies. If you would like to know more about any of our programs, I would be happy to meet with you as a group or Individually to provide more details. Functions ofNeighborhood Place has been: Community information and referral Foster collaboration amongst community groups in the promotion of Community Capacity Building. Acts as an information center for social and other activities, announcements, workshops and meetings. Ensuring that community members are not prevented from accessing a service because of transportation, childcare, social competence, etc. Facilitates the identification of community issues and needs through community events, service provider meetings and other local mechanisms. Develop and maintain knowledge of all the formal and informal services available with in the community Hosts community meetings to inform citizens of activities Reporting to Central AJberta Child and Family services Neighborhood Place encourages and supports new ideas/ programs/supports and services offered to children, youth and families.

Shared Office Space in the Dr. George House:

Fam ily Community Support Services: The mandate ofFCSS is to promote volunteerism and to help provide programs that are preventive in nature in order to enhance, strengthen and stabilize family and communities. It is not the intention ofFCSS to create programs that will run but rather, to provide the resources and support to help independent groups develop and operate independent programs.

Home Support: Our Home Support staffs provide House Cleaning service to seniors and individuals that are unable to do cleaning on their own. Clients will be charged an hourly rate as program is partly subsidized. Our Home Support staffs have first aid training and criminal record checks completed pri or to employment.

Seniors Resource Office: Information services for seniors and their fami lies is available on the main floor of the Dr. George House. We have trained volunteers to help seniors to fill out forms for the Alberta Seniors Benefit, Special Needs Assistance for Seniors Program and DentaVOptical Program. This is a walk-in service however a phone can is recommended.

Volunteer Driver: We do have a volunteer driver that can be accessed through NP. Driver is to be used only for specialist appointments and/or medical reasons. Healthy Families: Healthy Families is a home visitation program designed to support families in providing a nurturing, stimulating and safe environment for their children from birth to age of five. Based on a review of their situation, families with a new baby will be offered home visiting services by trained staff in a way that meets their specific needs. You do not have to be referred to this free program.

Infant and Child Car Seat Rental: NP has 2 car seats available for short-term rent. Cost $10.00 I week plus $50 deposit

Family Wellness Workers: September - June FWW can be contacted by calling 227-3576 as their office is located in the schools. July and August FWW can be contacted by calling NP. Family Wellness Program is an easily accessed program operating out in the school and community to provide family supports. It is family centered and needs driven, providing someone to talk with who can assist in individual and group support, resource information, parenting information and if necessary referrals to other appropriate resources. A variety of Youth Programs for children ages 11 -17 years are offered to students.

Restorative Justice: An alternative to the traditional justice system. Working with the victim and the offender together. Restorative Justice is a process of mediation between the victim and the offender. RCMP officer will typically offer Restorative Justice services to offenders, if they qualify .

.AADAC: Offers free, confidential assessments and counseling services for individuals and their families who may be affected by alcohol, drugs, or gambling. 11 Office hours are: every 2 d. Wed, 8:30-2:30 pm. Appointments can be for Innisfail office by calling: 340-5274

Anger Management Counseling Services: Catholic Social Services offer counseling services individual, couple, or family counseling, and group counseling. You do not need to be referred by anyone you can refer yourself No cost. Call: 347-8844

My Community: Free Gift Offer Free Gift Offer if: you have just had a baby, just celebrated a significant anniversary (I 0, 20, 30 ... years) or have just been married. Program sponsored by: Innisfail Province - Booster, Kal Tire, and Innisfail Value Drug Mart.

We also continue to offer rentals in the basement and some small groups on the main floor. Areas of Focus for the upcoming months: Sr. Resource Office Grand Opening in May 25. 2006. We want to ensure office has a variety of information for seniors and their families to access. Bulletin board to be used to advertise information such as: used medical equipment for sale, youth to do yard care for seniors, seniors resource clinics which are offered monthly and volunteering. We are already having many people access fonns and other information of interest. Working with Drop In Center to assist in promoting a healthy partnership.

Summer Youth Activities: Will be working with all community partners in May and June to plan some summer activities for youth that will address the areas of self esteem, bullying, fitness, volunteering etc.

Coll ective Kitchen will be working with NP to organize a cooking group for teen girls. Focus will be on Healthy Eating, Snacks, Smoothies and Salads. This again will be another summer program.

The Alberta Association of Municipal Districts and Counties unveiled a new logo at its Spring 2006 Convention on March 27-29.

The new logo features the province of Alberta in the foreground with a uniting crescent in the background. This combination suggests the broad scope of services that the AAMD&C has to offer its members on a provincial scale.

"What this new logo does is unite the three divisions of the AAMD&C -- Trade, Policy, and Jubilee Insurance, under one clear banner," said Donald W. Johnson, president of the AAMD&C. "Serving our membership has always been our priority. This is just another step in our continued efforts at strea mlining and increasing the operational efficiency of this organization toward this goal. "

Sr. Ball Club: Batting Cage wi ll be postponed until the team will be able to raise funds for thjs.

Dallas Yarborough, Sr. Indian's Ball Club member who passed away in an accident a year ago has been remembered by his number #25 on everyone's sleeve, now that a year has passed the team is going to make up a memorial board that will be hung up higher on the backstop.

The high school .is having a breast cancer fundraiser, donations are welcome at the school, and the Itmisfail Minor Ball has a Midget team with approximately 17 players.

The Kinsmen are having an Auction. as a fundraiser for Sunridge Playground.

The Innisfail and District Recreation & Culture Board will be looking at doing more advettising for next year and the Community Facilitator will be directly involved with thi s event.
