Appendix A Polling District and Polling Places Review 2011 Final Report of the Returning Officer This report sets out for consideration by the Council the Returning Officer’s arrangements for polling districts and polling places within the London Borough of Croydon. The review has been conducted according to the requirements of the Review of Polling Districts and Polling Places (Parliamentary Elections) Regulations 2006 that came into force on 1 January 2007. The consultation period lasted from 1 September until 23 September 2011. All submissions were considered and appear in this final report. The Polling District Review Task Group, consisting of four members of the Council, considered and reviewed the Returning Officer’s proposals. The methodology followed in producing the proposals was as follows: • That the Returning Officer’s median figure for the initial review of 1,750 projected polling station voters per polling district formed the basis of the recommendations within this report • That, in line with Electoral Commission guidelines, there will no more than 2,500 electors allocated to each polling station • That electors will be distributed equally amongst all polling districts in the Ward, where practicable • That accessibility requirements will be accounted for when allocating polling places • That local disability groups will be consulted as part of the review • Polling district boundaries could be changed but not the Ward boundaries Other considerations: • There are many new developments in the process of being built. At the '"time, in common with most members of the Campaign for Nuclear Disarmament, we were both only vaguely aware of the existence of that body. In response, I started to research material in order to write a short article about them. It became apparent very rapidly that there was no central body of information about the <then) Special Constabulary and, perhaps worse for a writer, that at least some of the details were covered by the Official Secrets Act. The Kinistry of Defence appeared unable to acknowledge, let alone answer, any letters of enqUiry. The length of time being taken to compile information was rapidly becoming uneconomic in terms of any possible return from writing a short report. (Which is probably why there were no such articles from which to draw in the first place.) However, I had sent out several other 'feelers', and accounts of the XDP's presence and activities were trickling in. -

The Commission has been given wide terms of reference covering all aspects of public administration. The Commission in its first report decided to analyze and give recommendations on the freedom of information as the Right to Information Act has been enacted recently and is a paradigm shift in administration. The Right to Information Act is a path-breaking legislation which signals the march from darkness of secrecy to dawn of transparency. It lights up the mindset of public authorities, which is clouded by suspicion and secrecy. Openness in the exercise of public power – Executive, Legislative or Judiciary – is a culture, which needs to be nurtured, with privacy and confidentiality being an exception. The right to information will also be a powerful means for fighting corruption. The effective implementation of the Right to Information Act will create an environment of vigilance which will help promote functioning of a more participatory democracy. James Madison once said, “A people who mean to be their own governors must arm themselves with power that knowledge gives”. -

FPC Event 28/5/04 8:59 am Page 1 The Global Exchange Forum Social Capital: A policy tool for North and South? Conference Report On March 29th 2004, The Foreign Policy Centre, commissioned by the Barrow Cadbury Trust, convened a conference to discuss the potential of social capital as a policy tool for Northern and Southern policymaking communities. Participants included representatives from governments, NGOs and the academic world in Europe, Latin America, the Middle East and Africa, as well as senior officials from both the Cabinet Office and Home Office in the UK. The aim of the conference was to improve channels of communication between these communities and create networks between Northern and Southern policy practitioners. Sessions explored ways in which social capital has been understood in different contexts and how it has been applied in key policy areas. In particular, the event focused on three areas: the empowerment of women, conflict resolution and diversity. Speakers ranged from political figures such as Barbara Roche MP and the Brazilian Minister for Race Relations, Matilde Ribeiro, to leading experts such as Anthony Giddens, Ted Cantle, Michael Woolcock and David Halpern, among others. Her comments are drawn from experiences of projects from Northern Ireland, the Middle East, Sri Lanka and Latin America.
