I entertained appeals in criminal cases on corruption from the magistrates’ courts and civil matters on judicial review under the statutes on corruption. As resident judge I successfully completed 5 criminal sessions in Jinja and Mukono comprising of a total of over 175 criminal cases. November 2010 to July 2012: Judge of the Commercial Court Division and Deputy Head of the Division. Legal Practice 1996 to 2008: Partner in the law firm of Kakooza & Kawuma, Advocates; was Lead Counsel for Non Performing Assets Recovery Trust (NPART) for 11 years; prosecuted and defended cases in banking law to recover debts for the defunct Uganda Commercial Bank & the East African Development Bank for that period; defended cases in criminal law; Company Secretary for Norplan (U) Ltd, the Ugandan branch of a Norwegian engineering consultancy firm for 11 years. 1988-1996: Legal Assistant and later Associate Partner in the firm of Mulira & Co. Advocates in Kampala Uganda. Head of the Commercial and Land Departments of the firm for 3 years. Defended cases in criminal law. 1987 to 1993: Assistant Lecturer, Law Development Centre Kampala, the School of Law in Uganda that prepares lawyers to practice as advocates.

The Ugandan economy grew by 5.3 percent in fiscal year (FY) 2014/15, up from 5.1 percent the previous year. The Government predicts that economic growth is expected to accelerate to 5.8 percent in FY 2015/16 due to an increase in public investment and economic activities. The Government’s medium term growth estimates call for an average of 6 percent over the next five years, though actual growth may come in lower. The country however still is highly dependent on foreign aid. While some donors still provide budget support, many donors, including the U.S., have moved away from direct budget support to the Ugandan government and provide hundreds of millions of dollars in aid to NGOs, contractors, and other civil society organizations that are not reflected in the budget.
