Most of them were resettled in 1998-1999 by the Rwandan government in the context of the "villagization" process. The UN and the Rwandan government consider that there are no more internally displaced in Rwanda (UN OCHA 18 December 2000). Human Rights Watch says, however, that tens of thousands were resettled against their will and that many of those have had to destroy their own homes (HRW May 2001). Over the last decade, Rwanda has suffered repeated waves of displacement. In the wake of the genocide of 1994, up to two million people were displaced. Many stayed within the country but the majority fled to neighboring Zaire (now Democratic Republic of Congo), Burundi and Tanzania. In 1997 members of the army and militia that had fled in 1994 (ex-Far and Interhamwe) launched an insurgency against the Rwandan government in the northern prefectures of Ruhengeri and Gisenyi. The conflict between insurgents and government forces led many inhabitants to flee their homes at the end of 1997. During 1998 the government moved hundreds of thousands of people into supervised camps in the northwest, as part of its effort to suppress the insurgency. At the end of 1998, the government ordered the dismantlement of the camps in the northwest and the relocation of the displaced into new villages. A similar resettlement process had already taken place in several provinces, particularly to accommodate the needs of returnees and of homeless genocide survivors. Since December 1996, the Rwandan government had made this process of "villagization" or "imidugudu" a national habitat policy, which called for houses to be constructed in government-created villages rather than in the traditional scattered homesteads. The ultimate objective of this policy was to move the entire rural population into grouped settlements (Brookings Initiative in Rwanda November 2001). The government said that basic services could be provided in a more cost-effective way in villages, that land could be distributed more rationally and that villages inhabited by different social groups could help promote reconciliation. In the northwest, the government justified the villagization process by pointing out that traditional scattered settlements left people exposed to the action of rebel groups (CHR 8 February 1999). Grouped settlements in the northwest were also seen as a way to deprive the insurgents of hideouts and covert support (Brookings Initiative in Rwanda November 2001). By late 1999, the Rwandan government had largely put down the insurgency in the northwest but continued to resettle people in new villages as late as mid-2000 (HRW December 2000).

After the war and the genocide of 1994 that cast gloom over the country and the emergency period that followed, Rwanda has now embarked on the road towards development that would reconcile both the population needs and ecological concerns. Commitments made in the framework of the Stockholm Convention came to reinforce initiatives and priority actions undertaken by the Government of Rwanda through sector policies in order to achieve environment protection and management, poverty reduction and investments promotion. Concerns related to the toxicological and ecotoxycologic impacts of dangerous chemicals never ceased to extend, their intrinsic toxicity being often worsened by mismanagement of their life cycle which results into the accumulation of all kinds of effluents and increasingly cumbersome stockpiles. The Stockholm Convention is a legally binding treaty which Rwanda ratified on 4 June 2002. It constitutes one of the significant answers of the International Community in fighting against harmful effects both for human health and environment. The rejections of POPs are a factor of aggravation of poverty in developing countries and hinder the governments’ efforts for a sustainable development. To meet its obligations provided for by article 7 of the Convention, Rwanda carried out inventories of POPs pesticides, polychlorobiphenyls (PCBS) and dioxins and furans.

Thomas, Chair “Memorializing the Genocide of the Tutsi Through Literature, Song, and Performance” examines how the 1994 Rwandan genocide has been commemorated in literature, music, and theater performances. Over the past twenty years, in the goal of reconciliation, the Rwandan government has developed a single acceptable narrative of the atrocity; this discourse is enacted and perpetuated through cultural practices (such as yearly commemoration events and marches) and through selective silencing (discussions of ethnicity are illegal in Rwanda). Far from smoothing over the troubles of the past, this rewriting of Rwandan history creates a set of complex challenges for the scholar seeking to interpret representations of genocide, particularly insofar as the cultural texts in question produce counter narratives that question both the official story and their own capacity to represent the trauma of ethnic cleansing.

Zocco) In the mid 1990s, the US government revealed that for much of the previous decade the US Army's School of Americas (SOA) had used training manuals that advocated practices such as torture, extortion, kidnapping, and execution. While some curriculum changes have been implemented at this training institute, no one has ever been held accountable for the unlawful training manuals or for the behavior of SOA graduates. Further, the School of the Americas (now known as the Western Hemisphere Institute for Security Cooperation) is only one small part of vast and complex network of US programs for training foreign military and police forces that is often shrouded in secrecy. Such secrecy puts the United States at risk of training forces or individuals that commit human rights abuses. The United States government now trains at least 100,000 foreign police and soldiers from more than 150 countries each year in US military and policing doctrine and methods, as well as war-fighting skills, at the cost of tens of millions of dollars.

    Kahyun Koh Torrey Pines High School World Food Prize Essay San Diego, CA Rwanda, Factor 9: Water and Sanitation Rwanda: Rainwater Harvesting and Hygiene Improvements to Solve Water and Sanitation Issues Rwanda is a small, landlocked country nestled deep within the valleys of East-central Africa. Since the devastating Rwandan Genocide in 1994, the country has been struggling to recover from its war-ridden and oppressed state. Despite the political measures taken by Rwandan president Paul Kagame to bring economic, political, and social stability, the country still suffers from food security in addition to other issues like Rwanda’s political conflict with Burundi. Among the range of elements that contribute to food insecurity in rural Rwanda, an important factor is the lack of quality water and sanitation, which is caused by unsafe water sources, droughts, floods, and water-borne diseases. Therefore, as the population continues to skyrocket at an annual growth rate of 2.4%, water and sanitation issues and their pernicious effects to the people in terms of food insecurity and health must be first considered, then analyzed, and ultimately solved (“Population Growth (Annual %)”). Of Rwanda’s total population, 70% is largely rural and located by the countryside (“Population Growth (Annual %)”). These rural areas are home to many of Rwanda’s poorest families, who have an average size of 4.3 people, which is .3 people smaller the average size of wealthier urban families (“Population Growth (Annual %)”). Contrary to pre-colonial times, tribe identification among the Hutus, Tutsis, and the Twa no longer limits marriages between people of different tribes, as evinced by the rise of Hutu-Tutsi marriages starting from the early 21st century (“Rwanda”).

A set of government policies have been in force for 20 years that have controlled the major cropping decisions of farmers. A cost–benefit analysis methodology is employed to evaluate the financial and resource flow statements of the key stakeholders. The object of the analysis is to determine the sustainability of the prevailing agricultural policies from the perspectives of the farmers, the economy, and the government budget. A total of seven crops were evaluated. In all provinces, one or more of the crops were either not sustainable from the financial perspective of the farmers or are economically inefficient in the use of Rwanda’s scarce resources. The annual fiscal cost to the government of supporting the sector is substantial but overall viewed to be sustainable. A major refocusing is needed of agricultural policies, away from a monocropping strategy to one that allows the farmers to adapt to local circumstances. A more market-oriented approach is needed if the government wishes to achieve its economic development goal of having a sustainable agricultural sector that supports the policy goal of achieving food self-sufficiency.

This study examined the processes of agenda building and frame building in the media from the perspective of Rwandan journalists and media professionals. It further examined the media within the framework of peace journalism. The study used both a qualitative and quantitative approach. A series of 35 in-depth interviews were conducted with Rwandan journalists and media professionals, along with a survey of 101 journalists. Results showed that journalists and media professionals in Rwanda face several challenges, including indirect government censorship, few opportunities for training, and a lack of resources including low pay. According to the respondents, the government strongly influences the media agenda.
