The Mayan Q‘eqchi communities have been resisting the local construction of hydroelectric projects and expansion of oil palm plantations in Alta Verapaz. Forced evictions from farms in Santa Rita and Xalahá Cangüinic began in mid-August. In Monte Olivio, Cobán, three community leaders of the peaceful movement against hydroelectric projects, Carmen Hun, Isabel Choc and Obdulia Regina Ical Hun were arrested. On August 15, 1,600 Civilian National Police officers detained Rafael Chen and Carmen del Cid, two community leaders of the Mayan Q’eqchi in Raxruha. In reaction to these detentions people started protesting on the streets and blocked the roads. The Civilian National Police used excessive force against the protesters, raiding homes and physically assaulting demonstrators. People were forced to leave their homes and remain displaced. Forty people were detained, many others were injured and three people lost their lives: Sebastian Rax Caal, Luciano Can Cujub and Oscar Chen Quej were shot by the Civilian National Police. -

Truth Commissions and Reparations: A Framework for Post-Conflict Justice in Argentina, Chile Guatemala, and Peru Abstract This paper seeks to gauge the effectiveness of truth commissions and their links to creating material reparations programs through two central questions. First, are truth commissions an effective way to achieve justice after periods of conflict marked by mass or systemic human rights abuses by the government or guerilla groups? Second, do truth commissions provide a pathway to material reparations programs for victims of these abuses? It will outline the conceptual basis behind truth commissions, material reparations, and transitional justice. It will then engage in case studies and a comparative analysis of truth commissions and material reparations programs in four countries: Argentina, Chile, Guatemala, and Peru. -

The purpose of this information note is to comply with paragraph 13 of the flexible lending mechanism (FLM) guidelines (EB 98/64/R.9/Rev.1), which stipulates that “…for each FLM loan and prior to the end of each cycle, IFAD Management will decide whether to proceed to, cancel, or delay subsequent cycles. Management will inform the Board accordingly.” I. Introduction 2. The overall objective of the FLM is to introduce greater flexibility into the Fund’s project design and implementation in order to: match project time frames with the pursuit of long-term development objectives when it is judged that a longer implementation period will be required to meet those objectives; maximize demand- driven beneficiary participation; and reinforce the development of grass-roots capacities. -

THE INTERNATIONAL COMMISSION AGAINST IMPUNITY IN GUATEMALA WOLA A WOLA REPORT ON THE CICIG EXPERIENCE THE CICIG: AN INNOVATIVE INSTRUMENT FOR FIGHTING CRIMINAL REPORT ORGANIZATIONS AND STRENGTHENING THE RULE OF LAW 6/2015 THE WASHINGTON OFFICE ON LATIN AMERICA KEY FINDINGS: FORCES THAT OPERATED DURING THE 1960-1996 ARMED CONFLICT. The Guatemalan state did not dismantle these counterinsurgency forces after the 1996 peace accords, allowing for their evolution into organized crime and organized corruption. These transformed entities co-opted state institutions to operate with impunity and achieve their illicit goals. They continue to threaten Guatemalan governability and rule of law. UNIQUE TO GUATEMALA. These parallel structures of repression have morphed into organized crime groups in many countries that have endured armed conflicts. Facing the State of Siege in Five Municipalities Government Decree Number 13-2020
Facing the state of siege in five municipalities Government Decree number 13-2020 Organizations members of the International NGO’s Forum in Guatemala (FONGI), representing 31 organizations from the civil society from Germany, Belgium, Canada, Spain, United States, Netherlands, Ireland, Norway, Sweden and Switzerland, as well as international federations, we express our deep concern for the state of siege declared by the government in the municipalities of Santa Catalina La Tinta and Panzós, from Alta Verapaz department, and El Estor, Morales and Livingston, from Izabal department; because –on one hand— it comes to rekindle the fear, terror and intimidation that the population has suffered for many years and also recently; and –on the other hand— it makes them more vulnerable facing this crisis caused by the pandemic. This, mainly for the high risk of infection and increase of the vulnerability of those communities, caused by the massive presence of the army and people outside the communities, which it is added to the free locomotion of people and heavy weight vehicles because of the mining activities that have increased illegal operations in that territory. On recent weeks, NGOs have seen –and we are witness— through the support work in humanitarian actions facing the pandemic, that the communities on those municipalities, peacefully and organized, are concentrated in make known and disclose to all the population, protection measures against COVID-19, in absence of the appropriate measures from the Government of Guatemala. We the INGOs on our side, have provided help through civil society organizations, consisting of food and hygiene materials to the most remote and abandoned communities. -

Army sources reported that rebels attacked a military patrol in Las Brisas, San Marcos department. Seven soldiers were wounded. Police and military sources reported that 15 persons were assassinated throughout the country within the past 48 hours. March 20: According to government and rebel reports, three soldiers were killed during rebel attacks in the nation's interior. Government sources reported that rebel forces attacked a military installation in Raxruha, Alta Verapaz department. No details on casualties were provided. March 24: Six soldiers were wounded as they pursued a group of rebels through a minefield, military sources reported. March 25: In a statement, the army said a soldier was assassinated by rebels, "practically in front of his house," in La Laguna San Diego, El Peten department. -

G U A T E M A L A Fact Sheet ___________________________________ Land and People: - The northernmost of the Central American nations, Guatemala is the size of Tennessee. - Its neighbors are Mexico on the north and west, and Belize, Honduras, and El Salvador on the east. - Guatemala has a population of approximately 12.3 million people. - Mestizos known as Ladinos in Central America, (mixed Amerindian-Spanish ancestry) and people of European descent (primarily of Spanish) comprise 60% of the population while Amerindians comprise approximately 40%. - The literacy rate comes to 71% (2003 est.) - The predominant religion is Roman Catholicism. Protestantism and traditional Mayan religions are practiced by an estimated 33% and 1% of the population, respectively. - Although the official language is Spanish, it is not universally spoken among the indigenous population, or is often spoken as a second language; 21 distinct Mayan languages are still spoken, especially in rural areas. ___________________________________________________________________ History: - Once the site of the impressive ancient Mayan civilization, Guatemala was conquered by Spanish conquistador Pedro de Alvarado in 1524 and became a republic in 1839 after the United Provinces of Central America collapsed. - After Gen. Jorge Ubico's overthrow in 1944 by the “October Revolutionaries,” a group of left-leaning students and professionals, liberal-democratic coalitions led by Juan José Arévalo (1945–1951) and Jacobo Arbenz Guzmán (1951– 1954) instituted social and political reforms that strengthened the peasantry and urban workers at the expense of the military and big landowners. With covert U.S. backing, Col. Carlos Castillo Armas led a coup in 1954, and ousted Arbenz, who took refuge in Mexico. -
