St. Charles Parish Expansion Project Montz Compressor Station Gulf South Pipeline Gulf South Storage Facilities Gulf South Pipeline Company, LP Who is Gulf South? y Gulf South Pipeline Company, LP (“Gulf South”) is a wholly-owned subsidiary of Boardwalk Pipeline Partners, LP (NYSE: BWP), a master limited partnership primarily engaged in the transportation and storage of natural gas and liquids. y We are an interstate natural gas pipeline system that extends from southern Texas to the Florida panhandle. y We have owned and operated natural gas pipelines in the Gulf Coast area for approximately 80 years. y We operate approximately 7,200 miles of natural gas pipeline, approximately 40 compressor stations, three natural gas storage fields located in Louisiana and Mississippi, and numerous interconnects with major pipelines serving the Gulf Coast, Southeast, Northeast and Midwest. y We are headquartered in Houston, TX and have offices and employees throughout Texas, Louisiana, Mississippi, Alabama, and Florida. y Gulf South has approximately 600 employees overall with approximately 200 employees in Louisiana. y Additional information can be found at www.bwpmlp.com or www.gulfsouthpl.com. 1 St. Charles Parish Expansion Project Montz Compressor Station What is a Compressor Station? y Natural gas transmission compressor stations are engineered, constructed, operated and maintained in accordance with Pipeline and Hazardous Materials Safety Administration (PHMSA) safety standards. y A natural gas compressor station provides the energy to flow natural gas from a receipt point to a delivery location using mechanical energy to compress and move gas. y All natural gas pipeline systems employ compressor stations to help reliably distribute gas to communities, businesses, and industrial infrastructure. y A gas compressor consists of a driver or engine connected to a compressor by a drive shaft. A compressor station may consist of one or more engine and compressor packages. y The Montz Compressor Station will include two reciprocating engines to drive the gas compressors, similar to the image reflected below, and housed within an acoustically treated building. 18 feet 45 feet 2 St. Charles Parish Expansion Project Montz Compressor Station Construction Process y The first phase of construction will be partial clearing of trees and site preparation. y Only a small portion of the property purchased will be cleared of trees. Natural tree and brush growth will be left in place to form a visual barrier. y Foundation installation y Compressor building, piping and associated facilities y Fencing y Restoration 3 St. Charles Parish Expansion Project Montz Compressor Station Environmental Evaluation and Protection y Gulf South is committed to being a good steward of the environment. y During site selection, environmental surveys were completed to identify all environmental features and habitats. y Gulf South environmental personnel along with FERC, federal and state agencies evaluated the following 3 locations for the project. y During construction, Environmental Inspectors will be on site to ensure proper implementation of the environmental protection plans as well as to provide oversight for FERC and state agencies. y At the completion of the project, all right-of-way and temporary workspaces will be restored to original conditions as required by regulatory guidelines. 4 St. Charles Parish Expansion Project Montz Compressor Station State and Federal Permits y Federal Energy Regulatory Commission (FERC) is the lead federal agency that oversees the construction of interstate natural gas pipeline systems and regulates the interstate natural gas industry. y FERC is also the lead federal agency responsible for conducting the environmental review and providing approval to construct the proposed compressor station facilities. For this project, FERC issued it’s Environmental Assessment on March 3, 2017 finding no significant environmental impacts. y The FERC coordinates with the appropriate local, state, and federal agencies and ensures that required environmental permits are secured before construction may begin. Below is a list of the permits received on the project. y Wetland Section 404 Permit – US Army Corps of Engineers y Louisiana State Historic Preservation Society Concurrence Received - LA Dept. of Cultural Development Division of Historic Preservation y U.S. Fish & Wildlife Service Concurrence Received - Louisiana Ecological Field Office y Air Permit Received – Louisiana Department of Environmental Quality (LDEQ) y Coastal Zone Management Consistency Determination complete – in process of securing mitigation y FERC requires construction and environmental inspection with frequent reporting will be required once construction begins. y To receive permission to construct, own and operate this project, Gulf South filed an application for a Certificate of Public Convenience and Necessity with the FERC in July 2016. The project can be accessed through www.FERC.gov and is currently listed at FERC as Docket No. CP16-478-000. 5 St. Charles Parish Expansion Project Montz Compressor Station Pipeline Safety & Operation y Gulf South is committed to public safety, protection of environment and operating its facilities in compliance with all applicable rules and regulations. y Inspectors monitor the construction process and ensure compliance with codes and standards at all phases of pipe installation. y The pipeline associated with the compressor station will be pressure tested above the maximum operating pressure (MAOP) before being placed into service to ensure the strength and integrity of the pipe. y Once operational, Gulf South monitors and commits to safe operations through: y The Gulf South Integrity Management Program (IMP) which enables Gulf South to prioritize inspection activities, assess and evaluate pipeline integrity issues, and implement improvements and other preventive measures. y 24/7 computer monitoring systems – whenever operating conditions change, an alarm warns the operator on duty and the condition is investigated. y Scheduled inspections • Internal inspection tools • Flying the right-of-way • Driving/Walking the right-of-way y Cathodic protection to mitigate corrosion y Operator and maintenance personnel training y Public Education - Gulf South regularly corresponds with landowners and business owners in the vicinity of its facilities with respect to pipeline safety. y One Call notification systems – A National “call-before-you-dig” number, 811, was established by federal law. y Emergency preparedness and planning y Gulf South meets regularly with local emergency responders y Gulf South personnel are trained to handle pipeline related emergencies 6 St. Charles Parish Expansion Project Montz Compressor Station Noise Mitigation y FERC requires that any natural gas compressor station facility operate at an average of 55 decibels or below at the nearest Noise Sensitive Area (NSA). y An NSA could be a house, church, school, or other inhabited structure. y The Montz Compressor Station is designed to operate at or below 55 decibels at Evangeline Rd. The noise level will be less at the nearest residence. y Gulf South will employ various engineered solutions to reduce the sound profile of the compressor station facility: y Compressor station building set back more than 600 feet from Evangeline Road; leaving at least 300 feet of tree and brush growth intact y Insulating all above ground piping y Installing low speed cooling fans y Installing inlet and exhaust silencers on compressor packages y Using noise silencers on main station relief vents y Noise attenuating insulation in the compressor building y 55 decibels is the sound level of a normal indoor conversation y See the chart below for relative noise levels: 7 St. Charles Parish Expansion Project Montz Compressor Station Project Overview y Gulf South is serving growing customer needs by installing a new compressor station at the junction of its existing mainline pipeline and an existing pipeline lateral. y This project is a $30 Million capital investment and will generate approximately $800,000 annually in additional tax revenue to St. Charles Parish, Louisiana. y Engineering parameters require the compressor station to be sited adjacent to Gulf South’s existing mainline pipeline which will provide the gas supply for the Project. y The location of this station minimizes the need to install additional pipeline, acquire additional right-of-way and limits the overall environmental impact. y The new facilities will consist of two compressor units with a power rating of about 5,000 horsepower combined. y Construction may begin in late 2017 and will be complete by September 1, 2018. y There is estimated to be 2 - 3 full time positions hired to assist with operation of the new facility. 8 St. Charles Parish Expansion Project Montz Compressor Station Gulf South in the Area Gulf South Pipeline Gulf South Storage Facilities Gulf South Pipeline Company, LP y Gulf South has an extensive interstate natural gas pipeline network that gathers gas from the various basins in Texas and Louisiana and delivers that gas to markets in the Gulf Coast, Northeast and Southeast United States. y Gulf South serves various commercial and industrial customers in the St. Charles Parish area as well as local distribution companies, including: Atmos Energy Hexion Chemical Air Products Shell Norco/St. Rose Union Carbide Praxair Monsanto Oxychem Valero Rain CII Entergy y Gulf South has approximately 200 employees in Louisiana
