Gulf South Pipeline Gulf South Storage Facilities Gulf South Pipeline Company, LP yy Gulf South has an extensive interstate natural gas pipeline network that gathers gas from the various basins in Texas and Louisiana and delivers that gas to markets in the Gulf Coast, and southern United States. yy Gulf South serves various commercial and industrial customers in the Calcasieu Parish area and local distribution companies, including:

These employees include construction managers, field technicians, measurement and mechanical analysts, and corrosion specialists. yy Gulf South contributes approximately $16 Million annually in taxes to the state of Louisiana, with approximately $200,000 in tax revenue directly attributable to Calcasieu Parish. yy Gulf South supports local communities through scholarships, education grants, and other forms of community giving. Our Scholarship program offers a $1,000 scholarship to qualifying students in high schools as well as a $500 grant program for qualifying middle and elementary schools that are located on property where Gulf South operates its pipeline system. Quick Project Facts

GULF SOUTH yy Gulf South operates existing natural gas infrastructure in the Westlake Area. yy Compressor stations are routine pipeline facilities. yy Gulf South provides natural gas to the local distribution company which provides gas for cooking and heating in homes throughout Calcasieu Parish. yy The project will not increase the maximum allowable operating pressure of any of the existing pipelines in the area. COMPRESSOR SITE yy The permanent facility footprint will be approximately 10 acres. yy Area lighting will be limited to maintenance lighting which shall be low and directed into the station (maximum of 20 foot poles, which will be below the existing tree canopy line). yy Operating noise levels will not significantly change from today’s ambient background levels at nearby residences. yy The compressor building will be set back at least 2,000 feet in the woods off of Myrtle Springs Road. LOCAL BENEFITS yy 2-3 full time positions will be hired to operate the facility. yy Over $900,000 annually to Calcasieu Parish in additional tax revenue. yy Existing tree canopy will remain undisturbed between Myrtle Springs Road and the new station. yy Retention of the existing tree canopy for visual screen and additional sound barrier. yy Community giving program including scholarships, grants and charitable contributions to qualifying schools that are located on property where Gulf South operates its pipeline system. yy Allows continued expansion of the local industrial base and associated jobs. Project Overview yy Gulf South is serving growing customer needs by installing a new compressor station at the junction of its existing mainline pipeline and an existing pipeline lateral. yy The facilities will provide natural gas to Entergy Louisiana, LLC’s Lake Charles Power Station. yy Our project is a necessary and primary element of the Lake Charles Power Station which will provide electricity to the Lake Charles area and the expanded industrial base in the parish. yy Our project is a $56 Million capital investment and will generate approximately $900,000 annually in additional tax revenue to Calcasieu Parish, Louisiana. yy The new Gulf South facilities will consist of two compressor units with a power rating of about 10,000 horsepower combined, approximately 0.3 miles of new 16-inch diameter natural gas pipeline, a new delivery meter station, and a new receipt meter station on an existing Gulf South facility. yy Construction period is planned to commence late 2018 with in-service August 1, 2019.

Project Overview yy Engineering parameters require the compressor station to be sited adjacent to Gulf South’s existing mainline pipeline which will provide the gas supply for the Project. yy The location of this station minimizes the need to install additional pipeline, acquire additional right-of-way and limits the project’s overall environmental impact. yy The project’s traffic management strategy considers school bus traffic and normal traffic patterns. The plan incorporates restrictions on activities such as selective heavy equipment drop off and work hours. A traffic control officer will be present at key times. What is a Compressor Station? yy Natural gas transmission compressor stations are engineered, constructed, operated and maintained in accordance with Pipeline and Hazardous Materials Safety Administration (PHMSA) safety standards. yy A natural gas compressor station provides the energy to flow natural gas from a receipt point to a delivery location using mechanical energy to compress and move gas. yy All natural gas pipeline systems employ compressor stations to help reliably distribute gas to communities, businesses, and industrial infrastructure. yy A gas compressor consists of a driver or engine connected to a compressor by a drive shaft. A compressor station may consist of one or more engine and compressor packages. yy The Westlake Compressor Station will include two reciprocating engines to drive the gas compressors, similar to the images reflected below, and housed within an acoustically treated building to reduce the sound emitted from the facility.

Construction Process yy The first phase of construction will be partial clearing of trees and site preparation. yy Only a small portion of the property purchased will be cleared of trees. Natural tree and brush growth will be left in place to form a visual barrier.

Environmental Evaluation and Protection yy Gulf South is committed to being a good steward of the environment. yy During site selection, environmental surveys are completed to identify all environmental features and potential habitats. yy Gulf South environmental personnel along with FERC, federal and state agencies will evaluate the following 3 locations for the project.

yy During construction, Environmental Inspectors will be on site to ensure proper implementation of the environmental protection plans as well as to provide oversight for FERC and state agencies. yy At the completion of the project, all right-of-way and temporary workspaces will be restored to original conditions as required by regulatory guidelines. State and Federal Permits yy Federal Energy Regulatory Commission (FERC) is the lead federal agency that oversees the construction of interstate natural gas pipeline systems and regulates the interstate natural gas industry. yy FERC is also the lead federal agency responsible for conducting the environmental review and providing approval to construct the proposed compressor station facilities. yy The FERC coordinates with the appropriate local, state, and federal agencies and ensures that required environmental permits are secured before construction may begin. yy Air Permit – Louisiana Department of Environmental Quality (LDEQ) yy FERC requires construction and environmental inspection with frequent reporting once construction begins. yy To receive permission to construct, own and operate this project, Gulf South filed an application for a Certificate of Public Convenience and Necessity with the FERC in July 2017. Pipeline Safety & Operations yy Gulf South is committed to public safety, protection of the environment, and operating its facilities in compliance with all applicable rules and regulations. yy Inspectors monitor the construction process and ensure compliance with codes and standards at all phases of pipe installation. yy The piping associated with the compressor station will be pressure tested above the maximum allowable operating pressure (MAOP) before being placed into service to ensure the strength and integrity of the pipe. yy Public Education - Gulf South regularly corresponds with landowners and business owners in the vicinity of its facilities with respect to pipeline safety. yy One Call notification systems – A National “call-before-you-dig” number, 811, was established by federal law. yy Emergency preparedness and planning yy Gulf South meets regularly with local emergency responders yy Gulf South personnel are trained to handle pipeline related emergencies Westlake Expansion Project Westlake Compressor Station

Pipeline Integrity yy Gulf South is committed to safe operations. Once operational, we will monitor the facilities’ operations through: yy The Gulf South Integrity Management Program (IMP) which enables Gulf South to prioritize inspection activities, assess and evaluate pipeline integrity issues, and implement improvements and other preventive measures. yy 24/7 computer monitoring systems – whenever operating conditions change, an alarm warns the operator on duty and the condition is investigated. yy Scheduled inspections • Internal inspection tools • Flying the right-of-way • Driving/walking the right-of-way yy Cathodic protection to mitigate corrosion yy Operator and maintenance personnel training yy Prior to placing a newly constructed pipeline in service, Gulf South will test, inspect, and hydrostatically test the pipeline. A typical hydrostatic test involves filling the pipeline with water and holding the test pressure for a minimum of 8 continuous hours. Westlake Expansion Project Westlake Compressor Station

Noise Mitigation

yy FERC requires that any natural gas compressor station facility operate at an average of 55 decibels or below at the nearest Noise Sensitive Area (NSA). yy An NSA could be a house, church, school, or other inhabited structure. yy 55 decibels is the sound level of a normal indoor conversation yy The Westlake Compressor Station will be designed to operate below 55 decibels at Myrtle Springs Rd. yy The noise level at the nearest residence will be very close to what it is today.
