DESCRIPTORS Employee Responsibility; Employer Employee Relationship; *Employment Practices; *Food Stores; Organizational Climate; *Participative Decision Making; *Quality of Working Life; *Reduction in Force IDENTIFIERS *Employee Ownership; *Pennsylvania (Philadelphia) ABSTRACT A longitudinal study compared the effectiveness of worker buyouts and quality of work life programs (QWL) in reversing the shutdown of supermarkets in Philadelpnia. Working conditions, worker attitudes, and economic outcomes at a group of employee-owned stores and a group that had adopted QWL strategies were compared at three points in time (summer 1982, summer 1983, and fall 1984). Overall, the worker buyouts were successful at saving some lobs. The worker-owned stores, which had been among the poorest-performing stores originally, had significantly lower unit labor costs in 1983 than either the QWL or non-QWL stores examined, despite the fact that they employed a larger proportion of full-time, highly paid workers. Productivity was also significantly higher at the employee-owned stores. In those stores where QWL had been fully implemented, workers acquired some involvement in decisions through departmental, store, and regional meetings, but their involvement was constrained and limited to short-term decisions. -

COMMON BONDS AND CONFLICTING IDENTITIES: THE ESTABLISHMENT AND DEVELOPMENT OF THE VERMONT STATE EMPLOYEES CREDIT UNION A Thesis Presented by Matthew Cropp to The Faculty of the Graduate College of The University of Vermont In Partial Fulfillment of the Requirements for the Degree of Master of Arts Specializing in History May, 2011 Abstract Though there is a moderately extensive literature on the developmental paths of credit unions, little has been written on the entrepreneurial process through which these institutions come into existence. The wider co-operative studies literature suggests that "supportive external stakeholders" play an important role in the process of co-operative entrepreneurship, but the motivations of those agents is often unclear, as are the changes and continuities in the nature of the relationship between the two entities over time. To shed light on these issues, this thesis investigates the relationship between the Vermont State Employees Credit Union (VSECU) and the Vermont State Employees Association (VSEA), which was the "supportive external stakeholder" that helped to establish the credit union. Beginning with the founding of the credit union in 1946, this study demonstrates a variety of ways in which the VSEA supported and subsidized the growth of the credit union, and postulates that it was, in part, motivated to make these investments by the fact that, since only VSEA members were allowed to use the VSECU, the credit union served as an incentive to labor union membership. However, as a legally independent entity, the institutional interests of the credit union gradually diverged from those of the VSEA, which manifested in the form of struggles over the boundaries of the common bond. -

Vermont Legislative Research Service http://www.uvm.edu/~vlrs/ Slotting Local Products This report examines the feasibility of mandating Vermont grocery stores reserve shelf spots for Vermont products. Research indicates there is a demand in Vermont for locally sourced products, and many grocery stores, from town country stores to Market32, already sell a variety of Vermont products.1 Important considerations regarding local products include slotting allowances and the costs for both retailers and suppliers, the current practices of Vermont grocery stores, and legislation passed in other states that is supportive of local products. Local Products in Vermont Grocery Stores Vermont has held the top spot on the Locavore Index since the project’s inception in 2012. The Locavore Index assesses local food consumption patterns across all 50 states and Washington D.C.2 Based on this assessment, Vermont has the highest per capita direct farmer-to-consumer sales, USDA local food grants, farmers markets, Community Supported Agriculture (CSAs), farm- to-school participation and hospitals serving local food.3 This multiyear trend indicates the popularity and demand of local food in the state. In 2009, Vermont legislators passed the Farm to Table program, which focuses on creating a more sustainable agricultural economy to boost Vermont's local agricultural production. This program does this through education throughout the entire food system (farmers, marketing channels, food safety, retailors, etc.), incentive programs for consumers and business owners to buy local, consumer education about the availability of local food movements, and efforts to improve water and soil quality for the continued vitality of Vermont farms.4 Since Vermont passed the Farm to Plate legislation in 1 "Home Grown."
