Public Administration Reform and Building of the ‘Vertical of Power’ in Russia: Exploring Incommensurability by Mikhail Zherebtsov A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Political Science Carleton University Ottawa, Ontario © 2014 Mikhail Zherebtsov Abstract The dissertation explores the reform of Russian public administration that began in 2003. Although, it was considered by the ruling elite as one of the most important political projects that should establish a necessary fundament for further socio-economic modernization of the country, the reform has not yet resulted in significant improvement of governance in the country. The dissertation investigates the conceptual inconsistency of the model of reform, based on the New Public Management approach, and the nature of political process in Russia, established during the presidency of Vladimir Putin and named building the ‘vertical of power’. ii Acknowledgements The author is particularly grateful to Professor Joan DeBardeleben for her supervision and extensive help throughout of the entire research project. This is particularly relevant when LGBTQI+ rights are concerned, especially after the notorious law against the “propaganda of non-traditional sexual relations” passed in 2013 and the alarming evidence of anti-gay purges in Chechnya became public in 2017. Under such circumstances, it is urgent to pay attention to Russia’s queer voices, rising against all odds. This thesis focuses on the works of the contemporary Russian playwright Valeriy Pecheykin (b.1984). Pecheykin, who is openly gay, currently lives in Moscow and works at Kirill Serebrennikov’s Gogol Centre. This paper seeks to conceptualize what I will refer to as queer writing in Pecheykin’s works, that is, a practice of writing that is subversive towards the heteronormative discourse. As the main theoretical basis, I will use Giorgio Agamben’s interpretation of the state of exception, Hélène Cixous’ concept of écriture féminine and Elizabeth Stephens’ related idea of écriture homosexuelle, as well as Laurie Essig’s observations on queer life in post-Soviet Russia. -

Maybe that will happen, but this election is not over. We must keep praying for God to intervene and continue to pray for His eternal plan and will in this situation. We have never had an administration more favourable to evangelicals. Millions prayed for President Trump’s re-election. The enthusiasm and excitement in event after event were enormous. The Democrats tried to remove President Trump from the day he was elected. There have been lies, deception, fraud and sedition, all being facilitated by the majority of the U.S. media. The Trump factor helped Republicans gain House seats and senators get re-elected despite false polls from mainstream media. The most Hispanics and blacks ever, voted for a Republican presidential candidate. Trump’s constant emphasis on socialism and violence led to important gains in the House in a rebuke to socialism and de-funding of the police. The Senate results were also exceptional for Republicans. Does President Trump have a plan to expose voter fraud through electronic manipulation and mail ballots? Yes! I know the experts advising the White House on how electronic manipulation works. -
