Mediterranean fruit fly Host Material Requirements Fresh fruit originating from Mediterranean and Mexican fruit fly regulated areas is suspended from export to Taiwan. Refer to PCIT/PExD or call the office for details if fruit originates from any regulated county.

To export fresh fruit originating from California outside of the fruit fly regulated areas, the following requirements must be complied with in addition to any requirements listed in the individual commodity summaries:

Specify county of origin block 13 of phytosanitary certificate.

For shipments that will NOT pass thought the fruit fly quarantine areas and are NOT packaged in pest proof packaging: AD Required "The fruit was neither produced nor packed in the Mediterranean fruit fly and Mexican fruit fly regulated areas, and the shipment did not pass through the regulated areas."

Shipments are allowed to pass thought the fruit fly quarantine area if packed in pest proof packages (a sealed container is acceptable). Pest proof packages must meet the "Quarantine Requirements for Transshipment of Plants or Plant Products through Countries or Districts where Designated Diseases or Pests are Known to Occur" AD Required “The fruit was neither produced nor packed in the Mediterranean fruit fly and Mexican fruit fly regulated areas.” “Transit safeguards were conducted in the place of origin.”

Additional Information: Shipments must be in a sealed container when transiting a quarantine area. Container shall be closed on five sides. Only one side of the container can have the ability to be opened. The opening side of the container MUST be sealed with a "coded seal". The seal must remain intact until arrival in Taiwan. The container and seal number MUST be on one of the following: • Phytosanitary Certificate, OR • Bill of lading (the location, including the state, where the seal was attached must be listed), OR • Other shipping document (the location, including the state, where the seal was attached must be listed).

IMPORTANT NOTE: (for potatoes for consumption) – Certify potatoes from the U.S. for export to Taiwan under an area freedom concept where the “area” in question means “the area or field from which the potatoes were harvested.” Only potatoes that have come from inspected, blight free fields are eligible for certification. The potatoes will be given a normal phytosanitary inspection by an authorized State or Federal officer to ensure no pests or diseases of concern to Taiwan are present. Any suspect tubers will be tested to confirm the A2 late blight disease free status.

Must come from areas free of Phytophthora infestans A2 strain (potato late blight fungus A2 strain). Must be free from Ditylenchus destructor (Potato rot nematode), D. dipsaci (stem & bulb nematode), Naupactus leucoloma (white fringed beetle), Leptinotarsa decemlineata (Colorado potato beetle), Phythorimaea operculella (Potato tuber moth), and Rhizoglyphus echinopus (Bulb mite), and soil.

AD Required: “The potatoes were thoroughly inspected and found free from Ditylenchus destructor, Ditylenchus dipsaci, Leptinotarsa decemlineata, Naupactus leucoloma, Phthorimaea operculella, Phytophthora infestans A2 strain and Rhizoglyphus echinopus. The potatoes are from areas free from Phytophthora infestans A2 strain. The potatoes were thoroughly inspected and found free from Candidatus liberibacter psyllaurous (= Candidatus liberibacter solanacearum.”

Taiwan – Potatoes for consumption  Growers/Shippers must complete application forms for Phytosanitary Field Inspection (Form 66-085) for fields which they intend to have certified for shipment to Taiwan. This must be done as soon as possible. Please phone the County Ag Office for further information about this.

Required:  The field inspection will be done by highly qualified State or Federal survey officials, following standardized survey techniques.

 Field inspection will occur late in the growing season when conditions are optimal for finding late blight, that is, when the plant is actively growing and when the fungus would have had sufficient time to show symptoms if present.

 Field inspection will be done as close to harvest as possible to ensure no field becomes infected between the time of inspection and the time of harvest.

 Any evidence of either A1 or A2 strain of late blight during the field inspection disqualifies the field for that season from the export program.

 Fields where no late blight is observed will be so identified. Potatoes harvested from those fields will be kept separate from produce from all other fields. They will go to a special storage area identified specifically for late blight free potatoes for export to Taiwan. A tracking system will ensure the identity of the potatoes is maintained throughout the entire process of field inspection, storage, packing, phytosanitary inspection and certification, and shipment.

 The production area of the potato shipment must be shown on the Phyto in the place of origin block. Soil is prohibited.

 Please note: Potatoes from CA, AK, ID, OR & WA may be certified, but potatoes from all other states are prohibited and cannot be certified unless an import permit is presented. Phone the main office if you need additional information.

* SHIPPERS IMPORTANT NOTE: Make sure that sprout inhibitors are used that Taiwan has established maximum residue levels (MRLs) for; (Clove Oil - 100% {Eugenol}, maleic hydrazide 15ppm, chlorpropham 30ppm)

ACO: During regular phytosanitary inspection make sure to cut potatoes for Zebra chip inspection.
