Today we start the subcommittee’s public activities in the 111th Congress with an oversight hearing looking at the Forest Service and whether it should be moved from Agriculture to the Department of the Interior. But first I would like to note some changes in our subcommittee membership and then mention the future oversight hearings we will conduct while the Obama Administration is developing de- tailed budgets for fiscal year 2010. I welcome the new ranking member, my friend from the northwest, Mike Simpson of Idaho. He and I will work closely throughout the appropriations process. I also welcome our new Democratic member, David Price, who re- places Tom Udall, now in the Senate. We also have two new Re- publican members, Steve LaTourette of Ohio and Tom Cole of Oklahoma. We will begin this year with a series of oversight hearings. Today we look at the question of whether the Forest Service might oper- ate better in the Interior Department. This issue is largely an au- thorizing committee matter but the question comes up every year during our budget hearings on the Forest Service and when we deal with wildfire issues. We will also have oversight hearings on EPA issues and on additional Forest Service issues. Later this spring we will hold public witness hear- ings and then our annual budget hearings once the President sub- mits his detailed request. Now let’s turn to today’s hearing. The Forest Service is the only one of our major land management agencies that is not in the De- partment of the Interior. However, the appropriation for the Forest Service has been part of this subcommittee since 1955. Hence, it is natural for this subcommittee to review policy, management and funding priorities of the Forest Service in direct comparison to the bureaus in the Interior Department. However, we regularly see in- consistencies between the two departments. We see that there is room for much more collaboration which would make federal land management more effective as well as efficient. There are a variety of policy matters which could be improved with departmental con- solidation. I will mention just a couple examples. For instance, one of the mostly highly coordinated federal pro- grams is the wildland fire management efforts of the Forest Service and the Interior Department. Nevertheless, in the last budget re- quest from the Bush Administration, the two departments took quite different approaches to the proposed funding of basic fire- fighting preparedness. The Interior Department requested rel- atively level funding whereas the Forest Service budget included a reduction of nearly 600 FTEs in the wildfire program and other large fire program funding decreases. This subcommittee had a hearing on this matter and we then rejected these differences. I think it is less likely that such gross

Record labels are the main intermediaries in this industry, facilitating the connection between the creative input from musicians and the demand from the consumers. Due to many technological advancements, the barriers to entry have decreased significantly, hence making it easier to enter this industry as a new record label. Additionally, strategic integration options allow existing firms to start new ventures by acquiring or initiating subsidiaries. This research focuses on the multiple modes through which new entry can be commenced. These entry modes all have their own characteristics and consequences for the configurations of the industry. The likelihood of entry, the subsequent performance of new record labels, and the effects on the diversity of the output are the main topics that are explored. In this study, databases storing longitudinal information on musical releases are used to compile a dataset with the necessary information on new record labels.

Signed: Date: 2 Abstract This thesis examines Peruvian popular intercultural music fusions and their impact among the white upper classes of Lima, Peru. Often antagonised, essentialised and understudied, Lima’s white upper classes have historically distanced themselves from the city’s migrant Andean/Amazonian population, whilst maintaining a relationship of hegemony. However, in the aftermath of the trauma and mass displacements of the twenty-year internal war (1980-2000) between the State and terrorist groups, certain sectors among the young upper classes have come to question their own social dominance.
