This file contains election results for the 1999, 2004, and 2009 Panamanian National Assembly. Panama has a complex electoral system with both single-member and multimember electoral districts.
In single-member districts, the candidate with the most votes wins election. Panama allows fusion. As a result, candidates may appear and receive votes on more than one party line. This file records the candidate name and votes for each party that nominated them. The votes for the candidate must be totaled to determine the winner. The winner’s name and party affiliation is also recorded in the appropriate columns.
In multimember districts, voters must cast a ballot first for a party. Voters may also cast votes for specific candidates. There are as many numbered posts (curules) as members to be elected and parties may run candidates for each post. Again, fusion is permitted and the different parties may nominate some or all of the same candidates as another party. Voters may cast one candidate vote for each numbered post. Seats are allocated first to parties with full Hare quotas and then to parties with one-half of a Hare quota that have not yet received a seat. If any seats remain, they go to the candidates that received the most votes—totaled across parties if nominated by more than one— without further regard to the party votes. In addition to the party votes, the file reports the votes for each candidate in separate columns. The names and party affiliations of the winners are also recorded in the appropriate columns.
