Draft Law of Ukraine “On the National Committee of Ukraine for Prevention of Torture”. 5 PREAMBLE In the present-day world torture and ill-treatment are shameful and appalling. For many decades the international community has tried to resolve this problem by adopting various legal instruments to counter torture and by way of establishing institutional mechanisms for compliance with such instruments. A relatively new instrument that, however, has already proved its effi ciency is the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT), adopted on December 18, 2002. The principal idea of OPCAT is to set up in every state a system of regular independent visits to any place under its jurisdiction and control where persons are or may be deprived of their liberty, either by virtue of an order given by a public authority or at its instigation or with its consent or acquiescence. These visits are undertaken with a view to strengthening, if necessary, the protection of these persons against torture and other cruel, inhuman or degrading treatment or punishment. Monitoring visits of custodial settings by independent experts exercise a deterring eff ect on public authorities and, accordingly, minimize the risk of becoming a victim of torture. Ukraine ratifi ed the Optional Protocol on July 21, 2006. On August 9, 2012 the President of Ukraine submitted to the Verkhovna Rada the draft Law of Ukraine “On Amendments to the Law of Ukraine on the Ukrainian Parliament Commissioner for Human Rights with Regard to the National Preventive Mechanism” that vested NPM functions with the Ombudsman. The Parliament approved this Law on November 4, 2012. After a public debate with participation of well-known domestic and international experts it was decided to implement the “Ombudsman +” NPM model, which implies joint monitoring visits of custodial settings by the staff of the Offi ce of the Ombudsman of Ukraine and by civil society activists. On May 25, 2012 the Secretariat of the Ukrainian Parliament Commissioner for Human Rights got a new subdivision in its structure – the Department for implementation of the national preventive mechanism. The process of selection of the personnel for this Department lasted throughout the year, in order to staff the new unit, on competitive basis, with professionals of considerable practical experience in the sphere of monitoring of the respect of human rights and freedoms in the performance of closed institutions. 6 As of the fi rst days of its existence the NPM Department began active monitoring visits to diff erent parts of Ukraine, with development of the methodology and practicalities for monitoring of each type of custodial settings. Shortly after the passage of the above described legislative changes the monitoring missions integrated NGO activists. I want to express my gratitude to Denys Kobzin and Andriy Chernousov for their large contribution into the establishment of NPM in Ukraine. Back in 2008, at the First Eastern European Conference of national preventive mechanisms these two persons inspired me with the idea to initiate such mechanism. Since then this area has been a principal concern in my work. When serving at the Ministry of Justice I coordinated the drafting of the Law “On the National Committee Against Torture” and later, upon election to the position of the Ombudsman, I started to implement the national preventive mechanism, as one of my key priorities. Health tourism is a travel to the resort areas for the purpose of treatment. Health tourism is divided into therapeutic, which aims at its own treatment, therapy, rehabilitation after illness, and preventive (wellness tourism), focused on maintaining the body in a healthy state and keeping the balance between human physical and psychological health [4]. Currently, traditional health resorts are no longer a place of treatment and recreation for older people, and they become a multifunctional wellness center for a wider range of consumers. The choice is made between resorts that specialize in the treatment of a particular disease and resorts of mixed type, which generally promote health and contribute to recovery and stress relief [2].

V. — Th irty-eight Mallards were collected on the territory of Ukrainian Polissia to study the fauna of their gastro-intestinal helminths. Materials were collected in 1998–2000, 2014 and 2016 on the territory of Volyn and Chernihiv Regions. In total, 33 species of helminths were found. Th e prevalence of cestode infection was 78.9 %. We found 18 cestode species: Aploparaksis furcigera, Cloacotaenia megalops, Dicranotaenia coronula, Diorchis acuminatus, D. stefanskii, Fimbriaria fasciolaris, F. teresae, Microsomacanthus compressa, M. spiralibursata, M. paracompressa, M. paramicrosoma, M. parvula, M. hopkinsi, Platyscolex ciliata, Retinometra venusta, Sobolevicanthus aculeostyleticus, S. gracilis, S. stolli. Cechy przestrzenne rozmieszczenia sieci społecznościowych w obwodzie wołyńskim na Ukrainie. Rozpowszechnienie serwisów społecznościowych Facebook i Instagram w obwodzie wołyńskim od- powiada hierarchicznemu modelowi dyfuzji przestrzennej. Obserwuje się tendencję do koncentracji użytkow- ników w dużych miastach. Najwyższy poziom penetracji serwisów społecznościowych jest zlokalizowany w du- żych miastach, zwłaszcza w Łucku i Kowlu. W rejonach administracyjnych liczba ta jest znacznie niższa. Wysoki odsetek użytkowników można prześledzić w zachodnich i północnych rejonach obwodu, a niski wskaźnik pene- tracji – w środkowej części regionu. Пугач С., Майстер А.     May 2021 REGULAR PROJECTS Cross-border Cooperation Programme POLAND–BELARUS–UKRAINE 2014–2020 Foreword State border is usually perceived as the barrier for relations and development. Indeed, in many aspects, it poses a great challenge to the borderland communities and organizations in their everyday life. The challenge is even greater when that border is simultaneously separating different economic areas like it is in case of Poland, the European Union member state neighbouring Belarus and Ukraine – non EU countries. Luckily, life abhors a vacuum and people have a natural tendency to interact and cooperate irrespectively of their origins and they are eager to overcome any obstacles. The cross-border cooperation is the very reflection of these two truths. It brings together the communities on both sides of the states’ border to com- monly address matters important to them. The Cross-border Cooperation Programme Poland-Belarus-Ukraine 2014-2020 is the result of the three countries’ will to build mutual relations and achieve common goals in the borderland. Close to the people’s needs, their problems and expectations. This Programme is the reflection of regions’ and local communes’ will to create cooperation and relations that shall change the border into a platform for mutual develop- ment. With such an attitude we can focus more on the regional strengths and joint opportunities as well as manage the threats together. In this publication, we present you the overview of Polish, Belarusian and Ukrainian cross-border projects selected for financing within the Programme. The results of these common endeavours will be seen in the upcoming years, changing the quality of inhabitants’ life for better.
