Take Notice That This Petition Is the Vehicle, Under the Public Act 451 of 1994 OFFICIAL PETITION LAKE IMPROVEMENTS FOR UPPER LONG LAKE BLOOMFIELD TOWNSHIP AND WEST BLOOMFIELD TOWNSHIP UPPER LONG LAKE 1 OFFICIAL PETITION LAKE IMPROVEMENTS FOR UPPER LONG LAKE BLOOMFIELD TOWNSHIP AND WEST BLOOMFIELD TOWNSHIP TAKE NOTICE THAT THIS PETITION IS THE VEHICLE, UNDER THE PUBLIC ACT 451 OF 1994, PART 309, AS AMENDED, FOR AUTHORIZING THE UPPER LONG LAKE – LAKE BOARD TO CONSIDER A NEW PROJECT AND FOR CREATING A SPECIAL ASSESSMENT DISTRICT TO FUND THE PROJECT SHOULD IT BE DETERMINED TO BE FEASIBLE. IT IS NOT AN ADVISORY OR INFORMATION PETITION. UPON THE FILING OF THE PETITION WITH BOTH BLOOMFIELD TOWNSHIP AND WEST BLOOMFIELD TOWNSHIP, THE RECORD OWNERS WITHIN THE SPECIAL ASSESSMENT DISTRICT WILL BE DETERMINED AS OF THE RECORDS IN THE REGISTER OF DEEDS OFFICE ON THAT DAY. YOU MAY NOT WITHDRAW YOUR SIGNATURE FROM THE PETITION AFTER THE PETITION IS FILED WITH THE TOWNSHIP. GENERAL INFORMATION FOR PETITION CIRCULATOR 1. A valid petition, under said Act 451 of 1994, Part 309, as amended, shall consist of proper signatures for properties consisting of not less than two-thirds (66.67%) of the total freeholders owning land abutting to Upper Long Lake. In addition, although not required, it is recommended that the majority of the property owners having access to Upper Long Lake also sign the petition. 2. If the property is owned by a trust, the person or persons signing the petition must be the duly appointed trustee(s) and sign in their capacity as trustee(s), proof of the signatory’s authority to sign on behalf of the trust should be attached. 3. If the property owner is a married couple, both spouses must sign the petition. 4. If the property is subject to terms of a land contract, both vendor and vendee must sign the petition. 5. If the property is owned by an association, proof of the signatory’s authority to sign on behalf of the association should be attached. 6. If the property is owned by a number of people, each with an undivided percentage interest in the whole property, all such persons with an interest must sign. The person circulating the petition must sign the attached affidavit stating that he or she has knowledge that the signors of said petition are the owners and that such signatures are genuine. The undersigned hereby request the Upper Long Lake – Lake Board be authorized to undertake a new project and to create a special assessment district for this new project, which shall consist of the following “improvement” as defined in Public Act 451 of 1994, Part 309, as amended: The proposed improvement for Upper Long Lake consists of installing aeration devices throughout the lake bottom and/or canals and augmenting with enzymes/bacteria. The use of aeration with bioaugmentation increases the dissolved oxygen in the lake and/or canals, which reduces sediment muck and further damage to the lake ecosystem. The assessments for said improvement are estimated to range from $78 for access sites for lake aeration only to $505 per riparian site for lake and canal aeration; the estimated total project cost is $62,600 (lake only) - $102,000 (lake and 3 canals). The assessments and total project costs are annual averages over 4 years. We the undersigned petitioners, being freeholders owning land abutting Upper Long Lake and/or property owners having access to Upper Long Lake in Bloomfield Township and West Bloomfield Township, Oakland County, respectively request the Board of Trustees for both Bloomfield Township and West Bloomfield Township to adopt resolutions directing the Upper Long Lake – Lake Board to hold public hearings regarding the feasibility of the proposed project and for creation of a Special Assessment District to assess the costs of the improvements. Bauman, Fisheries Biologist Environment Location Long Lake is a 156-acre natural lake located in central Oakland County (Figure 1), in the northeast corner of Commerce Township, approximately 3.7 miles south of M-59. In Oakland County, Long Lake resides northwest of Farmington Hills and north of Novi approximately nine miles north of I-96. Geology and geography Located within the Coldwater Shale bedrock formation (MDNR 2001), Long Lake's land cover is dominated by urban development (79.8%), forest (11.4%), and wetlands (3.8%). Surrounding surficial geology consists mostly (99.7%) of course textured materials mixed with Spinks, Oakville and Urban loamy sands (USDA 2017). Course textured substrate materials, similar to those found in Long Lake, are commonly associated with acceptable levels of groundwater input. Watershed description Long Lake exists in the upper reaches of the Huron River watershed and receives intermittent flow from Cooley Lake via a culvert under Cooley Lake Road. Historically, Long Lake was likely connected through wetlands to Hayes Creek, which currently serves as a tributary to the Huron River, however construction of a water level control structure has reduced this connectivity. Chemical and physical characteristics On 12 August 2019, a limnological survey was conducted at the central-east basin of the lake to estimate transparency (Secchi depth) as well as measure temperature (°F), pH, conductivity (mS/cm), and dissolved oxygen (mg/L).

Two hundred years ago, a pristine forest of white pine, red pine, cedar, oak, ash, maple, and beech covered the land now known as Iosco County. Fish were plentiful and wild game was abundant. In the 1800’s, as the national demand for wood grew, the commercial lumbering industry boomed in northern Michigan and pioneering families from down state, Ohio, New York, New England, and Canada came to the area to earn a living, put down roots, and rear families. A group of families, including the Barbers, Thayers, LaBerges, Shorts, Pratts, and Yosts, settled around Dease lakes in the 1880’s and engaged in lumbering and subsistence type farming. George Thayer and his son-in-law, Louis LaBerge, eventually moved their families to the west end of Long Lake and began settling the land. Thayer and LaBerge built small lumber camps and sawmills at different locations on the lake, including one east of the point on Martha Drive.
