GTOB had to deposit an amount equal to the estimated cost of recommended grading, landscaping, parking etc. as a “guarantee” to be refunded once the work is completed to the satisfaction of the city officials. Subsequent changes suggested or made by City and GTOB resulted in further delay by more than one year. We have made modifications to the maximum extent possible, to reduce the cost to affordable levels and to minimize both the debt load and time for construction. I am happy to say that there will be no more revisions! Our site plan application with the above changes has been approved in principle and our consulting engineers are busy completing the final application for the building permit. Once it is granted, tender and ground breaking will follow, hopefully before this winter and construction will begin thereafter. We will strive to complete the construction to the fullest satisfaction of our Guru and Thanthri Kariannur Mana Divakaran Namboothiri. Remember what Mr. L. Girishkumar said, “it is not the efforts, money or commitment of you devotees, but it is the devotion and dedication of your Thanthri that will make this temple a reality”. Of course it is the continued presence, faith and participation of you devotees at this temple that will add to the glory, power and fame of the deity which will entice and soothe generations to come. Our dream is to build a “temple of tomorrow”, evolving with and adapting to the changing times and needs of our children. All children of God must feel welcome, safe, and at home within its bounds. Let this temple be a shining model to all places of worship in this universe and become an umbrella and asylum for the needy irrespective of their country of origin, colour or faith. It is our motto. Absolutely! India’s cultural contribution to the civilization and cultural development of the rest of the world is vast and immeasurable, and Kerala’s role is by no means trivial. Eminent Gurus like Sankaracharya, Padmapadacharyar, Chattampi Swamikal, Sree Narayana Guru, Chinmayananda and several others are Kerala’s gift to India, and the world. Kerala, the land that gave birth to these Gurus, is characterized by thousands of Khshetras (temples) and the culture surrounding these Khshetras. Art and culture, agriculture, education, marriage and everything closely intertwined with life have always revolved and flourished around temples and continue to do so even today. Amongst all the temples of Kerala the Guruvayur temple holds a unique and prominent place. “Krishnaa-Guruvayurappaa” - it is hard to believe that there is a Hindu Malayalee who has not called out thus to Lord Guruvayurappan, lending credence to the fact that the different facets of Kerala’s culture is closely related to Lord Guruvayurappan. It will be gross injustice not to share the rich Malayalee culture of ours with this land that wholeheartedly accepts and appreciates multiculturalism, and has also provided us Keralites with food, shelter and the right to domicile. Let us all pray that the Brampton Guruvayurappan Temple and the presence of Lord Krishna, who took avatar to establish Dharma, will enable us to contribute and share our traditions with this country. Contribution of our culture alone to this land should not be the sole purpose. A temple with an environment that we are familiar with - lighted lamps, garlands, darkness and light, and tranquility – must come into existence in order for us to experience the feeling of having been to a temple. A temple fashioned on our own Kerala traditions will provide us the much needed solace when we grow weary and burdened on our life journey. Financial resources and considerable effort are required in order to possess or own anything. To enjoy the fruits without any contribution is a sin not only to oneself but also to God.     DAY TOUR TO GURUVAYUR TEMPLE AND ELEPHANT CAMP Around 07:30 AM, pick up from respective hotels in Cochin and proceed to Guruvayur (Around 2 ½ hrs drive). Upon arrival visit Punnathur Elephant Court. Punnathurkotta was once the palace of a local ruler, but the palace grounds are now used to house the elephants belonging to the Guruvayoor temple, and has been renamed Anakkotta (meaning "Elephant Fort"). There were 86 elephants housed there, but currently there are about 59 elephants. The elephants are ritual offerings made by the devotees of Lord Guruvayurappa. This facility is also used to train the elephants to serve Lord Krishna as well as to participate in many festivals that occur throughout the year. The oldest elephant is around 82 years of age and is called 'Ramachandran'. Later visit the famous Guruvayur Temple. Guruvayur Sri Krishna Temple is a Hindu temple dedicated to the god Krishna (an avatar of the god Vishnu), located in the town of Guruvayur in Kerala, India. It is one of the most important places of worship for Hindus of Kerala and is often referred to as "Bhuloka Vaikunta" which translates to the "Holy Abode of Vishnu on Earth". Have lunch from Guruvayur and proceed back to conference venue. En route visit Kodungaloor. Once a maritime port of international repute because of its strategic location at the confluence of the Periyar River and the Arabian Sea, Kondugalloor was considered the gateway to ancient India or the Rome of the East, because of its status as a centre for trade. It was also the entry point of three major religions to India - Christianity, Judaism and Islam.

Guruvayurappan Temple had a humble beginning in a hall in the said address several years ago, though its greatness was not any less than now. Then, it was a modest shrine; its grandeur is yet to manifest. The devotees saw the girders rise against the azure sky with fluffy clouds. The building rose around the steel girders through rain, shine, storm and snow in the middle of the woods to the delight of the devotees and the astute planners. Its vista is spectacular. I tried to capture its beauty surrounded by verdant woods turning colors from spring to fall. The trees and the spring and the summer leaves bore witness to the devotees coming and going with reverence in their hearts. As the rains came down from the heavens, each leaf shed its tears of joy to see the temple rise from mother earth. The temple bears rainbow colors on its exterior and its architecture is wonderful. Could this location be Brindavanam of North America? Could this have been where Krishna sported with Gopis in His youth. Such thoughts come up in the mind. See the splash of colors in this portrait bearing witness to the colorful persona of Bhagavan Krishna. The Morganville Temple the namesake of Gurvayur Sri Krishna Temple in Kerala houses Guruvayoorappan as the central deity. Its broad appeal is that the temple houses other deities. The presiding deity is MahaVishnu in the form of Krishna with Tulasi garland, in standing posture with four hands carrying Sankhu (conch), Sudarshana chakram (a serrated disk), lotus and mace.

The Commission suggested that such a Manual shall enhance the efficiency of the audit and thereby upgrade the transparency and efficacy of local governance. The manual was prepared with the support KLSGDP. The manual is prepared within the frame work of KLFA Act and Rules, audit policies and GO's formulated by the Government from time to time and also considering the audit methodology in practical sense. So it is certain that the manual shall promote the professionalism in audit and bring standard in audit reports. The International Auditing Standards being practiced worldwide have been vividly incorporated in the Manual. A whole lot of institutions with diverse characteristics such as Panchayat Raj Institutions, Universities, Devaswom Boards, and Cultural Institutions etc are being audited by Kerala State Audit Department. The Manual shall help the auditors to approach the audit of the above said institutions with global standards. It is expected that the Manual shall bring qualitative change in the view of the auditors and shall enhance the transparency and competency of audit. I extend my whole hearted thanks to all who dedicated their precious time for preparing the Manual in time bound manner.
