HATS

We have been notified that the European Commission have made changes to the EN1384 hat standard (this also includes BSEN1384) and it will no longer be recognised as an acceptable standard for riding hats in the UK. However, in order to phase out the use of EN1384 and/or BSEN1384 hat standards, the BRC 2015 / 2016 hat rules will be changed as follows:

There will be no changes to the accepted hat standards for 2015 and hats will continue to be tagged with the BRC blue hat tags.

However, from 1 January 2016, ALL hats must be checked and tagged with a new ORANGE BRC hat tag. All hats which only meet the standard EN1384 or BSEN1384, and do not comply with another standard off the above list, WILL NOT be accepted and therefore will not be permitted for any BRC competition. Hats which bear EN1384 or BSEN1384 along with another standard from the above list, will be tagged. For example, BSEN1384 & PAS015 (1998 or 2011) along with the Kitemark, would be acceptable, but not BSEN1384 on its own.

Centaur Biomechanics

In 2015 I hope to be organising a rider analysis clinic with Centaur Biomechanics. Each session is for an individual and lasts 45 minutes. This analysis can help with flat and jump work. The venue is still to be determined, as is the date. A full compliment would fill one day and consist of 10 riders with their horses.

As soon as I have further details they will be posted on the SDRC facebook page and website.

I look forward to hearing from any interested member of the club for this clinic. In addition, if anyone has any similar ideas then please feel free to get in touch.

SHREWSBURY & DISTRICT RIDING CLUB ACCESS & BRIDLEWAY REPORT - AGM 12th November 2014

I have been representing you since the early 1990’s, and have supported the Club’s constitutional aims and objectives: - ‘2a To investigate the subject of bridle tracks and rights of way with a view to opposing those that have been closed and maintaining and clearly defining those that are in existence’ and ‘2b To concern itself with any object which will benefit the horse and horse rider in the district’

In 1997 I was appointed Access & Bridleway Liaison Officer from this Riding Club to the British Horse Society. A role I have carried out ever since. I liaise with the BHS on many issues. In October I again represented you at the BHS National Access Conference. This year there were some excellent speakers and discussion groups covering subjects such as historical research of rights of way, working with public authorities and Access Issues and ending with a debate “Is the use of unsealed highways by motor/mechanically propelled vehicles denying access to horse riders? I raised the point that maintenance can resolve issues, as mud pluggers then lose interest, and how it is important that we all learn to live together. Banning one type of user from their legitimate routes could backfire, as there are complaints about all types of users. We should be careful of what we wish for. The next target could be horse riders! The problems that horse riders are having with dogs is an example of one user group not appreciating the impact they can have on another. We need to educate users, not ban them. Please do not forget to send any reports of incidents with dogs or other relevant issues to the British Horse Society website - www.horseaccidents.org.uk

Looking back over the years there have been many milestones. In 1998 MAFF started looking at set aside permissive routes. These grew to many excellent routes in Shropshire, but I now have to report that, with funding cuts, these are slowly disappearing as they reach the end of their agreements. Please check the end dates on http://cwr.naturalengland.org.uk before setting out to use a scheme. One of the last to go, in 2020, will be the excellent routes at Rednal. 1998 was also the year that Walford agreed to put up permanent fencing on the bridleway alongside the War Brook, but said that progress might be slow as it would be a student project. I persevered over the years, and I have now been told that this will be done in the financial year starting from this August. I wait in hope!

It was also in 1998 that I was asked by Shropshire Council to work on circular riding routes and, planned the then ‘Wild Humphrey Way’ from via Nesscliffe to Grinshill with circular routes off, with Linda Russell working on the circular ones in the Church Stretton to Pontesbury Area – we planned to call them the ‘Wild Ways of Shropshire’. The South Shropshire Hills routes were taken up by the Long Mynd Bridleways Association, but there was no funding for the rest. I did not give up and eventually in May this year the ‘Humphrey Kynaston Way with Circular Routes off’ was officially opened by the High Sheriff of Shropshire, Robert Bland at Preston Montford Field Studies Centre. They were one of the landowners who generously dedicated a new through bridleway route. This helped to qualify the project for Natural England’s ‘Paths for Communities’ funding. What I did not know was that as well as devising the routes and writing the route instructions, I would be required, at very short notice, to research and write the leaflets and provide all the photos. I could not have done all this without the support of my extremely patient husband who then helped me to clear routes, put in waymark posts etc and to waymark the routes. I hope you all get the chance to try out these routes whilst you still can.

I say ‘still can’, as sadly the Government’s current planning policy is having an impact on many sections of the route. In 2011 I reported to you my concern over the new National Planning Policy Framework, and the impact that relaxed planning regulations could have on the countryside, and how riding routes could be compromised or lost due to planning decisions. This is now sadly becoming reality. Just one short unavoidable approximately ¼ mile on-road section of the Humphrey Kynaston Way route in Baschurch has current planning applications in for a total of over 130 new properties, which will access on to the route, with an application for another 35 turned down. Other applications for large numbers of houses nearby will add to the traffic. Sections of the route through Nesscliffe, Ford and other places are similarly threatened. In Ford there is an application, recommended for approval, for two houses and an agricultural access down a green lane bridleway, which forms part of the circular and linear route in Ford, and where there is currently no legal vehicular access. This is very sad when so much effort has been put in to link, improve the routes, and to create a new safe route through from Ford, via the new bridleway by Preston Montford, to Montford Bridge.

I can’t emphasise enough the importance of wearing high visibility items when riding out. This will become even more important as our roads become busier with all the extra houses they are planning to be built. The more warning, from high viz items on them and their horse, that horse riders can give of their presence to vehicle drivers the better, but please, at the very least, wear a hatband and tabard. The RAF are currently looking at a new campaign to promote the wearing of high viz, as helicopter pilots also need to see horse riders in order to, where possible, avoid over-flying them. We need to be seen, to be safe.

With all the funding cuts, and the emphasis being put on Walking for Health and on Cycling, it is important that we press for recognition of horse rider’s needs and safety when riding out.

It is the time of year for Shropshire Council’s Annual online User Survey. Please do fill this in, as without past input I could not have got the backing from Shropshire Council for the new Humphrey Kynaston Way routes, and many of the improvements to routes would not have happened. Shropshire Council needs statistics, and to know that we need more safe, linked, well maintained off road routes. To do the survey you need to click on the ‘get involved’ tab on http://new.shropshire.gov.uk/get-involved/outdoor-partnerships-annual-public- survey-2014-15/ then scroll down to the ‘Outdoor partnerships annual public survey 2014-15’. You can access the survey from the link on the left hand side of the home page of the www.shropshireriding.co.uk website, where you can also download all the promoted riding routes in Shropshire, including the Humphrey Kynaston Way, and the Humphrey Kynaston Circular Routes.

Volunteering and partnerships are now the key focus of Shropshire Council, and the Outdoor Recreation Department, which deals with Rights of Way and Countryside Access, is now called Outdoor Partnerships to reflect this. If you form or join a local Parish Paths Partnership Group you can help to look after your local routes, and will get support, training, and be able to prioritise routes you wish to improve. Any problems on the Public Rights of Way network should be reported via the SC Call Centre on 0345678900 or by email to [email protected].

The Outdoor Partnerships Team Leader (Rights of Way), Richard Knight, and his team, based at the Nills Depot in Pontesbury, have done a fantastic job over the last year keeping opened up routes clear, and improving others. Improvement work has been done on the waterlogged Byways at Polemere and is currently ongoing on the overgrown section of BW25 on Ford Heath, past Boons, with drainage work still to be done there. Fingerposts rot, or get damaged, and have to be replaced. A number in Montford Parish are currently being replaced by metal ones so will have to be re-waymarked for the Humphrey Kynaston Way. There are also still some gate improvements to be done on the Humphrey Kynaston Way routes. The new bridleway gates with the stockproof handle just below the top bar which can be opened with one hand, which replace the gates with the lift up latches on the closure post, which required both hands to open them, and have been well received.

I continue to represent you at the Shropshire Riding & Carriage Driving Forum, which feeds into the Shropshire Local Access Forum, and represent horse riders’ interests on the Local Access Forum, where I have raised a number of issues of concern to equestrians.

Last, but by now means least, is the importance of getting all our ridden routes properly recorded on the Definitive Map before the 2026 cut-off deadline. The British Horse Society is highlighting this on p7 of the Autumn ‘Rider’ magazine. Just recently a route north of Baschurch, in use for years, has been padlocked following a change in land ownership. I informed Shropshire Council of the route many years ago. It was looked at by the Government’s Lost Ways Project, and shown to be a bridleway or higher status route, but with funding cuts Shropshire Council have not been able to address it. I hope that now it is blocked they will prioritise it. It needs everyone’s support and input to secure, maintain, and enhance our riding network.
