Beyond Black and White: Aborigines, Asian-Australians and the National Imaginary BEYOND BLACK AND WHITE: ABORIGINES, ASIAN-AUSTRALIANS AND THE NATIONAL IMAGINARY Peta Stephenson, BA (Hons), MA Submitted in total fulfillment of the requirements of the degree of Doctor of Philosophy March 2003 The Australian Centre, Faculty of Arts The University of Melbourne Abstract This thesis examines how Aboriginality, ‘Asianness’ and whiteness have been imagined from Federation in 1901 to the present. It recovers a rich but hitherto largely neglected history of twentieth century cross-cultural partnerships and alliances between Indigenous and Asian-Australians. Commercial and personal intercourse between these communities has existed in various forms on this continent since the pre-invasion era. These cross- cultural exchanges have often been based on close and long-term shared interests that have stemmed from a common sense of marginalisation from dominant Anglo-Australian society. At other times these cross-cultural relationships have ranged from indifference to hostility, reflecting the fact that migrants of Asian descent remain the beneficiaries of the dispossession of Aboriginal and Torres Strait Islander peoples. Despite the long history of contact between Indigenous and Asian-Australians, these cross- cultural alliances have been largely expunged from the white Australian consciousness. By charting white ideological, political and legislative responses to these engagements, the thesis shows why this historical experience has been repressed in dominant narratives of nation. It argues that the Anglo-Australian desire to maintain racial supremacy, economic dominance and exclusive possession of the nation and its resources has motivated attempts to quarantine these communities from each other. This thesis argues that Indigenous and Asian-Australian people’s shared experience of exclusion from one another and from the dominant narrative of nationhood has been a source of agency and of extra-governmental self-determination and cultural exchange. It provides the first scholarly overview of a new wave of cross-cultural literary, artistic and theatrical production that is rewriting the national geographic and social imaginary. The thesis thus offers a new non-Anglocentric account of the national narrative and its fictions. It shows that Asian/Aboriginal cross-cultural alliances problematise ‘Black/white’ and ‘migrant/settler’ dichotomies and, as such, contest dominant narratives of nation, challenge accepted versions of Australian historiography and expose the limitations of the discourses of multiculturalism and reconciliation.     Z f A /ASJ 30/2016 | 5 From the editors of this issue In reference to the recent awareness of “the growing use of the idea of ‘entanglement’ as a key theoretical term in the humanities and social sciences” this issue reflects the increasing challenge “to move away from narrowly defined ‘national’ histories towards an understanding of [Australian] History [and presence] as an interlinked whole where identities and places are the products of mobilities and connections”.1 We take up this flexible approach to gain a deeper understanding of a spectacular experiment which ended in a clash of cultures but also led to transcultural collaboration. It was the result of European ‘entanglement’ overseas, that is, Europe’s presence among Indigenous populations and its invasive influence on these societies. Like elsewhere, the colonial past is still present today in Australia and former colonial power relations continue to have an impact in the present. This causes never-ending intricate debates on the historical, political, social, cultural and legal circumstances of European settlement in Australia. Today’s coexistence of Indigenous people and new Australians of diverse backgrounds is determined by hidden implications, outspoken arguments, and concessions not yet achieved within the fragmentary context of these debates. As a result, the colonial legacy remains in the widest sense a controversial issue for politicians and academics, and this in all her facets. Academic research, therefore, will always reflect contested views on the colonial era of intercultural encounter. This also applies to the perception of the Indigenous peoples’ joint efforts to save their culture in a postcolonial context.

    A New Look at the Old "Race" Language: Rethinking "Race" and Exclusion in Social Policy ChorSwang Ngin California State University, Los Angeles This essay is an examination of the use of the notion IIrace" current in American social science literature and public discourse. It argues that the current assumptions of IIrace" are mistaken and lead to misunderstanding and misdi­ rected social policy. A rethinking of the notions of IIrace" requires making a paradigmatic shift of the old categories of IIrace" and IIrace relations" to a new language that rejects ' IIrace" as a descriptive and an analytical category. It examines the processes through which IIracist" social poli­ cies are enacted against Asian immigrants in contemporary Southern California. INTRODUCTION The "race" language in contemporary scholarly and media dis­ course in the United States is most ubiquitous. Major media head­ lines after the Los Angeles riots included "Race and Rage" (U.S. News and World Report), "Rethinking Race and Crime in America" and "Beyond Black and White" (Newsweek), "Why Race Still Divides American and its People" (Time) and more recently, "Blacks vs Browns" (Atlantic Monthly). In the aftermath of the riots, academics and journalists analyzed the riots as though it were a matter of "race relations": first it was a problem between blacks and whites, then between blacks and Koreans, and then between blacks and Latinos, and back to blacks and whites as public attention focuses on the Reginald Denny incident as the case goes to trial. The intent of this paper is not to attempt to grasp the meanings and the causes of the earth-shaking events in Los Angeles, but to deconstruct the worn-out vocabulary of "race" and "race relations" and the narrow framework that has dominated academic writing, official governmental practices, and discourse on social relations.

Hamacher Nura Gili Centre for Indigenous Programs, University of New South Wales, Sydney, NSW, 2052, Australia Email: [email protected] Of the hundreds of distinct Aboriginal cultures of Australia, many have oral traditions rich in descriptions and explanations of comets, meteors, meteorites, airbursts, impact events, and impact craters. These views generally attribute these phenomena to spirits, death, and bad omens. There are also many traditions that describe the formation of meteorite craters as well as impact events that are not known to Western science. Comets Bright comets appear in the sky roughly once every five years. These celestial visitors were commonly seen as harbingers of death and disease by Aboriginal cultures of Australia. In an ordered and predictable cosmos, rare transient events were typically viewed negatively – a view shared by most cultures of the world (Hamacher & Norris, 2011). In some cases, the appearance of a comet would coincide with a battle, a disease outbreak, or a drought. The comet was then seen as the cause and attributed to the deeds of evil spirits. The Tanganekald people of South Australia (SA) believed comets were omens of sickness and death and were met with great fear. The Gunditjmara people of western Victoria (VIC) similarly believed the comet to be an omen that many people would die. In communities near Townsville, Queensland (QLD), comets represented the spirits of the dead returning home.
