Policing can be dangerous, even life -threatening, work this alone does not distinguish them from other public servants who face danger, such as firefighters, corrections officers, sanitation workers , and the people we send underground to dig the subways and the tunnels that bring our water. Police officers are given extraordinary powers— to carry a gun in a city where few lawfully can, to detain and arrest under the authority of the state, and to use force where necessary to protect their own lives or the lives ofothers. Extraordinary demands are made on them as well: responding to every conceivable emergency , bearingwitness to the worst things human beings do to themselves and one another, protecting the weak and vulnerable, and investigating crime to bringjustice to victims andtheir families and upholdthe rule of law. Inturn, the public expects and demands what should be rather ordinary things : that the police carry out these responsibilitieswithout bias or misuse oftheir authority, that they willingly and effectively mete out discipline to officers who fail to meet these standards, and that they submit to public accountability for their actions. How the police respond to public protests against police misconduct puts both the importance, and the fragility, of public trust and legitimacy on full display. On May 25, 2020 , a Minneapolis police officer killed George Floyd, an unarmed Black man, in the course of effectuating an arrest for using a suspected counterfeit bill. Inthe ensuing days and weeks , people across the country engaged in mass protests, including in New York City. The protests were sparked by Floyd's death, but quickly expanded to embrace broader concerns about systemic racism in law enforcement and whether police are held accountable for excessive force. Considering their scale and duration, New York City's protests were largely peaceful and the actions of most police officers were appropriate . However , the demonstrations also triggered numerous violent confrontations between police and protesters and widespread allegations that police had used excessive tactics against citizens exercising their First Amendment rights. NYC Departmentof Investigation InvestigationintoNYPD Responseto GeorgeFloydProtests On May 31, using his authority under Section 803 of the New York City Charter the Mayor directed the New York City Department of Investigation (DOI) to conduct a review of the response by the NewYork City Police Department (NYPD or the Department) to the protests. This directive was later embodied in Executive Order 58, signed on June 20, 2020. The Executive Order also called upon the Corporation Counsel to conduct “ a separate analysis ... of factors that may have impacted the events at protests .” report does not include the Corporation Counsels separate analysis. Also on May 31, DOI received a written referral from City Council Speaker Corey Johnson and Councilmember Ritchie Torres, Chair of the Oversight & Investigations Committee, similarly requesting that DOI investigate the NYPD's approach to policing these protests.1 This Report outlines DOI's investigation into the NYPD's response to protests in New York City from May 28, 2020 through June 20, 2020 (hereinafter referred to as “ the Floyd protests”). For purposes of this Report DOI focused on the NYPD's institutional and operational systems for response to the Floyd protests, including but not limited to its planning, strategy, enforcement actions, intelligence collection and dissemination, training, and police community relations. In New York City, accountability for the actions of individual police officers or supervisors must come through disciplinary investigations or criminal investigations (which are the province of NYPD's Internal Affairs Bureau (IAB) , the CivilianComplaint Review Board (CCRB), or criminal prosecutors) or through civil litigation. Nearly all such investigations arising from the Floyd protests are ongoing as of the date ofthis Report. In order to avoid interfering with those investigations, or undermining their effectiveness, this Report does not consider

    “We just need to go Egypt on their ass!” The Articulation of Labor and Community Organizing in New York City with Occupy Wall Street John Krinsky and Paul Getsos DRAFT: PLEASE DO NOT CIRCULATE BEYOND THE WORKSHOP b/c no citations Introduction Most of the people who marched down Broadway on the afternoon of September 17, eventually claiming Zuccotti Park and renaming it Liberty Square, practice activism as opposed to base- building campaign organizing. The difference between these two approaches to social justice work is a crucial one for understanding the tensions and potentials in Occupy Wall Street, and for distinguishing the core of Occupy from the more institutional left, comprised of established labor unions and community-based economic justice organizations. Occupiers focus on direct action and tactics whose aim is to raise awareness about an issue, or to challenge the state and corporate power (most usually by challenging the police or by claiming and occupying both public and private space). The institutional left focuses on building issue-oriented campaigns and leadership development among communities directly and adversely impacted by economic inequality in order to deliver tangible results. One of the things that makes Occupy unusual is that it is one of the few times outside of the global justice demonstrations in Seattle and work around the party conventions, that groups which practice the discipline of organizing worked with activists. Even more unusual is that organizers and activists have worked together over a sustained period of time and have moved from issue to issue and campaign to campaign. Some are very localized, such as work against stop-and-frisk policing in the South Bronx where Occupy Wall Street works with local neighborhood activists, to the Bank of America Campaign, where Occupy Wall Street activists are part of a national campaign where partners include the community organizing network National People’s Action and the faith-based federation of community organizations, PICO.

Contrary to State catechism delivered through our schools, America was not born a democracy; rather it emerged as a republic with a distinct bias against democracy. Nonetheless we inherit a great demotic heritage. Abolition, the labor struggle, women’s suffrage, and Civil Rights, for example, struck mighty blows against the established political and economic power of the State. State political economies, whether capitalist, socialist, or communist, each express characteristics of a slave society. All feature oppression, exploitation, starvation, and destitution as constitutive elements. In order to survive in our capitalist society, the average person must sell the contents of her life in exchange for a wage. Fundamentally, I challenge the equation of State schooling with public and/or democratic education. Our schools have not historically belonged to a democratic public. Rather, they have been created, funded, and managed by an elite class wielding local, state, and federal government as its executive arms. Schools are economic institutions, serving a division of labor in the reproduction of the larger economy. Rather than the school, our workplaces are the chief educational institutions of our lives.

Respect fully, ANNUAL REPORT-1921 In submitting to your Honor the report of the operations of this depart- ment for 1921, the last year of the first term of your administration, it will . not be out of place to review or refer briefly to some of the most important things accomplished by this department, or that this department was asso- ciated with during the past 4 years. The very first problem presented involved matters connected with the appropriation for temporary use to the Navy Department of 225 acres in Pelham Bay Park for a Naval Station for war purposes, in addition to the 235 acres for which a permit was given late in 1917. A total of 481 one- story buildings of various kinds were erected during 1918, equipped with heating and lighting systems. This camp contained at one time as many as 20,000 men, who came and went constantly. AH roads leading to the camp were park roads and in view of the heavy trucking had to be constantly under inspection and repair. The Navy De- partment took over the pedestrian walk from City Island Bridge to City Island Road, but constructed another cement walk 12 feet wide and 5,500 feet long, at the request of this department, at an expenditure of $20,000.

    THE LEGISLATURE STATE OF NEW YORK ALBANY January 14, 2021 Honorable Bill de Blasio Mayor of the City of New York City Hall, New York, NY 10007 Dear Mayor de Blasio: In these diffiCult times, we applaud you and the Chancellor for starting the hard work of developing a proaCtive plan to Close the “COVID aChievement gap” experienced by many students throughout the City. We reCognize that the details of this plan are still being determined. We write today to make several recommendations for you to consider as you work to address both the achievement gap in academic, social and physical skill areas and the regression of life among the approximately 200,000 students with Individualized Education Programs (IEPs). Unlike other students, this population of Children may never catch up on what was lost during the days of remote learning. With regard to the effort to provide families the option of blended or remote instruction models, appropriate staffing has beCome a Challenge, partiCularly for students with IEPs. This has been detailed in the press and in testimony from parents and other stakeholders at the joint Committee hearing of the New York City Council on the reopening of sChools (10/23/20).     David Norman Dinkins served as NYS Assemblyman, President of the NYC Board of Elections, City Clerk, and Manhattan Borough President, before being elected 106th Mayor of the City of New York in 1989. As the first (and only) African American Mayor of NYC, major successes of note under his administration include: “Safe Streets, Safe City: Cops and Kids”; the revitalization of Times Square as we have come to know it; an unprecedented agreement keeping the US Open Tennis Championships in New York City for 99 years – a contract that continues to bring more financial influx to New York City than the Yankees, Mets, Knicks and Rangers COMBINED – comparable to having the Super Bowl in New York for two weeks every year! The Dinkins administration also created Fashion Week, Restaurant Week, and Broadway on Broadway, which have all continued to thrive for decades, attracting international attention and tremendous revenue to the city each year. Mayor Dinkins joined Columbia University’s School of International and Public Affairs (SIPA) as a Professor in the Practice of Urban Public Policy in 1994. He has hosted the David N. Dinkins Leadership and Public Policy Forum for 20 years, which welcomed Congressman John Lewis as Keynote Speaker in 2017. 2015 was a notable year for Mayor Dinkins: the landmarked, Centre Street hub of New York City Government was renamed as the David N. Dinkins Municipal Building; the David N. This report measures the state of parks in Brooklyn. There are many different kinds of parks — active, passive, and pocket — and this report focuses on active parks that have a mix of amenities and uses. It is important for Brooklynites to have a pleasant park in their neighborhood to enjoy open space, meet their neighbors, play, and relax. While park equity is integral to creating One Brooklyn — a place where all residents can enjoy outdoor recreation and relaxation — fulfilling the vision of community parks first depends on measuring our current state of parks. This report will be used as a tool to guide my parks capital allocations and recommendations to the New York City Department of Parks and Recreation (NYC Parks), as well as to identify recommendations to improve advocacy for parks at the community and grassroots level in order to improve neighborhoods across the borough.
