Anarcho-Syndicalists in the Mexican Revolution the Casa Del Obrero Mundial Anarcho-syndicalists in the Mexican revolution the Casa del Obrero Mundial Anarchist Federation 2010 During the first twenty years of the 20th century Mexico was engulfed in revolutionary turmoil. Various ‘constitutionalist’ (i.e. democratic) capitalist factions vied for power whilst attempting to overthrow the dictatorship of General Porfirio Diaz . Meanwhile the Agrarian (landless peasant) movement of Emiliano Zapata and the emerging urban working class attempted to defend their own interests amidst the chaos. The Agrarians engaged in guerrilla activity against the various ‘revolutionary’ governments with the aim of reclaiming and defending the land of the indigenous population from the landowners. During the years 1906 to 1915 the Partido Liberal Mexicano (P.L.M.) played a leading in role in attempting to bring together Agrarian and proletarian revolt. Beginning from an advanced left liberal-democratic position the P.L.M., under the influence of the Magon brothers, developed into an anarchist communist organisation with its own guerrilla units involved in the expropriation of land in the Baja California region and leading strikes in Veracruz, amongst other areas. The P.L.M. called for “Tierra y Libertad” (Land and Freedom), the immediate expropriation of the landlords and bosses and the abolition of the state. In 1912 the anarcho-syndicalist Casa del Obrero Mundial (House of the World Worker) was formed and rapidly attracted the urban workers of Mexico City to its ranks. Yet, within three years the anarcho-syndicalists were organising Red Battalions to fight in defence of the Mexican state! Although the Casa emerged with a typical anti-politicism and a desire to concentrate on economic struggle several factors led it to give support to one bourgeois faction, the Constitu- tionalist forces of Venustiano Carranza, against the Agrarians and their P.L.M. allies. Firstly, the anarcho-syndicalists viewed the industrial proletariat as the organised vanguard of the social revolution, in spite of the fact that they constituted a tiny minority of the Mexican working pop- ulation. This vanguard, they argued, had to be developed and expanded as rapidly as possible and the anarcho-syndicalists sought what they hoped would be the best conditions for this. Sec- ondly, the anarcho-syndicalists considered the Agrarian movement as an essentially reactionary one, committed to turning back the clock, and rejecting the ‘advances’ in technology andunder- standing that capitalism had brought. They pointed to the Zapatista’s “religiosity” and general ‘backwardness’ as proof of their danger to the ‘advanced’ sections of the working class. Finally, and most importantly, the anarcho-syndicalists believed that the progressive, democratic bour- geois state which was offering the Casa freedom to organise (and in fact was actually encouraging the Casa to organise!) should be defended against ‘reaction’, Agrarianist or anti-constitutionalist. After the anarcho-syndicalist Red Battalions had played their part in ‘saving’ theMexican state, the inevitable happened. In the spring of 1916 the Constitutionalist government turned on the Casa, disbanded the Red Battallions and forcibly closed down the syndicates following the second of two General Strikes that year.     34 JOURNAL OF WOMEN’S HISTORY SPRING WOMEN COFFEE SORTERS CONFRONT THE MILL OWNERS AND THE VERACRUZ REVOLUTIONARY STATE, 1915–1918 Heather Fowler-Salamini When the Mexican Revolution(1910–1920) erupted, seasonal women coffee sorters like permanent workers were forced to defend their eco- nomic livelihood in the face of rampant inflation. This article examines the discourse and strategies of Veracruz women coffee workers, anarchosyndicalist organizers, agro-industry, and the revolutionary state as they negotiated with each other. The embryonic revolutionary state and the trade union activists had different objectives linked to controlling working-class mobilization. As a result, the coffee sorters’ discourse can best be framed within the context of women’s responsi- bility for preserving the family and their struggle to fulfill that obliga- tion. or a long time, the question of gender was ignored or marginalized in FLatin American labor history.1 While South American historians have taken the lead in addressing this issue, Mexican scholars have lagged some- what behind.2 This study seeks to add a new dimension to Mexican gendered labor history by examining the making of Veracruz woman cof- fee sorters and how they organized and confronted mill owners and an emerging revolutionary state. Their actions were intimately linked to the development of a new coffee export industry, anarchosyndicalism, and the emergence of an embryonic revolutionary state in the midst of the Mexican Revolution, 1910–1920. My first objective here is to explore how gender intersects with work in the Veracruz coffee mills. I use historian Joan Scott’s definition of gen- der as a social construct based on perceived differences between the sexes as well as a way of signifying dynamic relationships of power.3 Gender is an important determinant of the division of labor.

    The I.W.W. and their Press in Latin America Radical Border Crossers: The Industrial Workers of the World and their Press in Latin America1 ANTON ROSENTHAL University of Kansas Whenever I ask my students to tell me what the I.W.W. was, invariably the first answer that comes up is that it was the acronym for the “International Work- ers of the World.” Aside from the inaccurate redundancy, I think this answer unwittingly points to an under-appreciated truth about the Industrial Workers of the World—that it was an early 20th-century organization with a truly global reach, filled with activists who eagerly crossed international borders in support of causes that they sometimes strategically framed as local but which clearly fit into a broad plan of worldwide syndicalist revolution linked with anarchism. This goes against the grain of much of the historiography of the organization, which is tied to nation-based studies and often misses the internationalist orientation of the syndicalist movement. Founded in Chicago in 1905 as an alternative to the reformist, craft-union based American Federation of Labor, the I.W.W. spread globally through its industry-based unions, particularly the Marine Transport Workers Union, #510, and through a varied and vibrant press which sought to reach the “unorganizable”—European immigrants, blacks, Chinese, Mexicans, women, children, the unskilled—by way of an appealing revolutionary message that a better world was possible through the application of syndicalist principles of social organization and direct action.     "Without Any More Law Than Their Own Caprice": Cotton Textile Workers and the Challenge to Factory Authority During the Mexican Revolution* JEFFREY BORTZ SUMMARY: Much current literature argues that the Mexican revolution was not a revolution at all, but rather a series of rebellions that did not fundamentally alter the social order. Similarly, many scholars assert the changes in the Mexican work world during the Mexican revolution were the result of a paternalistic state rather than the product of the actions of workers. This article examines cotton textile workers* relationship to authority in the workplace during the most violent phase of Mexico's revolution, 1910-1921. The results suggest that revolution indeed gripped the country, one that energized the country's still emerging factory proletariat. There is compelling evidence that millhands throughout Mexico continuously and successfully challenged the authority of owners and supervisors, fundamentally altering the social relations of work. It is this "hidden" revolution in the factories that explains changes in labor law, labor organization, and worker power in the immediate post-revolutionary period. The effectiveness of the workers' challenge to authority is what explains: 1) the new regime's need to unionize; 2) the development of pro-labor labor law after the revolution; 3) the power of unions after 1920. In short, workers' challenge to authority during the revolution is what explains the labor outcome of the revolution afterwards.
