January 2019 Legislative Update
LEGISLATIVE UPDATE JANUARY 2019 The November election resulted in a Congress that looks far different than it ever has. As you know, Democrats took over the House, and both political parties changed in significant ways that will likely affect the way business is done in Washington. As the Majority, Democrats will have control over those Committees affecting maritime policy. Chairman Adam Smith (D-WA) and Ranking Member Mac Thornberry (R-TX) will head up the House Armed Services Committee which notably has jurisdiction over the Maritime Security Program, as well as any "new build" and recapitalization issues impacting the maritime schools' training ships. Chairman Peter DeFazio (D-OR) and Ranking Member Sam Graves (R-MO) lead the House Transportation and Infrastructure Committee (T&I) which has jurisdiction over the majority of issues important to the U.S.-flag industry, including the Coast Guard, the Jones Act and MarAd. Rep. Nita Lowey (D-NY) chairs the House Appropriations Committee along with her Republican counterpart Kay Granger (R- TX). The Committee oversees MSP funding. Chairman Bennie Thompson (D-MI) and Ranking Member Mike Rogers (R-AL) head up the House Homeland Security Committee which has jurisdiction over ports under the Marine Transportation Security Act and other maritime security issues. We are still awaiting the announcement of House Subcommittee leadership appointments including Chairs for the Armed Services Committee's Seapower and Projection Forces Subcommittee (expected to be Rep. Joe Courtney (D-Conn.)) and T&I’s Coast Guard & Maritime Transportation Subcommittee. In the Senate, Richard Shelby (R-AL) and Patrick Leahy (D-VT) will oversee the Senate Appropriations Committee. -

As the federal government attempts to comply with a federal court ruling ordering these families to be reunified, we watch with great concern as reports emerge about the mistreatment children and their parents face in federal custody. Many of our organizations have provided expert advice to the federal government about how to best care for and treat these families, but recent reports continue to raise troubling questions about the quality of care and treatment they are receiving. As such, we urge you to hold oversight hearings with the Departments of Homeland Security (DHS) and Health and Human Services. As leaders of key congressional committees, we hope you will be able to get the comprehensive answers from these agencies that the public cannot. This report defines top staff (or “key” or “senior” staff) to include: chiefs of staff, legislative directors, and communications directors in Washington, D.C. personal offices; and staff directors assigned to full committees. The data reflect employment on June 1, 2018. Key findings show: ● People of color account for 42.5 percent of Mississippi’s population, but they account for only 18.75 percent of the top staffers who work for the U.S. House and U.S. Senate Members who represent Mississippi. ● African Americans make up over 37 percent of Mississippi’s population but less than 13 percent of the top staffers who work for the Mississippi congressional delegation. ● Of the six top staffers who work for U.S. Senators from Mississippi, none are African American. ● Most African Americans in Mississippi (57.4 percent) live in a district represented by a U.S. House Member and two U.S. -

Targeted sampling from massive block model graphs with personalized PageRank∗ Fan Chen1, Yini Zhang2, and Karl Rohe1 1Department of Statistics 2School of Journalism and Mass Communication University of Wisconsin, Madison, WI 53706, USA Abstract This paper provides statistical theory and intuition for Personalized PageRank (PPR), a popular technique that samples a small community from a massive network. We study a setting where the entire network is expensive to thoroughly obtain or maintain, but we can start from a seed node of interest and \crawl" the network to find other nodes through their connections. By crawling the graph in a designed way, the PPR vector can be approximated without querying the entire massive graph, making it an alternative to snowball sampling. Using the degree-corrected stochastic block model, we study whether the PPR vector can select nodes that belong to the same block as the seed node. We provide a simple and interpretable form for the PPR vector, highlighting its biases towards high degree nodes outside of the target block. We examine a simple adjustment based on node degrees and establish consistency results for PPR clustering that allows for directed graphs. These results are enabled by recent technical advances showing the element-wise convergence of eigenvectors. We illustrate the method with the massive Twitter friendship graph, which we crawl using the Twitter API. We find that (i) the adjusted and unadjusted PPR techniques are complementary approaches, where the adjustment makes the results particularly localized around the seed node and (ii) the bias adjustment greatly benefits from degree regularization.
