The Missoula County DUI Task Force represents a diverse cross section of the community appointed by the Missoula County Commissioners with the mission of promoting a healthier and safer environment for county residents by reducing the number of alcohol-related traffic crashes through environmentat and enforcement strateg ies, public education, awareness, and legislation.

State Overview

State Demographic Analysis

Montana is geographically located in the Northwest region of the Nation. According to the census, Montana had a population of 989,415 in 2010. Residents are distributed over 56 counties and 130 municipalities. Approximalely 23% of Montana residents are under 18, 60% are between the ages of 18 and 65, and 15o/o {e over 65. ln 2013, there were 1,176,578 registered vehicles and 766,716licensed drivers. Of those 1.93o/o are under 18,78.44o/o are between 18 and 65, and 19.35o/o are over 65.

Drugs and alcohol in Montana traffic crashes - Problem Overview (2004 - 20131 lmpaired driving continues to be a significant issue in Montana. After alcohol, the next most frequently found drug involved in DUI cases is marijuana. o Fatalities and serious injuries from alcohol- and/or drug-related crashes have generally declined over the past ten years, however, fatalities increased in 2013. o For every 100 people involved in an alcohol- and/or drug-related crash, 12 to 13 are either killed or seriously injured. . lmpaired driving crashes account for only 8o/o of people involved in all crashes, but 29% of serious injuries and 43o/o of all fatalities. o The 18 to 44 age range accounts for around 2 out of 3 (67Yo) of impaired driving fatalities and serious injuries, compared to around half (51%) of the statewide total. . Males account for around 2 out of 3 impaired driving fatalities and serious injuries. . Fatalities and serious injuries from impaired driving crashes often result from a combination of risk factors, such as driver distraction (567o), failure to wear seat belts (56%), adverse lighting (51o/o), roadway curvature (41%), and speeding (32o/o). The cost of alcohol abuse

Results of a study conducted by the 's Bureau of Business and Economic Research, released in 2009 show that alcohol abuse costs the state's economy more than half a billion dollars per year in lost wages and productivity, alcohol treatment costs, medical costs, and other public and private spending. Of that number, $49.1 million was spent on "extra police, judges and prison cells needed to protect citizens and enforce the laws that are broken because of the impairing impacts of alcohol." A subsequent study, released in January 2010, noted that the addition of alcohol related crashes with injuries represent an additional $131 million, bringing the total economic cost of alcohol abuse to $642 million.

Under Montana law, there are two types of impaired driving offenses: driving under the influence (charged under 561-8-401, MCA) and driving with excessive blood alcohol concentration (charged under 561-8-406, MCA). I A driver suspected of DUI may have more than one opportunity to provide or refuse to provide evidence of impairment. The P.A.S.T. is provided at the location of the initial stop. The implied consent test may be breath or blood and is done at a fixed base location by law enforcement (breath test) or medical personnel (blood draw).

Towards a solution

DUI Task Forces were first formed in 1987, with the purpose of:

(a) preventing driving while under the influence of alcohol (b) reducing alcohol-related traffic crashes (c) educating the public on the dangers of driving after consuming alcoholic beverages or other chemical substances that impair judgment or motor functions.

Missoula is the county seat of Missoula County. lt is located along the near its with the River in and at the convergence of five mountain ranges, thus is often described as the "Hub of Five Valleys". The 2010 Census put the population of Missoula at 66,788 and the Missoula Metropolitan Area at 109,299. As of July 1,2012 estimated population had grown to 68,394. As of July 1,2012 the Missoula Metropolitan Area's population was estimated to be 'l'10,977. Since 2000, Missoula has been the second most populous city in Montana.

Montana has one of the highest fatality rates in the nation for number of deaths caused by impaired drivers per vehicle miles traveled. Alcohol-involved crashes in Montana and in Missoula County declined 50% over several decades and then progress plateaued in recent years. According to the Montana Highway Patrol's 2014 Annual Report, "Alcohol Present" ranks number one of the Top Ten Contributing Circumstances in Fatal Crashes in Montana. The Missoula County DUI Task Force Plan for SFY2017 seeks to research underlying beliefs and behaviors of high-risk groups to better understand them; develop and implement strategies by using the appropriate proven and innovative education materials and outreach communication channels.

The research findings and recommendations willsupport Montana's Comprehensive Highway Safety Plan (CHSP) and it's overarching goal of Vision Zero - Zero fatalities and Zero serious injuries as well as support the Missoula Area Community Transportation Safety Plan (CTSP). The CTSP is a collaborative effort to reduce fatal and incapacitating crashes within the Missoula urbanized area.

Lonie Hutchison, the Missoula County DUI Task Force Coordinator, participates as a member of Missoula's Transportation Safety Advisory Committee (TSAC) that coordinates efforts to accomplish the strategies set forth in the Missoula Area Community Transportation Safety Plan (CTSP) to reduce the five-year average of fatal and incapacitating crashes by 25o/o from 2013 to 2018 (a reduction from an annual average of 8 fatalities and 143 incapacitating injuries to 6 fatalities and 107 incapacitating injuries). The lmpaired Driving Emphasis Area of the CTSP is co-chaired by Lonie Hutchison, Coordinator for the Missoula County DUI Task Force, and Sgt. Greg Amundsen with the Missoula Police Department.

PRocRAM AoulttlstnATtoN DUlTask Force The Missoula County DUI Task Force is a multi-faceted coalition representing a diverse cross section of community stakeholders committed to reducing alcohol-related traffic crashes in Missoula County by implementing evidence-based tratfic safety countermeasures. One of the more important activities of the Task Force is bringing various parties together to partner on projects, coordinate efforts, acquire and share resources. lnitial funding comes from driver license reinstatement fees. The Task Force operates at the county level to reduce and prevent impaired driving and is committed to carry out the objectives and activities set forth in this strategic plan for the period July 1, 2016 through June 30,2017.

Meetinq Schedule The [/tissoula County DUI Task Force will meet monthly as the full group during SFY2O17 11"1 Thursday of the month, 12 pm - 1:30 pm, Missoula Emergency Services Training Center, 1220 Burlington Avenue, Missoula). Additional meetings may be held as needed. DUI Task Force subcommittees that may be convened in the future will meet as frequently as needed to carry out planned activities.

DUI Proqram Coordinator A program responding to the many objectives and strategies contained in the Missoula County DUI Plan requires some expenditure for accounting services, planning, coordination and administration. The Missoula County DUI Task Force will provide monetary support to the Missoula City-County Health Department for a DUI Program Coordinator 30 hours per week (.75 FTE) and monetary support for accounting services provided by the Health Department's accountant.

DU! Task Force Goordinator Responsibilities: . lmplement and monitor the Missoula County DUI Plan and budget. . Serve as liaison to the media, the State Highway Traffic Safety Office and other community and state groups. The coordinator will continue as an active partner in the community system focusing on alcohol-related concerns (consisting of government policy makers, providers, school officials, law enforcement, parents and other concerned citizens) with an emphasis on coordination and collaboration' Safety . Represent the Missoula County DUI Task Force as a member of the City of Missoula Transportation Emphasis Area of the Missoula Area Advisory committee (TSAC) and sbrve as co-chairman of the lmpaired Driving plan quarterly and assisting with implementation Community Transportation Safety (CTSp), participating in meetings of strategies identified in the CTSP. ' Represent the Missoula County DUI Task Force as a member of the lmpaired Driving Emphasis Area of the Montana Department of Transportation's Comprehensive Highway Safety Plan (CHSP), participating in quarterly meetings in Helena and assisting with implementation of strategies identified in the CHSP. . Represent the Missoula County DUI Task Force at the Montana Department of Transportation's Annual Transportation Safety Planning Meeting in Helena. . Represent the Missoula County DUI Task Force at the annual statewide DUI Task Force meeting in Helena hosted by the Montana Department of Transportation. ' Represent the Missoula County DUI Task Force as a voting member of the Missoula Underage Substance Abuse Prevention (MUSAP) Coalition. . Maintain accountability and ensure reporting requirements are met. 1. Each year, the Task Force must submit the following to the county governing body: (a) A budget and a financial report for each fiscal year (b) An annual report containing but not limited to: i. An evaluation of the effectiveness of the program. ii. The number of arrests and convictions in the county for driving under the influence of alcohol and the sentences imposed for these convictions. The number of alcohol-related traffic crashes in the county. iii. Any other information requested by the county governing body and considered appropriate by the task force.

2. Ensure meetings are properly organized and documented. (a) Meetings are open to the public. (b) Notice of Meetings: ln accordance with MCA 61-2-106(2), notice of meetings are submitted to the Missoulian and posted on the DUI Task Force page of the Missoula County website. (c) Agendas are prepared and sent out in advance. (d) Sign-in sheets and minutes of meetings are kept.

3. Ensure the budget is properly managed. (a) Special project fund allocations and contacts are properly managed and reimbursed based on provision of services, adequate reporting, and submission of invoices. (b) Maintain records that can withstand an audit.

GOAL: Develop and implement a comprehensive campaign to combat and change the culture of impaired driving specific to the Missoula County community to include:

1. Policy changes at the city and county level 2. Media campaign 3. Educational outreach and materials specific to Missoula County

OBJECTIVE: Obtain information about the Missoula County community in regards to determining the underlying contributing causes of impaired driving and public readiness for community chinge.

OBJECTIVE: lncrease probability that impaired drivers will be subiect to swift, sure and appropriate sanctions through support of rigorous DUI laws. Support environmental strategies such as social host ordinances and compliance checks of businesses that sell alcohol.

(Envircnmental strategies focus on the changing aspecfs of the envircnment that contibute to the use of alcohol and other drugs. Specifically, envircnmental sfnafegies aim to decrease fhe socr,a/ and health consequences of subsfance abuse by limiting access fo subsfances and changing social norms that arc accepting and permissive of substance abuse. They can change public laws, policies and practices to crcate envircnments that decrcase the probability of substance abuse.)

STRATEGY: Support rigorous DUI localordinances and state laws. Note: Many of the DUI Task Force membens are government employees. Lobbying is illegal for most government employees, so care will be taken on how they support certain recommendations. METHOD: Provide local government leaders, state legislators and constituents with information needed to introduce and enact enhanced DUI local ordinances and laws that are sound, rigorous and easy to enforce and administer (ex. stronger penalties for BAC test refusal than for test failure - BAC test refusals result in a higher incidence of citations being challenged in District Courts) and a *primary seat belt law. TIMELINE: Ongoing.

METHOD: Media Advocacy. The Missoula County DUI Task Force willemploy media advocacy to: . Raise awareness and understanding of Montana's enhanced DUI laws including Aggravated DUl, Aggravated DUI with passenger under age 16 in the vehicle, and Felony Criminal Child Endangerment (up to 10 years, $50,000 fine). ' Raise awareness of over service and potential legal consequences to bartenders, servers and establishments. ' Promote responsible drinking and citizen reporting of over service to law enforcement and the Montana Department of Revenue. . Promote discontinuation of happy hour, shot promos, two-for-one specials, or other low-cost drink specials that promote over consumption. . Promote discussion with industry representatives, insurance representatives and other stakeholders about other steps for reducing alcohol over service. . Publicize participants in merchant education training and results of alcohol compliance checks. OBJECTIVE: lncrease risk perception of being arrested and convicted for DU!.

STRATEGY: Support efforts of law enforcement officers.

METHOD: Utilize the ,,Going out tonight? We are." message on water bottles, billboards, posteE, etc. Funding for materials and billboard locations will be iecured via grants and sponsorship by local businesses. Water bottles to be DUI nanOeO out at griz football games, YMCA Riverbank Run, etc.along with distribution of MDT's "What wil! a cost you" brochure at local events.

OBJECTIVE: Reduce incidence of alcohol-impaired driving.

STRATEGY: DU!-related educationalactivities. The DUlTask Force is interested in supporting and promoting DUI- related educational activities that increase public awareness of BAC and how it affects a driver's ability to safely operate a motor vehicle and help deter impaired driving such as: * Respect the Cage Exhibit - displayed at Western Montana Fair & other safety events * The "Alive at25" Program * The "FatalVision" Program * The "lt's Your Choice" Program * Mobile lmpaired Driving Assessment Center (ttllDAC)

TIMELINE: Activities will be conducted throughout the SFY2017 contract year as scheduled by each individual agency with emphasis on weekends, holidays and special events such as high school proms, high school and UM graduations, Grizzly football games and outdoor concerts.

STRATEGY: Age-appropriate transportation alternatives (for Persons 21 Years of Age and Older). The hospitality industry provides a large outlet for alcohol consumption. Fortunately, there are responsible and reasonable methods to enjoy what they offer. Safe Ride Options are important and necessary for the hospitality industry and its customers. These alternative methods of transportation provide people who have consumed alcohol with safe rides home. Non-participants who are exposed to the program promotion and see others participate may be motivated to make more of an effort to not drive after drinking.

METHOD: Support alternative transportation. The Missoula County DUI Task Force may provide promotional support of available safe ride options (mentioned during the 24 RASS trainings scheduled for SFY2017), through social media and at health & safety fairs

TIMELINE: July 1 , 2016 - June 30, 2017.

METHOD: Sponsor Responsible Alcohol Sales & Service (RASS) Training: The DUI Task Force Coordinator will offer RASS classes each month using the Montana Department of Revenue's curriculum, "Let's Control it...Alcohol Responsibility Matters." Revenue generated from the RASS trainings will be used for class materials, postage for mailing course certificates and training announcements. The Missoula County DUI Task Force will charge $10 per participant during SFY2017 ($15 per participant is the maximum fee allowed by the Montana Department of Revenue LiquorControl Division for their Let's Control lt curriculum).

TIMELINE: . One regularly scheduled RASS class each month throughout SFy2017. ' Additional onsite classes upon request subject to availability of trainer.

STRATEGY: Promote policies & practices that prevent underage drinking and over-service to pensons 21 and older. Over-service of alcohol has emerged as a state priority and is a strategy of the "Alcohol- and tirug-lmpaired Driving Crashes" Emphasis Area of the Montana Comprehensive Highway Safety Plan.

METHOD: lncrease merchant education through Responsible Alcohol Sates & Service (RASS) classes. The DUI Task Force Coordinator will offer RASS classes each month using the Montana Departmeniof Revenue,s curriculum, "Let's Control it...Alcohol Responsibility Matters." The course includes a segmeni on spotting fake lD,s and carding practices. * The course encourages written responsible alcohol sales and service policies that discourage over-consumption, designated driver and alternative transportation options, and display oi educational informaiion to discourage impaired driving.

Evaluation An evaluation of our successes, failures and impacts on the community and the identified problem areas is crucial. Outcomes to the strategies described in this plan will be closely monitored. Due to limited resources, we recognize that it is not possible to conduct a sophisticated evaluation on all aspects of this plan. lnstead, we will get specific about particular projects such as the focus on safe ride alternatives, sales to minors, and responsible alcohol sales/service training. To measure progress/success of our proposed activities, monthly outcome reports will be given by law enforcement and community partners at our DUI Task Force meetings. We will also formulate a survey to help us measure the impact of our strategies and programs (Survey Monkey & handout at info table at community events). ln addition, we will look at trend data for the following measures: . Alcohol-related crashes, injuries and fatalities (all ages) in Missoula County during SFY2016. . Percent of drinking drivers ages 15-19, involved in fatal or injury crashes in Missoula County during SFY2016 (NHTSA suggests the 1 5 to 19 age group to better target the analysis). . Number of DUI arrests made during SFY2016. . Number of citations issued for over-service of alcohol and reported to Dept. of Revenue. . Results of alcohol compliance checks.

This proiected budget is based on the last fout quarterly checks that we have received ftom the State Highway Traffic Safety Office. The drivet's license reinstatement fees check fot the final quatet of SFY2016 will not be teceived until the end ofJuly or possibly later.
