This has been our tradition in the last six years to provide capital budget information to all Nigerians. The pullout provides information on federal Ministries, Departments and Agencies, names of projects, amount allocated and their location. The Economic Recovery and Growth Plan (ERGP) is the Federal Government’s blueprint for the resuscitation of the economy and its revival from recession. -

ABSTRACT The article interrogated whether defections or party switching by elected officers, both in Nigeria‟s executive and legislative arms of government, constitutes a nuisance capable of undermining the country‟s nascent democracy or can be treated as a catalyst to ingrain democratic reforms in the country. This question has become a subject of increasing concerns in view of the influx of defections by elected officers from one political party to the other in recent times, especially before and after election periods, without the slightest compunction. It was discovered in the article that though the Constitution of the Federal Republic of Nigeria 1999 (as amended) has made significant provisions regarding prohibition of defection, except in deserving cases, yet elected officers go about „party-prostituting‟ with reckless abandon. The article concludes that political party defections by elected officers, if left unchecked, may amount to a nuisance capable of undermining the democratic processes in Nigeria in the long run. -

Security Threat Assessment for South West Executive Summary Political Context The merger between the Action Congress of Nigeria (ACN), Congress for Progressive Change (CPC), All Nigerian Peoples Party (ANPP) and other smaller parties, has provided an opportunity for opposition parties to align and challenge the dominance of the Peoples Democratic Party (PDP). This however will also provide the backdrop for a keenly contested election in 2015. The zoning arrangement for the presidency is also a key issue that will define the face of the 2015 elections and possible security consequences. Across the six geopolitical zones, other factors will define the elections. These include the persisting state of insecurity from the insurgency and activities of militants and vigilante groups, the high stakes of election as a result of the availability of derivation revenues, the ethnic heterogeneity that makes elite consensus more difficult to attain, as well as the difficult environmental terrain that makes policing of elections a herculean task. Preparations for the Elections The political temperature across the country is heating up in preparation for the 2015 elections. While some state governors are up for re-election, most others are serving out their second terms. The implication is that most of the states are open for grab by either of the major parties and will therefore make the electoral contest fiercer in 2015 both within the political parties and in the general election. -

We normally get water from a stream and a borehole from the town hall but now with the help of the MDGs we have clean drinkable water close to us and we have people from other communities come to get water too. 1. When we came into the communities as MDGs Technical Assistants, we - Livinus Iwuanyanwu (Beneficiary, Motorised Borehole, Umuezegwu, Ihitte Uboma LGA) established some institutional structures like the LGA committee and LGA technical team. The technical team went through the communities to know 5. Before MDGs built this motorized borehole, we used to go to a stream called their felt needs and thereafter raised a proposal to address those needs. During Nkwaf which is three and a half miles away and also a stream called Ezeahar one implementation, they are also involved in the monitoring and supervision of and half miles away. We also use the Oyibo stream which moves with the flood projects until they become a reality. The communities are happy with the MDGs and the water is not drinkable. Shola Omotola and Charles Nyuykonge PPB # 033 This Policy & Practice Brief forms part of ACCORD’s March knowledge production work to inform peacemaking, 2015 peacekeeping and peacebuilding. Executive summary Concerns about Nigeria’s ability to hold a peaceful general election in 2015 have characterised the work of governance, peace and security sector practitioners and policymakers for some time now. The prevailing discourse emanating from Nigerian and international actors alike predominantly focuses on the actions (and inaction) of major stakeholders, including Nigeria’s ruling and opposition political parties, mass media and civil society, and the international community. Nigeria’s upcoming polls are signifi cant, with the potential to make or mar the country’s democracy and threaten its peace and security and, by extension, the stability of the West African region and of the continent. The outcome of the election will largely depend on preparations and the administration of processes by Nigeria’s Independent National Electoral Commission (INEC) before, during and after the polls. This Policy & Practice Brief (PPB) primarily aims to explore Nigeria’s readiness for the election. It draws attention to challenges affecting planning in Nigeria and highlights opportunities that can be harnessed to ensure a free and fair election, with a result that is nationally accepted. The brief assesses the national, regional and international signifi cance of the polls. -

The paper examined the availability of some social infrastructural facilities in rural parts of Imo State. It equally examined the extent to which those facilities have promoted rural development in the State. Data were collected mainly from primary sources. A total number of 2,340 copies of questionnaire were administered in eighteen communities and all were retrieved for the analysis. Research findings revealed unevenness in the availability of potable water supply and telephone (analogue landline) facilities. However, the availability of electricity, educational and health facilities were largely indicated by respondents in the 18 study communities to be well spread across the State. The paper noted some rural development implications as the result of the Z-test of proportion statistics led to the rejection of the null hypothesis and the acceptance of the alternative, which is that, majority of rural areas in Imo State, have significant presence of social infrastructural facilities that enhance economic activities. The Jonathan Presidency By Reuben Abati Published by The Jonathan Presidency The Jonathan Presidency By Reuben Abati A review of the Goodluck Jonathan Presidency in Nigeria should provide significant insight into both his story and the larger Nigerian narrative. We consider this to be a necessary exercise as the country prepares for the next general elections and the Jonathan Presidency faces the certain fate of becoming lame-duck earlier than anticipated. The general impression about President Jonathan among Nigerians is that he is as his name suggests, a product of sheer luck. They say this because here is a President whose story as a politician began in 1998, and who within the space of ten years appears to have made the fastest stride from zero to “stardom” in Nigerian political history. Jonathan himself has had cause to declare that he is from a relatively unknown village called Otuoke in Bayelsa state; he claims he did not have shoes to wear to school, one of those children who ate rice only at Xmas. When his father died in February 2008, it was probably the first time that Otuoke would play host to the kind of quality crowd that showed up in the community. The beauty of the Jonathan story is to be found in its inspirational value, namely that the Nigerian dream could still take on the shape of phenomenal and transformational social mobility in spite of all the inequities in the land. With Jonathan’s emergence as the occupier of the highest office in the land, many Nigerians who had ordinarily given up on the country and the future felt imbued with renewed energy and hope. -
