During the rule of East India Company initiative was taken to impart Western Education in this District. In 1834 Midnapore Zilla School was established which was upgraded to Entrance standard in 1857, in the year of the great Indian Mutiny. The F.A. Course was introduced in 1873 at the School and the School was raised to the status of a Second Grade College. The School and the College remained under the same management upto 1887. Law courses were introduced in this College in 1892. After which some changes occurred in the teaching programmes of the College. In 1916 the B.L. course was abolished and I.Sc course was introduced. In 1922 Pleadership course was abolished and B.Sc course was introduced. In 1997, during the 125th year celebration of the college, the Governing Body of Midnapore College took initiative to establish a Law College at Midnapore.Accordingly the Principal of Midnapore College approached to the State Government for permission to establish a Law college at Midnapore. The State Government of West Bengal by an order bearing No. 484 – Edn (CS), dated 31.03.2000 issued permission to the Principal of Midnapore College to establish a Law College styled as Midnapore Law College strictly on self financing basis. Midnapore Law College was thus established by Midnapore College under the stewardship of Prof. Mukul Ranjan Ray who served Midnapore College as Principal from 1982 to 2001. The Vidyasagar University authority granted Affiliation to Midnapore Law College to teach both Three Year LL. B. & Five Year B. A. LL. B. (Hons.) Courses with the Approval of the Bar Council of India. This decision of the University was communicated to the Principal of Midnapore College on 17th July, 2000. After this the Bar Council of India was approached to grant Approval of Affiliation. On obtaining the Approval of Affiliation from the Bar Council of India, Midnapore Law College started admitting the students in both Three Year LL. B. & Five Year B. A. LL. B. (Hons.) Courses from the session 2002-03. The Law College started functioning in one academic building of Midnapore College, named as Netaji Janma Satavarsiki Siksha Bhavan, from July, 2002 within Midnapore College premises. In November, 2003, Midnapore Law College was sifted to its own campus at Jharnadanga, Rangamati near Midnapore Railway Station. On 30th May, 2003 Midnapore Law College obtained Permanent Affiliation of the Vidyasagar University. The Bar Council of India also accorded Permanent Approval of Affiliation to Midnapore Law College on 17th July, 2004. The University Grants Commission recognized the College under Section 2 (f) as communicated by the letter of the UGC, bearing No. F. 8 – 98/2008 (CPP – I) dated 22nd May, 2008. The University Grants Commission also recognized the College under Section 12 (B) of the UGC Act, 1956 as communicated by the letter of the UGC, bearing No. F. 8 – 98/2008 (CPP – I/C) dated 21st July, 2011. 1 VISION To turn out of its portals legally competent human resource excelling both in academics and moral values To produce students who would become true legal professionals and who would contribute to the profession, community and the nation as world citizen. To make the students leaders in their chosen profession with a sense of commitment, social responsibility, and highest moral fiber. MISSION To provide the youth with the best opportunities and environment for higher education and enable them to attain very high levels of academic excellence. To enable students to develop as intellectually alive, morally upright, socially responsible citizens with a positive attitude, ever ready for continuous personal and professional growth. To inculcate a sense of true professionalism among the students and make them self-reliant. To help within the institutional limits the students coming from different background to realize their own potential and to enable them to compete with the best in the society. To foster a close working relationship between the academia, judiciary, legal professionals and the government for the betterment of the society. To create committed youth dedicated to contribute to the world civilization inline with the vision of Swami Vivekananda. COURSES OFFERED 1) Five Year B. A. LL. B. (Hons.) consisting of 10 Semesters of Six months’ duration each. 2) Three Year LL. B. consisting of 6 Semesters of Six months’ duration each. ELIGIBILITY FOR ADMISSION Application for admission is to be made in prescribed form within dates to be notified by College authority for each academic session. Admission Forms with Prospectus are sold by the College Office. Minimum qualification for Five Year B. A. LL. B. (Hons.) is Higher Secondary or equivalent examination having passed with 45 % of marks in aggregate in case of General Category applicants , 42% marks in aggregate in case of Other Backward Class (OBC) applicants & 40 % of the total marks in case of S. C. & S. T. applicants. The minimum qualification for admission in Three Year LL. B. course is Degree (in10 + 2 + 3 pattern) Examination having passed with 45 % of marks in aggregate in case of General Category applicants, 42% marks in aggregate in case of Other Backward Class (OBC) applicants & 40 % of the total marks in case of S. C. & S. T. applicants. However, the applicants are required to appear in the Entrance Test to be conducted by the College which is to be followed by counselling. Qualified candidates are required to take admission within the prescribed dates and the list of the qualified candidates and with date of admission will be notified in the College Notice Board. The selected candidates will have to present all original mark-sheets and testimonials for verification by the College Office for the purpose of admission. Those who appeared at the H. S. Examination / Degree Examination of the current year may also apply and will be admitted provisionally, if selected. Their continuation is subject to obtaining minimum marks as required by the Bar Council of India. 2 AGE ON ADMISSION The maximum age for seeking admission into a stream of five year Integrated Bachelor of Law Degree Programme, is limited to twenty years in case of the General Category of applicants and twenty two years in case of applicants from S.C., S.T. & O. B.C. Candidates. The maximum age for seeking admission into a stream of Three Year Bachelor Degree Course in Law is limited to thirty years. The Age Bar is followed as per Notification No. VU/UG/554/2015 dated 17.03.2015 of the Vidyasagar University. RESERVATION OF SEATS The College maintains the reservation of seats as per Govt. Order. However, the College Management reserves the right of discretion on this behalf if the required number of candidates is not available against the reserve seats. ABOUT TEACHING PROCESS Qualified and experienced teachers, Senior Advocates of the Bar and Senior Members of the Bench and various other Legal Luminaries offer their services for academic purposes. Interactive mode of teaching has been adopted here and a skill of reading, research analysis and writing are developed through project assignments. The process of conducting seminar on emerging trends, remedial classes, group discussions and tutorials are other modes of offering scientific methodology of teaching. The Vidyasagar University has introduced Semester system in 3 Year LL. B. courses and a Semester system in 5 Year B. A. LL. B. (Hons.) in parity with some of the pioneer Law Schools and Universities in India. The Semester system can only enable the students to be identified with the emerging and modern topics in Law and to gather current information about law. In 5 Year B. A. LL. B. (Hons.) courses, this College has launched 60 papers of different subjects in law and 30 papers in 3 Year LL. B. courses in accordance with the guideline of UGC and Bar Council of India and as per the syllabi of the Vidyasagar University, West Bengal. STUDENT FACILITIES The College Authority is trying its best to provide such type of environment within which a student can develop his personality to the fullest extent. The College provides Railway Concession Forms to bonafide students as per rules. Free uninterrupted internet and computer facilities are provided to the learners in the Library. Xerox facilities are available to the students on payment basis. Canteen facilities are provided inside the College premises. One standard playground is provided for games and sports facilities inside the College premises on sharing basis. 3 LIBRARY The College has a well equipped library with a good number of books and in additions; the library provides attractive and valuable authoritative law journals and also magazines of general nature. Separate rules and regulations are in vogue for use of College Library. The Library Cards will be provided by the College Office within fifteen days from the commencement of the classes. IDENTITY CARD Students’ Identity Cards are issued by the College Office free of cost and the students are required to collect the Identity Card within 15 days from the commencement of class for each session. The students must bring Identity Card with him/her while coming to College. A student will have to show Identity Card to the College staff on demand for verification as and when required. Identity Card must be kept carefully in the custody of the student and is not transferable.

Thanks to the munificence of Mrs. Anjali Khan, wife of Sri Amarendra Lal Khan of Narajole Royal Family, our college began its journey from the Historical Gope Palace with a handful of students, with unstinting support and encouragement of Dr Bidhan Chandra Roy, the then Chief Minister of West Bengal. The Palace bears the rich legacy of hosting almost all of the great political leaders, eminent thinkers and many well known freedom fighters of the country, in the days of the British Raj.     LEGAL AID CLINICS IN WEST BENGAL A REPORT 2013 The Commonwealth Human Rights Initiative 1 Written By: Deepan Kumar Sarkar & Ujjaini Chatterjee Edited By: Madhurima Dhanuka, CHRI 2 BACKGROUND & CONTEXT The Commonwealth Human Rights Initiative (CHRI) is an independent, non-partisan, international non-governmental organization, mandated to ensure the practical realization of human rights in the countries of the Commonwealth. The prison reforms programme at CHRI aims at increasing transparency of a traditionally closed system and ensuring accountability. A major area of its work is focused on highlighting failures of the legal system that result in terrible overcrowding and unconscionably long pre- trial detention and prison overstays, and engaging in interventions to ease this. As part of our prison reforms in West Bengal, we have been actively focusing on improving access to effective legal aid for prisoners. As part of this initiative we conduct legal aid clinics in some correctional homes in Kolkata in collaboration with students from the National University of Juridical Sciences & Calcutta University. The Legal Aid Clinics entitled as ‘Shadhinota – Empowering Inmates of Correctional Homes’ – have been quite successful in activating the State Legal Services Authorities towards delivery of legal aid in correctional homes. Since 2010, we have been able to ensure appointment of legal aid lawyers in approx. 80% of the 300-odd cases that were reviewed by students during these legal aid clinics. CHRI has also been able to create legal awareness regarding various legislations such as 436A Cr.P.C, Juvenile Justice Act, and Plea Bargaining etc. amongst inmates of correctional homes. Legal Aid Clinics are not only beneficial for the inmates but are also an important tool in clinical legal education for students.
