The Mayor declared the Regular Meeting held via Zoom, opened at 6:33 p.m. Present in the W. J. 2020-07-02: Jordan Bird– Lindsay Tallon: “Be it resolved that the Council of the Town of Thessalon authorize a donation in the amount of $300.00 for a graduating student from Grade 12 from the Town of Thessalon with the donation to be at the discretion of the Graduation Committee.” CARRIED

Public Consultation

April 7, 2020: Bell Mobility submitted a request to the attention of Robert MacLean, Clerk/Treasurer and Ken Seabrook, Town Superintendent, to initiate public consultation. On April 8, 2020, Ken Seabrook responded that Council was in agreement for Bell Mobility to proceed.

April 24, 2020: A Public Notification Brochure was mailed to property owners within 3x tower height as well as the Town of Thessalon and ISED. Under ISED’s Default Public Consultation Process, Bell Mobility is required to contact landowners within 3x the tower height. The 3x tower height radius of this proposed tower, 53.1 x 3 = 159.3m which includes a 1m lightning rod, encroached on sixteen properties.

April 29, 2020: A public notice was published in the North Shore Sentinel

Comment Period: Due to Covid-19, the 30 day comment period was extended to 45 days, ending on June 12, 2020

Correspondence: We received one correspondence of opposition during this 45-day comment period on May 5, 2020. Per ISED’s Default Public Consultation Process, the correspondence was formally responded to within a 14day period from receipt, on May 8, 2020, stating that the person had 21 days to respond, being May 29, 2020.

The opposition related to depreciation of property value due to the presence of a cellular tower. Bell’s response stated that the potential effects that a proposed antenna system will have on property values are not considered relevant, per ISED’s CPC-2-0-03-i5.

No further correspondence was received.

Conclusion: Bell Mobility has fulfilled its obligations under ISED CPC 2-0-03 Public Default Consultation Process and respectfully requests concurrence from the Town of Thessalon for the proposed tower W6887 Thessalon DT.

Dear Prime Minister Trudeau:

Please be advised the Municipal Council of the Township of Tay at its meeting of May 27, 2020 supported Councillor Norris’s request that the municipality endorse a resolution seeking the Government to intervene to better manage and control the water levels of Lake Huron and Lake Michigan. Following discussion, a motion was moved by Councillor Norris and seconded by Councillor Raymond recommending the following to Council for consideration: Whereas The Township of Tay borders the southeastern shores of Georgian Bay on the Great Lakes of Lake Huron and Lake Michigan Basin; And whereas the volume and height of Lake Huron and Lake Michigan Basin has set unprecedented lows and highs from 2012 to 2020 of over 6 feet; And whereas the high water is causing significant shoreline erosion, flooding areas, extensive property damage to personal and municipal infrastructure and further impacting wetlands, ecosystems and fish habitats; Now therefore, the Township of Tay seeks the Provincial Government and the Government of Canada to intervene with the International Joint Commission to better manage and control the lake levels as set out within the IJC Mission Statement; And further that the IJC take immediate action to lower the level of the lakes to within a manageable average mean of each Great Lake And further that this Resolution be forwarded to the approximately 50 municipalities and 25 Indigenous communities that border Lake Huron and The Association of Municipalities of Ontario for support. As per my conversation with mayor Rosenberg, and his direction to email the Town with this concern for discussion at the council table....

I am requesting that council address a concern among the daily launch crowd.. who are largely local fishermen from town.

For the past several summers, as the ferry boats that serve Cockburn Island folks get busier and busier, a parking issue has arisen, and is now problematic.

Those persons who travel on those ferries, park, sometimes and most often, for several weeks on end, adjacent to the marina boat launch. Their vehicles start in the corner immediately adjacent to the launch, and they take up that entire parking area, the northern perimeter of the marina parking lot.

I am requesting that those people, who pay no parking fees and mostly are not thessalon residents or taxpayers, when leaving for a long stretch, be instructed to park adjacent to the Huron street extension, facing the seniors building, or in the lot immediately to the north of the marina building, facing the slips where the ferries dock.

The issue is that local boaters have no place to park, and parking at any other location in the marina parking lot, makes it extremely inconvenient due to the length of the boat/trailer combo. It could also be somewhat of a hazard to motorists who drive through the marina parking lot.

A reasonable solution would be to simply designate those first 8 to 10 parking spots, again, immediately adjacent to the launch, for paying day launch truck and trailers only.

This could be accomplished with a letter to the ferry owners advising of this, and visible signage posting that area as day launch parking only.

The reality is that the cockburn island folk park their cars along that row and leave, sometimes for weeks on end, seemingly oblivious to the inconvenience they are causing. Leaving Boaters no reasonable place to park.

It would be better for them to park..long term.. as indicated above, freeing up those spots for daily users with trucks and trailers. Their vehicles just sit there anyway.

This has been a common concern for the last couple of years among the fishing and day boaters, and the issue has worsened as the popularity of longer stays on cockburn has increased.

Official Plan Adjustments

1. Page 14 Section B4.2 Local Roads, the road width was corrected to 20.12 meters (66 ft.).

2. Page 14 Section B4.2.1 Municipal Service Lanes, the lane size was corrected to 3.62 meters (11.88 ft.).

3. Page 17 Section B4.10 Top Soil Removal and Commercial Fill, now reads:

“The removal of top soil or filling of land for commercial purposes or to accommodate development shall only be permitted in the Town where authorized by a Planning Act approval and/or a By-law authorized under the Municipal Act, the purpose of which is to establish specifications and regulations of such activity.”

4. Page 60 Section C8.4.1 The Creation of New Lots, a sentence was amended to:

“New lots shall have a minimum lot area (severed and retained lot) that is appropriate for the intended use and access to the severed and retained lots shall be obtained from a local road, assumed by the Town of Thessalon for year-round maintenance.”

35 Gordon Street is in a rural zone. The owner would like to build 2 additions to his house as covered patios. The information below is why it is being brought into question as the additions with encroach on the Zoning requirements for yard sizes in our Zoning By-law Side Patio There is currently 42 ft. from the side of the home to the lot line. He would like to put on a 20 ft. Covered Patio, which would bring the side yard down to 22 ft. which would be 10.8 ft. over the minimum side lot size (minimum side lot size is 32. 8 ft) Back Patio There is currently 62 ft. from the home to the lot line. The zoning by-law says the minimum rear yard should be a minimum of 65.6 ft. which means the yard is already 3.6 ft. short. He wants to add a covered patio of 16 ft. to the back of the home which would further pass the minimum rear yard size, creating a yard of 46 ft. He also owns the lot behind him.

In response to the request from the Tri-Neighbours Board of Management to fill the Secretary-Treasurer position, the Human Resources Committee considered the above request and is recommending the following:

• That, recognizing the workload involved, the Tri-Neighbours Board of Management revisit the $175.00 monthly honorarium paid for this position

• That the Board discontinue paying the Town of Thessalon the $2,000 annual administration fee for the cost of stamps, photocopies etc.

• That consideration be given to allocating all or part of the administration fee to be applied towards the honorarium in hopes of making this position more attractive, considering the duties involved

• That the actual cost of postage, photocopies etc. for Tri-Neighbours be invoiced by the affected municipality

• That the Town of Thessalon offer a space, internet, meeting room etc. for the new Secretary-Treasurer, if required.

June 2020 Report to Council

Tenders

Request for quotations were sent out to contractors for the new 4x4 ½ - ton truck as well as the replacement roofing at the Health Centre.

The following low bids were received

4x4 Truck 45,000 plus HST =$50975 (budgeted $42,500)

Health Centre Roof No bids received (budgeted $50,000)

I would like to recommend awarding the truck tender to Steel Town motors with the overage ($2500) to come from equipment reserves.

I also advertised for the purchase of a utility trailer for public works. The low bid was Northshore Tractor at $4195 plus HST = $4740.35 (budgeted $7500)

Evacuation, Operations Centres & essential services reciprocal agreements

There has been discussion between the Municipalities of , Plummer Additional and Huron Shores regarding entering into a formal agreement including the Town of Thessalon in the event we of a disaster. This idea came from the CEMC Training and Exercise last fall. Please see letter below.

Is this something the Town would wish to participate in?

Algoma manor Pandemic Plan- Request to use arena as morgue

I have been asked by the Algoma Manor Pandemic Planning team to bring forward to Council a request to use the arena ice surface to be used as a temporary morgue should the need occur.

They have also asked the Funeral Home what they have for available space, they don’t have morgue space during the Summer.

Letter to MTO regarding development at 10 Lakeside Drive

I sent a letter to MTO on behalf of the Town to bring to their attention the potential new development at 10 Lakeside Drive and how it may impact traffic entering and exiting the town. The MTO is currently undertaking the design stages of the section of hwy. 17 adjacent to the intersection of Lakeside Drive (formerly 17B) and Hwy 17. The letter identified the need for a wider intersection as well as potentially the construction of an accelerating lane for east bound traffic. I also identified that the town may be developing the property on the north side of the hwy. at Edward street and asked that they include installing conduits to be used by the town for the crossing of the water/sewer infrastructure.

Complaint regarding watercraft speeds on Thessalon River

An e-mail complaint was received regarding the speed at which seadoo’s in particular are travelling on the Thessalon River. The speed of the watercraft is creating waves that are eroding the shoreline adjacent to his property. He asked that the town provide some type of public awareness to curb this activity. I will have something put on the Town web page and if you are in agreement the Facebook page as well.

Complaint regarding location of Destination sign

We received an e-mail from a resident of the Park complaining about the location of the destination sign adjacent the public beach blocking the view from her trailer deck in the park. She complains that she cannot enjoy the view of the beach due to the location of the sign and suggest we move it more to the west allowing a clearer view of the lake.

I would recommend not moving the sign, if moved to the west it will interfere with traffic exiting Lake Street thus becoming a safety issue. If we move it more easterly it will interfere with signage for the park already in place.

If Council is in agreement I will respond to the complaint via return e-mail or letter, if you wish, would you like to provide suggestions as to the content?

Frances Street construction

The contractor has been back and placed the sod as well as changed some of the sign posts identified in the contract. The specification regarding the sod installation, requires them to keep it watered for a period of 30 days. At that time, it will be checked to see if it is taking root and is healthy. It will then be turned over to the Town.

They are still required to have the line painting completed and are staying in touch with me as to when that may happen.

Park/Marina

The park is operating with Seasonal campers only allowed at this time. Washrooms remain locked. The Park seasonal spaces are filled and there is a waiting list.

Maintenance of the ballfields is ongoing weekly to reduce the amount of growth encroaching on the in fields.

The Marina is open for seasonal docking and boat launching, the washrooms remain closed.

Signage has been installed to identify long and short-term parking areas as well as signage warning those folks parking in the lot to stay off the grass.

Hi All, In light of suggestions from the CEMC Training and Exercise last fall, as well as the presentation at the Clerk’s Forum in March 2020 (re: Fire- Municipal Building/Equipment where they had to set up an office in another municipality) and the current pandemic…Other than with Bruce Mines, we have normally had informal arrangements, Council would like to secure something in writing a little more formal with area neighbours in the event that both Plummer and Bruce Mines are affected by a disaster at the same time. Please advise one way or the other if your Municipality would be interested by June 30 th.

2019 Annual Investment Report In accordance with the Town of Thessalon’s Investment Policy, the Deputy Clerk- Treasurer is to provide an annual investment report.

Securities Held: • bank accounts held with a Canadian Credit Union ▪ Northern Credit Union • bank accounts held with a Canadian Chartered Bank ▪ Canadian Imperial Bank of Commerce (CIBC) • Investments in a Canadian Credit Union ▪ Northern Credit Union

The majority of the bank accounts are held with the Town of Thessalon’s branch of the Northern Credit Union and one (1) bank account is held with the Canadian Imperial Bank of Commerce located at 530 Queen Street in Sault Ste. Marie. There is currently little liquidity risk, as all of the Town’s investments can be redeemed at any time. In 2019 the rate of return on the Town’s bank accounts varied from 1.05% to 2.95%.

Council:

Re: Resolution – Re-designation of Certain Properties North of Highway 17

At the Council meeting held on March 16, 2020, the following resolution was passed: “Be it resolved that Council request the Ministry of Municipal Affairs and Housing, through the Official Plan review, to allow the re-designation, from Rural Area to Highway Commercial District, of the municipally owned properties lying north of Highway 17 and adjacent to Albert and Edward Streets, and further, if the re- designation to Highway Commercial District moves forward, that the re-designated lands be advertised for commercial development; if the re-designation of Highway Commercial District does not move forward, that Council request the Ministry of Municipal Affairs and Housing, through the Official Plan review, to allow the re- designation of the above-mentioned municipally owned lands from Rural to Residential Area.” Upon receiving clarification from the Ministry regarding the Official Plan Five Year Review and Amendment processes, etc., it was felt that it might be best not to pursue the re-designation of the lands as part of the Review, but instead to pursue such change through an Official Plan Amendment after completion of the Review. It was also felt that, if Council was able to purchase any adjacent privately-owned lands, the Official Plan Amendment could also include the re-designation of such privately- owned lands. I will have a resolution prepared for your consideration at the meeting to pursue the re-designation later through an Official Plan Amendment rather than trying to incorporate this into the Five Year Review which has already been reviewed by the various ministries. New Seasonal Resident When a new seasonal camper fills a vacant lot after the May 9th opening, the amount owing will be pro-rated in accordance to the seasonal rate and the number of days from the date when the trailer arrives new seasonal is contaced and accepts the site.

Monthly/Weekly/Daily Camping Refund Camping fees will be payable at the time of check out (12 noon) to avoid refund requests. A credit card number will be recorded at the time of check in.

No refunds will be granted during long weekend in August. All camping fees must be paid at the time of check-in for that weekend.

BY-LAW NUMBER 2380

BEING A BY-LAW to confirm the proceedings of the regular meeting of Council held on June 15, 2020.

WHEREAS Section 5, Subsection 3 of the Municipal Act, R.S.O. 2001, c. 25, as amended, requires a municipal council to exercise its power by by-law except where otherwise provided;

AND WHEREAS in many cases, action which is taken or authorized to be taken by a Council or Committee of Council does not lend itself to an individual by-law;

THEREFORE the Council of the Corporation of the Town of Thessalon hereby ENACTS AS FOLLOWS:

1. The actions of Council at its regular meeting on June 15, 2020 in respect to each motion, resolution and other action passed and taken by the Council at its said regular meeting, is, except where prior approval of the Ontario Municipal Board is required, hereby adopted, ratified and confirmed.

2. The Mayor and the proper officers of the Town are hereby authorized and directed to do all things necessary to give effect to the said action or to obtain approvals where required, and to execute all documents as may be necessary and directed to affix the Corporate Seal to all such documents as required.

3. This by-law shall come into force and take effect immediately upon the final passing thereof.
