Section 34.0 Knoxville, Tennessee May 2018 TECHNICAL SPECIFICATIONS FOR CONSTRUCTION AREA TRAFFIC CONTROL 1. Contractor Responsibility and General Provisions (a) The Contractor shall provide, erect, and maintain all traffic control devices necessary to preserve the safe and orderly movement of traffic. All operations shall be scheduled and conducted in such a manner and sequence as to cause the least practicable interference with the traveling public, fire protection, and public utility service. (b) Payment for materials and labor associated with the required construction area traffic control shall normally be included in the pay item(s) provided by the Contract. In the event that no such pay item(s) are included, the Contractor shall include such costs in the prices bid for other appropriate Contract items. (c) All necessary protective devices and operations shall be in accordance with the Manual on Uniform Traffic Control Devices (MUTCD), published by the Federal Highway Administration. A Traffic Control Plan is included with many projects to define specific or typical traffic control needs. The Contractor may request a revision or addition to these plans of operation by making a written request, in advance, to the Director of the Department of Engineering or an authorized representative. (d) A project safety officer or other similarly responsible individual shall be made known to the Director of the Department of Engineering or an authorized representative prior to the commencement of construction. This notification shall include a telephone number or numbers where the individual may be reached on a 7 day, 24 hour basis. (e) Except as otherwise noted in the project "Special Conditions," total road closures are not permitted. -

CIVIL WAR TIMELINE 1864 January Radical Republicans are hostile to Lincoln’s policies, fearing that they do not provide sufficient protection for ex-slaves, that the 10% amnesty plan is not strict enough, and that Southern states should demonstrate more significant efforts to eradicate the slave system before being allowed back into the Union. Consequently, Congress refuses to recognize the governments of Southern states, or to seat their elected representatives. Instead, legislators begin to work on their own Reconstruction plan, which will emerge in July as the Wade-Davis Bill. Many fear that returning home rule to such a system amounts to accepting secession state by state and opening the door for such malicious local legislation as the Black Codes that eventually emerge. Nashville is in the grip of a smallpox epidemic, which will carry off a large number of soldiers, contraband workers, and city residents. It will be late March before it runs its course. Jan 5 TN Skirmish at Lawrence’s Mill. Jan. 10 TN Forrest’s troops in west Tennessee are said to have collected 2,000 recruits, 400 loaded Wagons, 800 beef cattle, and 1,000 horses and mules. Most observers consider these numbers to be exaggerated. “ The Mississippi Squadron publishes a list of the steamboats destroyed on the Mississippi and its tributaries during the war: 104 ships were burned, 71 sunk. -
Civil War Trail
Crescent Bend During the Civil War, Crescent Bend was used by both Union and Confederate Armies as a command center and hospital. Thousands of soldiers encamped and fought skirmishes on its farmland. It is also noteworthy for this era for possibly being a safe house on the Underground Railroad. A hidden trapdoor beneath the main staircase led to a room where runaway slaves were sheltered. Drury Armstrong's Crescent Bend started with 600 acres of land on the north side of the Holston River (now called the Tennessee River). Within a few years he acquired another 300 acres on the south side. He owned several other tracts of land in and around Knoxville, upon one of which a famous Civil War battle, the Battle of Armstrong's Hill, would be fought. In addition to these land holdings, he also owned 50,000 acres of wooded and pastoral mountain land in Sevier and Blount Counties, Tennessee. He gave the name “Glen Alpine” to his land between the West Prong of the Little Pigeon River and the East Prong of the Little Tennessee River. This land today makes up about 10% of Great Smoky Mountains National Park. During the Civil War, the house was used by both Union and Confederate Armies as a command center and hospital. Thousands of soldiers encamped and fought skirmishes on Crescent Bend farmland. Originally the Union Army controlled Crescent Bend and built an earthen fortification around the house; began on the western side of the house, wrapped around the back of the house, and connected with Kingston Pike on the east. -

Driven by the rivalry between modern warfare and militia tradition, the role as well as the ideology of the militia institution fitfully progressed beyond its seventeenth century origins. Ohio’s militia, the third largest in the country at the time, strove to modernize while preserving its relevance. Like many states in the early republic, Ohio’s militia started out as a sporadic group of reluctant citizens with little military competency. The War of the Rebellion exposed the serious flaws in the militia system, but also demonstrated why armed citizen-soldiers were necessary to the defense of the state. After the war ended, the militia struggled, but developed into a capable military organization through state-imposed reform. -

BAILEY B.S., Austin Peay State University, 2006 M.A., Austin Peay State University, 2008 AN ABSTRACT OF A DISSERTATION submitted in partial fulfillment of the requirements for the degree DOCTOR OF PHILOSOPHY Department of History College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2015 Abstract The thriving areas of development around the cities of Franklin and Nashville in Tennessee bear little evidence of the large battles that took place there during November and December, 1864. Pointing to modern development to explain the failed preservation of those battlefields, however, radically oversimplifies how those battlefields became relatively obscure. Instead, the major factor contributing to the lack of preservation of the Franklin and Nashville battlefields was a fractured collective memory of the two events; there was no unified narrative of the battles. For an extended period after the war, there was little effort to remember the Tennessee Campaign. Local citizens and veterans of the battles simply wanted to forget the horrific battles that haunted their memories. Furthermore, the United States government was not interested in saving the battlefields at Franklin and Nashville. Federal authorities, including the War Department and Congress, had grown tired of funding battlefields as national parks and could not be convinced that the two battlefields were worthy of preservation. Moreover, Southerners and Northerners remembered Franklin and Nashville in different ways, and historians mainly stressed Eastern Theater battles, failing to assign much significance to Franklin and Nashville. Throughout the 20th century, infrastructure development encroached on the battlefields and they continued to fade from public memory. -

Local clashes matured into widespread, violent confrontations during the Civil War, as an ugly guerrilla war raged through much of the state. Additionally, African Americans engaged in a wartime contest over the meaning of freedom. Nowhere were these interconnected conflicts more clearly evidenced than in the Bluegrass Region. Though Kentucky had never seceded, the Freedmen’s Bureau established a branch in the Commonwealth after the war. -

(December 2005) Cloyd Allen Smith Jr., B.A., Slippery Rock University Chair: Dr. Joseph Dawson The Battle of Sailor’s Creek, 6 April 1865, has been overshadowed by Lee’s surrender at Appomattox Court House several days later, yet it is an example of the Union military war machine reaching its apex of war making ability during the Civil War. Through Ulysses S. Grant’s leadership and that of his subordinates, the Union armies, specifically that of the Army of the Potomac, had been transformed into a highly motivated, organized and responsive tool of war, led by confident leaders who understood their commander’s intent and were able to execute on that intent with audacious initiative in the absence of further orders. After Robert E. Lee’s Army of Northern Virginia escaped from Petersburg and Richmond on 2 April 1865, Grant’s forces chased after Lee’s forces with the intent of destroying the mighty and once feared iv protector of the Confederate States in the hopes of bringing a swift end to the long war. -

I‘d really like to see a 20-story condominium built from the ground up downtown, with river and mountain views,” says Bob Talbott, a developer known for his careful approach to development prospects. “That’s when we’ll know we’ve arrived.” Arrival may not be that far off. In the midst of the current boom in redevelopment of existing downtown properties for residential purposes, architect Buzz Goss, the downtown-dwelling architect who is partnering with David Dewhirst, the historic-building rehabilitation pioneer, is involved in the planning of a mid-rise condo building on Gay Street that’s being designed with high-rise expansion possibilities in mind. Contingent on the city’s final decisions on the downtown transit center’s Gay Street entrance configuration, the proposed condo buildingwas first described as a 7-story, 70-unit structure to be built over two floors of parking and a retail floor at the Gay Street level. “I’m designing it to be up to 15 stories high,” Goss now says. It may or may not proceed, but the idea is out there, and Goss and Dewhirst and their other partners in the proposal may well be the ones to do it. Market forces will dictate the outcome, but a condo tower is believed to be moresubstantial than pie in the sky by the conservative Talbott, whose company, Holrob Investments, has concentrated its business in commercial development. “I’d love to be involved,” says Talbott of the downtown’s residential future. The growth of downtown Knoxville residential demand has been phenomenal to those who looked at downtown housing patterns five years ago and shrugged off the opportunities that were just coming into focus. -
