A copy of the Regulations must be available for the participating teams and the technical officials at the Technical Meeting. 1.4 The Asian Hockey Federation (AHF) in its absolute discretion will formulate and publish the Match Schedule for the competition. The AHF reserves the right to amend this schedule as a result of any circumstances that may arise. 1.5 The Code of Conduct (Appendix 5) will apply. 1.6 The Media Policy (Appendix 8) will apply. 1.7 In addition to Articles 1.5 and 1.6 above, the FIH Statutes and General Regulations, the AHF Statutes, Rules of Hockey, Tournament Regulations Asian Games 2018, FIH Anti-Doping Rules, FIH Integrity Code, AHF Event Operating Procedures and any other rules and regulations that are applicable on the first playing day of the competition and may come into force from time to time, shall apply. 2 TOURNAMENT OFFICIALS 2.1 The President of the AHF (or, in his absence, one or more officials formally designated by the AHF President), shall be the AHF Representative(s) during the tournament. 2.2 A Technical Delegate is appointed by the AHF and approved by the FIH. The Technical Delegate has the full power and authority of the AHF in relation to technical matters concerning the conduct of the tournament in accordance with these Regulations. 2.3 The Technical Delegate appoints the Umpires (including the Video Umpire if applicable), Technical Officers and Judges for each match from among the persons appointed by the FIH to officiate in the tournament provided that: a Match or Video Umpires must not be appointed to a match in which their country is playing (whenever possible, the same principle will apply to any official on duty for a match); b an official of a participating team is not permitted to be a Technical Official of the tournament. 2.4 The Technical Delegate ensures that all participants abide by the Code of Conduct (Appendix 5) and, unless the Statutes of the FIH or AHF or the Constitution of the Olympic Council of Asia (OCA) or any regulations passed by the FIH or AHF in accordance with the Statutes provide Tournament Regulations: Page 2 Asian Games 2018 otherwise, has authority to take action in accordance with the Code of Conduct, the Statutes, the Constitution and / or the relevant regulations (as applicable). 2.5 With the consent of the AHF Representative, the Technical Delegate may delegate the exercise of his / her powers and authorities to an Assistant Technical Delegate, in whole or in part and for such duration as the Technical Delegate deems necessary. In the absence of an AHF Representative, such power of delegation may only be exercised with the consent of the AHF Chief Executive Officer. 3 TEAM ENTRY 3.1 The official Team Entry Form must be forwarded by all participating countries to the AHF not later than 14 days before the start of the tournament. 3.2 The official Team Entry Form may include only players and team officials who have been registered and approved for accreditation by INASGOC, and who have been included in the Entry by Name submitted to INASGOC by 30 June 2018. 3.3 Where injury, urgent medical problems, or other exceptional circumstances arise after Entry by Name on 30 June 2018, but no later than 12:00 (local time) on the day before the first match of the tournament or at the Technical Meeting, whichever is the later, it is possible for a team to make a late player or team official replacement as long as the players and team officials have been registered for accreditation by 30 April 2018. For players, these changes should follow the process outlined in the OCA policy on the Late Replacement of Athletes (Appendix 7). 3.4 By virtue of a Team submitting the Team Entry Form for the Asian Games 2018, all Team members are automatically bound by and required to comply with all of the provisions of the Tournament Regulations Asian Games 2018, Code of Conduct, Media Policy, Uniform Advertising Policy, and FIH Integrity Code. 3.5 All players must be identified by their respective playing shirts numbered within the range 1 – 32 which must remain the same throughout the competition. 3.6 The Team Entry Form must include: a the names of up to 18 players wishing to take part in the tournament identified by their respective playing shirt numbers b the name of the Team Manager, not being the Head Coach; c the name(s) of the Head Coach, any Assistant Coach, Team Physiotherapist and Team Medical Doctor, if present and wishing to be authorised to sit on the team bench. Any person nominated to be a team’s Physiotherapist or Medical Doctor must be appropriately qualified and licensed to practice in that capacity; d details of the primary and alternative colours of field players clothing. Each piece in one set must consist of at least 80% single colour. No colour that is one set of clothing may be repeated in the other relevant item of uniform (ie shirts, shorts, skirts / skorts and socks) except in collars, edging, piping or other decorative features (eg an accepted manufacturer’s branding); and Tournament Regulations: Page 3 Asian Games 2018 e details as to primary and alternate colours of goalkeeper’s shirts which must consist of colours completely different from each other and must not include any colours of the field players’ shirts. 3.7 As two tournaments are played at the same time at the same venue, the Team Manager named in the Team Entry Form for one tournament must be a different Team Manager to that named in the Team Entry Form for the other tournament. 3.8 Notification in writing of any amendment to an entry form must be delivered by the Team Manager to the Technical Delegate not later than 12:00 (local time) on the day before the first match of the tournament or at the Technical Meeting, whichever is the later, provided that a team may not replace any player who was named on the Team Entry Form and subsequently suspended by the Technical Delegate for a breach of the Code of Conduct, and provided that the change respects all provisions of items 3.2, 3.3 and Appendix 7 (Late Replacement of Athletes). 3.9 In the event of withdrawal of one or more team(s), the participation of a replacement team(s) is the prerogative of the FIH and AHF. The organising committee, the participating countries and the media will be notified accordingly prior to the tournament commencing. 3.10 In the case of non-participation of one or more team(s) following publication of the Match Schedule, the AHF reserves the right to re-arrange, in agreement with the FIH, the composition of the pools prior to the Technical Meeting. 4 PRE-TOURNAMENT BRIEFING MEETINGS 4.1 Team Managers must attend the Technical Meeting with the Technical Delegate at a time and place to be specified. 4.2 Team Managers must bring to this meeting or such other meeting specified by the Technical Delegate: a samples of the clothing of their field players and goalkeepers (primary and alternate colours) and all playing equipment for approval prior to the commencement of the competition; equipment includes goalkeepers’ headgear, hand protectors, leg guards and kickers together with any protective equipment such as face masks and hand protectors worn by field players; sticks for all players will also be checked but the Technical Delegate may authorise this to be done at another time; b the passports of players for proof of identity, nationality and (if applicable) age; no other form of documentation (eg national identity card) is acceptable. The Technical Delegate may require a player to attend a meeting with his / her passport. 4.3 If directed by the Technical Delegate, the Team Medical Doctor (if any) must attend the meeting with the appointed Medical Officer at a time and place to be specified. If a team has not nominated a Team Medical Doctor, the Team Physiotherapist or other team medical person must attend the meeting.

SECRETARIAT: It shall be located in the city of Lahore. 6. 1[AUTONOMY: 6.1 The Pakistan Hockey Federation, a National Association, shall be an autonomous body that, in accordance with the terms and conditions of registration with the International Olympic Committee (IOC) through the Pakistan Olympic Association (POA) and the terms and conditions of its membership with the International Federation of Hockey (FIH), shall: a. Preserve the independence of the PHF in all matters directly or indirectly concerning Hockey in Pakistan without the intervention of any outside authority; and b. Make no provisions or rules that are contrary to the IOC Charter or the FIH Statute & Rules; c. Whilst abiding by the terms and conditions of its membership with the FIH and IOC, accept assistance, grants and aid from, and cooperate with, the Pakistan Sports Board.

Krishnan Professor, VIT Business School, Chennai, India ABSTRACT The game of hockey dates back to ancient civilisation in different formats but was introduced in India by the British. The game gained popularity amongst the army soldiers and later in other public sector units and clubs. India rose to the top in the Olympics and remained undisputed leader in the Olympic arena till the powerful European nations highjacked the sport to their advantage. India has not recovered from the change in the eco-system and has not adopted as well as it should have owing to various reasons. Analysis of the Indian team performance in the international arena and the consequent fall out has been elaborated in this case study. It provides a comprehensive analysis of the various reasons for the drop in performance and possible solutions to remedy the situation.
