ZHULDUZ BAIZAKOVA Republic of Kazakhstan Open Source, Foreign Perspective, Underconsidered/Understudied Topics The Foreign Military Studies Office (FMSO) at Fort Leavenworth, Kansas, is an open source research organization of the U.S. Army. It was founded in 1986 as an innovative program that brought together military specialists and civilian academics to focus on military and security topics derived from unclassified, foreign media. Today FMSO maintains this research tradition of special insight and highly collaborative work by conducting unclassified research on foreign perspectives of defense and security issues that are understudied or unconsidered. Author Background Zhulduz Baizakova is a graduate from Kazakh National University and has a MSc degree in International Security and Global Governance, Birkbeck College, University of London, where she successfully defended her dissertation on NATO peacekeeping activities. She served for seven years in the Ministry for Foreign Affairs of the Republic of Kazakhstan, including a posting to the United Kingdom. Baizakova is currently specializing in defense and security issues in Central Asia. -

A fejlesztés, majd főbb harcászat-technikai jellemzők leírását követően, a helikopter túlélőképesség szempontjából történő elemzésével foglalkozom. Részletezve a szerkezeti felépítést, a különböző önvédelmi eszközöket, végezetül a jelenleg alkalmazott fedélzeti fegyvereket. Kulcsszavak: túlélőképesség, helikopter, önvédelmi eszközök, fegyverzet BEVEZETÉS A Magyarország a Zrínyi 2026 Honvédelmi és Haderőfejlesztési Program keretében 2018-ban megrendelt a HForce fegyverrendszerrel ellátott 20 db H145M helikoptert (1. ábra) az Airbus Helicopters vállalattól. A beszerzés célja többek között a szárazföldi csapatok támogatása ér- dekében a lassan üzemidejük és rendszerben tarthatóságuk végső határidejét elérő szovjet gyár- tású helikopterek kiválása miatt, a helikopterflotta megújítása [1]. Accountability in the form of continuing to ensure that the National Strategic Board Minutes are available for public scrutiny. It may have been someone within the National Police Air Service who are based within the West Yorkshire Police HQ in Wakefield, but someone on a higher plain in this Yorkshire police force agreed that these documents would no longer be available for public scrutiny. So where are they? Check out the NPAS website, it says that ‘It is essential that NPAS has robust governance arrangements in place. These arrangements are important to provide reassurance to our customers and the public that the service being delivered is fit for purpose and demonstrates value for money.’ ‘We work closely with the CAA to ensure that our decision-making structure, accountability and overall governance arrangements are fully focused on ensuring a safe operation at all times.’ The question is how do West Yorkshire Police and NPAS square their accountability statement with the removal of the Strategic Board Minutes from public view? A classic case of double-speak that rests with both police and politicians equally. The latter will ultimately face the ballot box the former, it seems from several demeaning recent events, produce dissention and infighting. Frankly, I am not assured. It may be that this action is linked to the more controversial business of the day, NPAS’s as yet unseen reaction to Matt Parr’s damning report into NPAS “planes, drones and helicopters” and the ongoing saga of the fixed wing. -

The EHSIT is tasked to process the Implementation Recommendations (IRs) issues identified from the research conducted by the European Helicopter Safety Analysis Team (EHSAT) (see Final Report - EHEST Analysis of 2000 – 2005 European helicopter accidents1). This leaflet is the first in a series of safety related leaflets and publications aiming at improving safety by sharing good practises. These leaflets will be accompanied by web based training materials including videos, which will be available freely to all pilots in order to enhance flight safety by addressing recognised training related issues.
