Tracka seeks to expand the community of active citizens across every literacy span and facilitate creative engagement, thereby sustaining a feedback loop between citizens and public institutions. Our primary goal is to stimulate the demand for Open Data in Nigeria’s local communities, primarily through budget access and performance monitoring. Tracka Using Civic Advocacy to improve Service Delivery INTRODUCTION Tracka was established to address critical practices that impede social and economic development in Nigeria, specifically the lack of citizens’ inclusion in developmental projects, a somewhat increasing number of abandoned projects and the poor execution of the few projects implemented. The goal of this project is to open up public finances to the wider Nigerian populace, making them vanguards for service delivery and transparency. Tracka’s goal is to expand citizens’ understanding of the budget, particularly drawing their attention to contextual issues therein, which affect them. The end goal is motivating people to a level of awareness that results in articulate demands for information about government budgets and budget implementation within their neighbourhoods. The Tracka model has been scaled up from an initial 16 States to 20. We now monitor projects across Kogi, Ogun, Oyo, Kano, Edo, Delta, Sokoto, Kaduna, Niger, Gombe, Lagos, Ondo, Imo, Cross River, Ekiti, Osun, Kwara, Akwa Ibom, Kebbi, and Enugu. To increase impact and promote inclusive development of the States, especially within the rural communities, BudgIT engaged 22 more Project Tracking Officers (PTOs), to enhance the monitoring of implementation rates of all capital projects outlined in the federal budget. Our work is happening amid—and necessitated by—an environment where the level of citizen-government engagement is significantly low, due to the prior existing military system of government. A unique identifier of these autocratic regimes was the inherent ability to keep the populace in obscurity about data and acts of public governance. This culture is still inadvertently maintained in varying degrees, as most citizens have gotten used to decades of non-information, and exhibit fear over the repercussions of demanding information. Members of the Tracka team, in collaboration with BudgIT, have improved the existing Tracka platform; making it more user-friendly, interactive and appealing to neighbourhood community reporters across States and wider Internet users.
