However, in preparing these drafting instructions, a range of further issues came to light. We are seeking decisions on these matters now so that officials can provide supplementary drafting instructions to PCO by early November. Officials understand that a meeting may be arranged between Ministers and officials for late next week to discuss the issues contained in this report and on the overall KiwiSaver timeline. A separate report discussing the timeline for KiwiSaver and the work on the taxation of qualifying collective investment vehicles will be provided to you early next week. -

The Colonial Reinvention of the Hei Tiki: Pounamu, Knowledge and Empire, 1860s-1940s Kathryn Street A thesis submitted to Victoria University of Wellington in fulfilment of the requirements for the degree of Master of Arts in History Victoria University of Wellington Te Whare Wānanga o te Ūpoko o te Ika a Māui 2017 Abstract This thesis examines the reinvention of pounamu hei tiki between the 1860s and 1940s. It asks how colonial culture was shaped by engagement with pounamu and its analogous forms greenstone, nephrite, bowenite and jade. The study begins with the exploitation of Ngāi Tahu’s pounamu resource during the West Coast gold rush and concludes with post-World War II measures to prohibit greenstone exports. It establishes that industrially mass-produced pounamu hei tiki were available in New Zealand by 1901 and in Britain by 1903. It sheds new light on the little-known German influence on the commercial greenstone industry. The research demonstrates how Māori leaders maintained a degree of authority in the new Pākehā-dominated industry through patron-client relationships where they exercised creative control. The history also tells a deeper story of the making of colonial culture. The transformation of the greenstone industry created a cultural legacy greater than just the tangible objects of trade. Intangible meanings are also part of the heritage. The acts of making, selling, wearing, admiring, gifting, describing and imagining pieces of greenstone pounamu were expressions of culture in practice. Everyday objects can tell some of these stories and provide accounts of relationships and ways of knowing the world. The pounamu hei tiki speaks to this history because more than merely stone, it is a cultural object and idea. -

Institutional Racism and the Dynamics of Privilege in Public Health A thesis submitted in fulfilment of the requirement for the degree of Doctor of Philosophy in Management at The University of Waikato by HEATHER ANNE CAME _____________________________________ 2012 ABSTRACT Institutional racism, a pattern of differential access to material resources and power determined by race, advantages one sector of the population while disadvantaging another. Such racism is not only about conspicuous acts of violence but can be carried in the hold of mono-cultural perspectives. Overt state violation of principles contributes to the backdrop against which much less overt yet insidious violations occur. New Zealand health policy is one such mono- cultural domain. It is dominated by western bio-medical discourses that preclude and under-value Māori,1 the indigenous peoples of this land, in the conceptualisation, structure, content, and processes of health policies, despite Te Tiriti o Waitangi2 guarantees to protect Māori interests. Since the 1980s, the Department of Health has committed to honouring the Treaty of Waitangi as the founding document of Māori-settler relationships and governance arrangements. Subsequent Waitangi Tribunal reports, produced by an independent Commission of Inquiry have documented the often-illegal actions of successive governments advancing the interests of Pākehā3 at the expense of Māori. Institutional controls have not prevented inequities between Māori and non-Māori across a plethora of social and economic indicators. Activist scholars work to expose and transform perceived inequities. My research interest lies in how Crown Ministers and officials within the public health sector practice institutional racism and privilege and how it can be transformed. -

Welcome to the Conference on the UN Declaration on the Rights of Indigenous Peoples, jointly hosted by the Massey University-based Global Centre for Indigenous Leadership and the New Zealand Human Rights Commission. In 2007, the United Nations’ General Assembly adopted the UN Declaration on the Rights of Indigenous Peoples and in 2010, the New Zealand Government took the decision to formalise its support for it. The Declaration recognises the rights of Māori and all Indigenous Peoples to self-determination, to maintain their own languages and cultures, to protect their natural environment and cultural heritage and to manage their own affairs as Indigenous Peoples. Ten years on from its adoption, this conference provides the opportunity to reflect on the Declaration’s significance and focus on its impact and relevance at the community level, alongside the Treaty of Waitangi. On behalf of the organising committee, we are honoured to host this important conference where we will consider the political, cultural, social and economic ramifications of the Declaration, significant milestones since its adoption, and its future prospects. We are hopeful that this conference will provide a strong foundation and clear pathway forward for ensuring the Declaration remains a relevant and impactful tool for future generations. -

These close ties are based on shared cultural traditions and values. Differences between the United States and New Zealand emerged in the mid 1980s over New Zealand’s policy to ban nuclear armed and nuclear powered ships from its ports. This led to a defacto split between the United States and New Zealand within the context of the Australia-New Zealand-United States (ANZUS) alliance. Despite this issue, New Zealand is a regular contributor to international peace operations and has contributed troops to the war against terror in Afghanistan and to assist reconstruction efforts in Iraq. Under the leadership of Prime Minister Helen Clark, who will likely seek a third term as prime minister in elections that must be held before September 2005, New Zealand is seeking a closer economic relationship with the United States through a free trade agreement (FTA). The United States is New Zealand’s second most important trading partner after Australia. While the overall volume of trade with new Zealand is relatively small, at U.S.$5 billion in 2004, progress on the FTA is viewed as politically significant. In February of 2005, Representatives Jim Kolbe and Ellen Tauscher launched the Friends of New Zealand Congressional Caucus. -

Originally planned for 19 September, the election was postponed due to Covid-19. As well as electing Members of Parliament, New Zealand’s electorate voted on two referendums: one to decriminalise the recreational use of marijuana; the other to allow some terminally ill people to request assisted dying. The election was commonly dubbed the “Covid election”, with the coronavirus pandemic the main issue for voters throughout the campaign. Jacinda Ardern, the incumbent Prime Minister from the Labour Party, had been widely praised for her handling of the pandemic and the “hard and early” plan introduced by her Government in the early stages. She led in the polls throughout the campaign. Preliminary results from the election show Ms Ardern won a landslide victory, securing 49.1 per cent of the votes and a projected 64 seats in the new (53rd) Parliament: a rare outright parliamentary majority. -
