Leader (1918-2013), a native of York, Pennsylvania, rose from the anonymous status of chicken farmer's son and Gettysburg College undergraduate to become, first a State Senator, and then the 36th governor of the Commonwealth of Pennsylvania. A steadfast liberal in a traditionally conservative state, Leader spent his brief time in the governor's office (1955-1959) fighting uphill battles and blazing courageous trails. He overhauled the state's corrupt patronage system; streamlined and humanized its mental health apparatus; and, when a black family moved into the white enclave of Levittown, took a brave stand in favor of integration.

    Commonwealth Court of Pennsylvania Reminiscences of The Honorable Richard DiSalle Judge DiSalle was a member of the Commonwealth Court from 1978 to 1980. He was interviewed by the Honorable Jeannine Turgeon of the Dauphin County Court of Common Pleas; she was a law clerk for Judge Genevieve Blatt from 1977 to 1979. The interview was conducted in Pittsburgh on June 11, 2010. 1 JUDGE TURGEON: Okay. This is Jeannine Turgeon, and we are here interviewing Judge Richard DiSalle for the Commonwealth Court Historical Society. Now, when did you – you were appointed to the Court originally? JUDGE DISALLE: Yes. JUDGE TURGEON: And that was back in 1977? JUDGE DISALLE: ‘78. JUDGE TURGEON: ‘78. And how did that happen? Did you get a call some late Sunday night pretending to be governor, or how did that happen? JUDGE DISALLE: Unlike Glenn Mencer, I did not get a call late at night asking me if I wanted to be on the Commonwealth Court. We heard that there were vacancies on the Court. There was a vacancy on the Court because of the death of Judge Kramer. JUDGE TURGEON: And he was from Pittsburgh. Wasn’t Harold Kramer from Pittsburgh? JUDGE DISALLE: Yes. So I talked to my colleagues on the Commons Pleas bench. I was on the Common Pleas Court at the time in Washington County. They said, We think you ought to apply for it. So I put in my application and waited what I thought was an ungodly length of time until I found that I was one of three that -- there were three candidates on the short list and I was one of them.

    384 Contributors DENNIS BARONE teaches in the Department of American Studies at Saint Joseph College in West Hartford, CT Author of several articles on the rhetorical climate of late eighteenth century Philadelphia, Barone is currently completing a book on that subject. In the Spring semester, 1992, he was a Fulbright Professor in Holland. GENEVIEVE BLATT, a graduate of the University of Pittsburgh and of its law school, has been active in state politics since the mid-1930s. She is presently a Senior Judge of the Commonwealth Court. EILEEN MOUNTJOY COOPER is a Historical Collections Specialist at the Indiana University of Pennsylvania library. Her articles on Pennsylvania coal miners have appeared in Pennsylvania Histoiy, Pennsylvania Heritage, and other publications. ROBERT G.CRIST since 1949 has been a partner in a firm doing writing and lobby- ing work. Since earning his Ph.D. in 1980, he has also served as a member of the history faculty at Penn State University. Crist is currently completing a two-year term as president of the Pennsylvania Historical Association. JAMES DOUGHERTY is coordinator of the America's Industrial Heritage Project's Folklife documentation center on coal mining. In 1991 he wrote and produced "The Struggle for an American Way of Life: Coal Miners and Operators in Central Pennsylvania, 1919-1933," a video documentary. GEORGE M. LEADER, a graduate of the University of Pennsylvania, was governor of Pennsylvania, 1955-1959. He currently serves as board chairman and chief exec- utive officer of the George M.Leader Family Corporation, which operates fourteen assisted living facilities and one nursing home.

Early in his career he served as campaign manager for Richardson Dilworth's mayoral campaign, 1947, and as Philadelphia city controller, 1950-1951. He served as mayor of Philadelphia, 1951-1956, and from 1957 to 1968 he was a United States senator from Pennsylvania. This collection is a partial record of Clark career. It consists primarily of material gathered by staff, reports, memoranda, clippings, news releases, articles, with some correspondence, all on issues and events with which Clark was involved. A small portion of the papers are concerned with Clark's early activities as campaign manager for Richardson Dilworth's mayoral campaign, 1947, and as Philadelphia city controller, 1950-1951, for which there are campaign and office files. Clark's records as mayor of Philadelphia, 1951-1956, include campaign papers, some general office files, and transcripts of speeches. The bulk of material covers Clark's years as United States senator from Pennsylvania, 1957-1968. There are papers for his three senatorial campaigns, 1956, 1962, and especially 1968. His Washington office general file reflects his interest in disarmament, the United Nations, Vietnam, and other matters before and after his appointment to the Senate Foreign Relations Committee in 1965.

    Interview with Judge Genevieve Blatt May 17, 1980 The first question that you have asked me is how did you first become involved in working in Pittsburgh city government. I would say that I became involved by a fluke. I had been a friend and neighbor of the man who was at the time concerned the mayor of Pittsburgh. His name was Cornelius D. Scully and he had asked me a number of times to help him with his campaign for mayor, which I was glad to do, although I was pretty young at the time but I liked to help. And he knew that I wanted to study law and he had encouraged me to study law and I had been in law practice about a year when he gave me a ride into the city one day and asked me if I would do him a favor, which I said I certainly would if I could. And he said that he had a position in city government which was about to become vacant and that as he put it, the politicians had a replacement for me that I don't want to appoint. They won't object if I appoint you and if you would take it for about six months that would give me time to look around for somebody else that would be suitable to me and to the leadership. So I agreed for six months that I would be the secretary of the city's Civil Service Commission, although I said to him at the time that one thing you always advised me was to keep politics as my avocation and never to take a political job but to be a good lawyer.
