BAYLESS This appeal has been taken in accordance with Title 46 United States Code 239(g) and Title 46 of Federal Regulations 137.30-1. By order dated 5 August 1969, an Examiner of the United States Coast Guard at San Francisco, California suspended Appellant's seaman's documents for five months outright plus six months on twelve months' probation upon finding him guilty of misconduct. The varied applications of airpower have involved the full spectrum of USAF aerospace vehicles, support equip- ment, and manpower. As a result, there has been an accumulation of operational data and experiences that, as a priority, must be collected, documented, and analyzed as to current and future impact upon USAF poli- cies, concepts, and doctrine. Fortunately, the value of collecting and documenting our SEA expe- riences was recognized at an early date. In 1962, Hq USAF directed CINCPACAF to establish an activity that would be primarily responsive to Air Staff requirements and direction, and would provide timely and analyti- cal studies of USAF combat operations in SEA. Project CHECO, an acronym for Contemporary Historical Examination of Current Operations, was established to meet this Air Staff requirement. Managed by Hq PACAF, with elements at Hq 7AF and 7AF/13AF, Project CHECO provides a scholarly, "on-going" historical examination, documentation, and reporting on USAF policies, concepts, and doctrine in PACOM.
