Israel and Overseas: Israeli Election Primer 2015 (As of, January 27, 2015) Elections In Israel, elections for the Knesset are held at least every four years. As is frequently the case, the outgoing government coalition collapsed due to disagreements between the parties. As a result, the Knesset fell significantly short of seeing out its full four year term. Knesset elections in Israel will now be held on March 17, 2015, slightly over two years since the last time that this occurred. The Basics of the Israeli Electoral System All Israeli citizens above the age of 18 and currently in the country are eligible to vote. Voters simply select one political party. Votes are tallied and each party is then basically awarded the same percentage of Knesset seats as the percentage of votes that it received. So a party that wins 10% of total votes, receives 10% of the seats in the Knesset (In other words, they would win 12, out of a total of 120 seats). To discourage small parties, the law was recently amended and now the votes of any party that does not win at least 3.25% of the total (probably around 130,000 votes) are completely discarded and that party will not receive any seats. (Until recently, the “electoral threshold,” as it is known, was only 2%). For the upcoming elections, by January 29, each party must submit a numbered list of its candidates, which cannot later be altered. So a party that receives 10 seats will send to the Knesset the top 10 people listed on its pre-submitted list. -

In addition, I am enclosing a CD which contains the full, unannotated versions of the documents attached as Exhibits hereto. 1. Who is New Israel Fund? New Israel Fund (“NIF”) is a District of Columbia non-profit 501(c)(3) corporation with its principal place of business in the State of New York, county of New York. NIF financially supports many companies that work to undermine the state of Israel. As set forth in more detail below, NIF has crossed the line from permissible advocacy to unlawful "electioneering." Put another way, NIF is violating the tax codes by attempting to influence the outcome of elections. As stated on its own web site, NIF works on its “concerted campaign to equip Israel’s pro-democracy and progressive forces with the tools to fight Israel’s regressive right-and win.” As set forth in more detail below, NIF's activities are flagrant and unlawful electioneering in violation of the tax code. 2. Who is the Whistleblower? I am a New York attorney and political activist who regularly engages in pro- Israel litigation in state and federal Court. -

The 20th Knesset Report on Racist, Discriminatory, and Occupation- and Annexation-Supportive Laws and Bills Summer Session 2015 – Summer Session 2018 Third Report By Barhoum Jaraysi Palestinian Forum for Israeli Studies (MADAR), Ramallah, in cooperation with the Negotiations Affairs Department, Palestine Liberation Organisation Summary 2015–2018 Over the three years of its parliamentary session, the Knesset enacted a total of 185 racist laws in support of the occupation and settlement activity. A total of 32 bills were approved in the final reading. These included 26 separate laws. Six bills were included as provisions under four of the 26 approved laws. In the third parliamentary year (May 2017–March 2018): 1. The Knesset approved six bills in the final reading. Another two bills were included as provisions under a law. Approved bills provide for tightening restrictions on Palestinian movement and access across the 1967 occupied territory and enforcing the Israeli law to the occupied West Bank. 2. Two bills were approved in the first reading. Of these, a bill provides for imposing restrictions on anti-occupation human rights organisations. Representatives of these organisations may not visit school students. 3. Seven bills were approved in the preliminary reading. These advocate for discrimination and restriction of political activity. The most dangerous of these is the Nation-State Law. 4. During the reporting period, members of Knesset (MKs) proposed 38 bills. The majority of these prescribe penalties against Palestinians of the West Bank and Jerusalem, place restrictions on political activity, and consolidate discrimination. Since Donald Trump was elected as the US President, the Knesset has initiated a process to provide final approval and make laws, with the purpose of direct and indirect annexation. -

Civic Identity in the Jewish State and the Changing Landscape of Israeli Constitutionalism Submitted To Professor George Thomas by Mohamad Batal for Senior Thesis Spring 2018 April 23, 2018 ii iii iv Abstract: This thesis begins with an explanation of Israel’s foundational constitutional tension—namely, that its identity as a Jewish State often conflicts with liberal- democratic principles to which it is also committed. From here, I attempt to sketch the evolution of the state’s constitutional principles, pointing to Chief Justice Barak’s “constitutional revolution” as a critical juncture where the aforementioned theoretical tension manifested in practice, resulting in what I call illiberal or undemocratic “moments.” More profoundly, by introducing Israel’s constitutional tension into the public sphere, the Barak Court’s jurisprudence forced all of the Israeli polity to confront it. My next chapter utilizes the framework of a bill currently making its way through the Knesset—Basic Law: Israel as the Nation-State of the Jewish People—in order to draw out the past and future of Israeli civic identity. -

Yachad Ministries’ Israel's News Update June 24, 2021 (14th Tamuz, 5781) For the Yachad Report Newsletter For June 2021 Texas First US State to Adopt IHRA Definition of Anti-Semitism; Texas Governor Greg Abbott signed a bill Wednesday adopting the International Holocaust Remembrance Alliance (IHRA) definition of anti- Semitism. Texas is the first US state to officially adopt the IHRA definition of anti-Semitism. The State Senate and House of Representatives both passed the bill to adopt the definition without any dissenting votes. The Conference of Presidents of Major American Jewish Organizations praised Texas for adopting the widely accepted tool for identifying anti-Semitism. 4.2 Earthquake Rocks Dead Sea; A magnitude 4.2 earthquake was felt in southern Israel on Tuesday night, June 15, at 2:08 AM. The epicenter of the quake was 68 kilometers northeast of Eilat and a depth of ten kilometers. According to statistics and seismic history, the region should experience a major quake every 80- 100 years. The last major quake was on July 11, 1927, and registered 6.2 on the Richter Scale killing 500 people. Another major earthquake is therefore now due. As terrifying as earthquakes can be, there may be a silver lining to an increase in regional seismic activity. In a 2007 article in the J-Post, Dr. Shmuel Marco, Head of the School of the Environment and Earth Sciences at Tel Aviv University, noted that prophets became active a certain number of years after major earthquakes. Major earthquakes were recorded in the Jordan Valley in the years 31 BCE, 363 CE, 749 CE, and 1033 CE. -

Gilead Sher and Keren Aviram The Bill A bill to amend the Law and Administration Ordinance (Legislation in the Region through Order) was recently submitted to the Knesset by Knesset Members Orit Struck, Yariv Levin, Ze'ev Elkin, Menachem Eliezer Moses, David Rotem, Ayelet Shaked, and Avraham Michaeli. According to the proposed bill, dubbed the "Norms Law," any law legislated by the Knesset will also be enacted in the West Bank by order of the commander of IDF forces in the region within 45 days of the law's official publication. In special circumstances, the regional commander will be permitted to recommend that the Knesset committee that drafted the bill issue the order using a different formulation. However, the decision of whether to approve or reject the recommendation of the regional commander will be left to the discretion of the Knesset committee. According to the bill's explanatory remarks, this legislation is meant to rectify an injustice suffered by hundreds of thousands of Israeli citizens living in the West Bank. It is further argued that although these citizens vote for the Knesset, their lives are not actually governed by the Knesset due to the non-applicability of Israeli law in the West Bank, a situation that discriminates against these citizens and seriously infringes on their rights. On this basis, the bill seeks to create a situation in which the elected members of the Israeli Knesset govern the lives of the Israeli citizens who are residents of the West Bank. -
