PHDPOSALS FOK FUTURE ELECTORAL ARTIANGEMENTS FOR THE TEIGNBKIDGE DISTHIGT OF THE COUNTY OF i 1. We, the Local Government Boundary Commission for England, having carried out our initial review of the electoral arrangements for the district of in accordance with the requirements of section 63 of, and Schedule 9 to, the Local Government Act 1972, present our proposals for the future electoral arrangements of that district*

2. In accordance with the procedure laid down in section 60(l) and (2) of the 1972 Act, notice was given on 23 April 1975 that we were to undertake this review* This was incorporated in a consultation letter addressed to the Teignbridge District Council, copies of which were circulated to the Parish Councils and Parish Meetings in the district, the , the Members of Parliament for the constituencies concerned and the headquarters of the main political parties* Copies were also sent to the editors of the local newspapers circulating in the area and to the local government press* Notices inserted in the local press announced the start of the review and invited comments from members of the public and from any interested bodies.

3. Teignbridge District Council were invited to prepare a draft scheme of representation for our consideration. In doing so, they were asked to observe the rules laid down in Schedule 11 to the Local Government Act 1972 and the guidelines which we set out in our Report No 6 about the proposed size of the council and the proposed number of councillors for each ward. They were also asked to take into account any views expressed to them following their consultation with local interests. We therefore asked that they should publish details of their provisional proposals about a month before they submitted their draft scheme to us thus allowing an opportunity for local comment. 4. In accordance with Section 7(4)(a) of the Local Government Act 1972, Teignbridge District Council have opted for a system of whole council elections.

5. On 10 November 1975i Teignbridge District Council presented their draft scheme of representation. The Council proposed to divide the area of the district into 32 wards each returning 1, 2 or 3 members to form a council of 58.

6. We noted that the draft scheme provided for a fairly evea standard of electoral representation throughout the district, but that it had attracted numerous objections, most of which were based on the wish to preserve local ties.

7. We considered the draft scheme together with the comments forwarded by the Council^ and others sent to us direct* We noted that, in addition to arguments on local ties, some parish councils referred to road schemes which they thought should be taken into account in forming district wards*. We found it impracticable to assess at this stage to what extent the roads concerned will effectively divide communities*

8. We then studied the representations which had been received . Where these suggestions involved alterations of the Council13 draft scheme, they mainly related to parishes wishing to be associated or dissociated from neighbouring parishes for reasons of geography or community. In most instances we concluded that no change should be made. In the case of the parish of we accepted that on grounds of geography and affinity it should be included in the proposed Powderham ward rather than in the proposed Haldon ward.

9. In response to the representations from the parishes in the two proposed wards of Teignrise and Whitedown we decided to regroup them to form the Whitestone ward comprising the parishes of Tedbura St Mary and Whitestone; and the Duns ford ward comprising the parishes of Alphington, Hoi combe Burnell and . 10. We considered the request from the Hacoonibe^dtW>orabeaniCoftlnsweILFariAoomoi2s and a local councillor concerning the proposed Coombes ward and decided that the proposed arrangements would be improved by its division into a single member ward named comprising the Shaldon ward of the parish of and a single member ward named comprising the parishes of , Haccombe-with-Combe and Stokeinteignhead.

11* We also agreed that the proposed Buckfast ward should be renamed "Buckfastleigh11 as suggested by Parish Council and that the

1 proposed Parke ward should be renamed 'Bovey in accordance with a request from Parish Council.

12, Subject to the changes referred to in paragraph 8, 9» 10 and 11 above, . we decided that the District Councils draft scheme provided a reasonable basis for the future electoral arrangements for the district in compliance with the rules in Schedule 11 to the 1972 Act and our guidelines and we formulated our draft proposals accordingly.

13* On 27 April 1976 we issued our draft proposals and these were sent to all who had received our consultation letter or had commented on the Council's draft scheme* The Council were asked to make these draft proposals, and the accompanying map which defined the proposed ward boundaries, available for inspection at their main office. Representations on our draft proposals were invited from those to whom they vere ciroiilated and, by public notices, from other members of the public and interested bodies. We asked for comments to reach us by 25 June 1976.

14* Teignbridge District Council had no observations on our draft proposals.

15. Devon County Council had no objections to the draft proposals although they drew attention to the possible difficulties of dividing the proposed 33 wards among 9 County Electoral Divisions. Haccombe-with-Combe Parish Council suggested that the proposed Stokeinteignhead ward should be called "Teignhydes". 16. Shaldon and Parish Council Steering Committee expressed approval of the proposed Sbaldon ward. In this connection they pressed for a new parish - council for Shaldon and Ringmore - this however lies outside the scope of the * present review. u I 17. Bovey Tracey Parish Council raised again the question of altering the parish bo\mdaTy. This matter also is beyond the scope of this review*

18. Kenn Parish Council who were supported by Ide Parish Council, Shillingford St George Parish Council and Parish Meeting, repeated an earlier request for a ward to comprise Kenn, Dunchideock, Ide and Shillingford St. George, but excluding . It was suggested that the ward should be named "Kenn" and should return one councillor*

19» Exminster Parish Council reaffirmed their previous objection to being grouped with Dunchideock, Ide and Shillingford St George*

20. Vie received a joint submission from the representatives of the Parish

Councils and Parish Meetings from the Teign Valley, namely Ashton, , , and , supported by an additional letter from Hennock Parish Council, suggesting that the parish of Hennock should be included in the proposed Teign Valley ward comprising the parishes of Ashton, Bridford. Christow, Doddiscombleigh and which would then return two councillors instead of one as we had proposed.

21. In view of these comments, we decided that we needed further information to enable us to reach a conclusion. Therefore in accordance with section 65(2) of the 1972 Act and at our request, Mr P B. Appleby OHE MA vas appointed an Assistant Commissioner to hold a local meeting and to report to us.

22. The Assistant Commissioner held a meeting at on 19 October 1976. A copy of his report to us of the meeting is attached at Schedule 1 to this report. 23. In the light of the discussions at the meeting and of his inspection of the areas concerned, the Assistant Commissioner recommended that our draft proposals should be confirmed, subject to the following modifications: (a) The Exe Valley and Powderham wards which we had proposed should be replaced by the following wards:- i. a ward consisting of the parishes of Dunchideock, Ide,* Kenn and Shillingford 3t George, to be named Kenn Valley and return one councillor; ii. a ward consisting of the parishes of Ashcombe Exminster, Kenton, and Powderham* to be named Powderham and return three councillors. (b) The proposed Stokeinteignhead ward should be renamed Teignhydes.

24. In a late submission made several yeelcs after the local meeting Ide ford i Parish Council advised us that they would prefer to remain warded with the parish of as at present. We noted that the parish council had raised no objection at the local meeting to our proposed Haldon ward, which consists of the parishes of Ideford and and we found no. reason to alter our earlier decision.

25. We considered our draft proposals again in the light of the comments which had been received and of the Assistant Commissioner's Report. We concluded that the alterations recommended by the Assistant Commissioner should be adopted* Subject to these modifications, we decided that our draft proposals should be confirmed as our final proposals.

26. Details of these final proposals are set out in Schedules 2 and 3 to this report* Schedule 2 gives the names of the wards and the number of councillors to be returned by each* Schedule 3 defines the areas of the now wards. The boundaries of the new wards are illustrated on the attached map* 27. In accordance with Section 60(5)(b) of the Local Government Act 1972, a

copy of this report and a copy of the map are being sent to Teignbridge District Council and will be nvailaole for public inspection at the Council's main oi'fices. Copies of this report without the map, are also being sent to those who received the consultation letter and to those who made comments.

REPORT OF LOCAL MEETING

Mr. Chairman, My Lady and Gentlemen,

As requested by you, on Tuesday, 19th October, 1976 I held a local meeting at the Council Offices, Newton Abbot to hear and discuss comments on the draft proposals of the Commission for the electoral arrangements for the district of Teignbridge. 1. This report includes a general statement of the Commission's draft proposals and in particular of those to which objection has been raised and of alternative proposals submitted, the gist of the cases advanced for and against the Commission's and the alternative proposals, my assessment of the arguments advanced and ray recommendations. A list of those attending the meeting and the interests they represent is attached and marked "Document !."•

THE DRAFT PROPOSALS 2. A draft scheme of representations for the district of Teignbridge was submitted by the district council on 10th November, 1975. It provided for the division of the district into 32 wards, each returning one, two or three members with a total of 58 district councillors. 3. Cn 27th April, 1976 the Commission published their draft proposals which adopted the district council's scheme as a basis, but with the following modifications:- (a) The district council's draft scheme provided for a Powderham Ward comprising the parishes of Kenn, Kenton, Mamhead and Powderham and a Haldon Ward comprising the parishes of Ashcorabe, Bishopsteignton and Ideford, each returning two members. The Commission propose to include the parish of Ashcombe in the proposed Powderham Ward. (b) The draft scheme provided for a Teignrise Ward, comprising the parishes of Dunsford, Hoicombe Burnell and Tedburn St. Mary and a Whitedown Ward comprising the parishes of Alphington and Whitestone, each returning one member. The Commission propose to replace these two wards with a Whitestone Ward comprising the parishes of Tedburn St. Mary and Whitestone and a Dunsford Ward comprising the parishes of Alphington, and Dunsford, each returning one member.

- 1 - (c) The draft scheme provided for a Coombes Ward, comprising the Shaldon ward of the parish of Teignmouth and the parishes of Coffinswell, and Stokeinteignhead returning two members. The Commission propose to replace this with a Shaldon Ward comprising the Shaldon ward of the parish of Teignmouth and a Stokeinteignhead Ward comprising the remaining parishes, each returning one member.

(d) The draft scheme provided for a Buckfast Ward comprising the parish of Buckfastleigh. The Commission propose to re-name the ward "Buckfastleigh". (e) The draft scheme provided for a Parke Ward comprising the parishes of Bovey Tracey and . The Commission propose to re-name the ward "Bovey".

4. Most of the draft proposals were not the subject of any adverse comment and the district council, in a letter dated 26th May, 1976 had no observations to make on them. There was, however, a number of objections and representations. Some were not relevant to the present review and were not pursued at the meeting. The remainder are dealt with in the succeeding sections of this report.

EXE VALLEY AND POWDERHAM WARDS

Draft Proposals

5. The Commission propose to form the Powdernam Ward, as explained above, and an fixe Valley Ward comprising the parishes of Dunchideock, Exminster, Ide and Shillingford St. George. Bach would return two members.

Representations

6. In a letter dated 21st May, 1976 Kenn parish council had asked to be included in a ward with Dunchideock, Ide and Shillingford St. George, leaving Exminster as a separate ward. Each would return one member. This proposal was supported in letters dated 24th May, 1976 and 2nd June, 1976 by Ide parish council and the Dunchideock parish meeting. Exminster parish council, in a

— 2 — letter dated 27th May, 1976 had expressed a wish to be joined with Powderham and Kenton rather than as proposed by the Commission.

7. In a letter dated 28th June, 1976 Shillingford St. George parish council reiterated formerly expressed views favouring the formation of a two-member ward comprising the parishes of Alphington, Whitestone, Dunchideock, Ide and Shillingford St. George and the village of Shillingford Abbot in the parish of Exminster. Exminster had expressed their agreement with this suggestion, but, having regard to paragraph 3(2) of schedule 11 of the Local Government Act, 1972, it could not have been given effect unless the district council had been willing first to divide Exminster into parish wards. They did not express any such willingness and the proposal was not pursued at the local meeting.

8. Mr. B. D. Hewitt, district councillor for the existing ward 28, which comprised the exact area covered by the proposals of Kenn parish council, said that there was no justification for changing the existing arrangements in his ward. The existing ties between the four parishes involved were satisfactory and should not be broken. Mr. N. C. Pike, Chairman of Ide parish council, Mr. H. C. Cashmore, a member of Shillingford St, George parish council, and Mr. A. L. Horobin, Chairman of the Dunchideock parish meeting, all spoke strongly in favour of this view. They stated that the relations between the four parishes were excellent and should be maintained. All were completely rural, unlike Exminster, from which, moreover, they were becoming physically increasingly separated by the construction of the new motorway and its associated link roads.

9. Mrs. S. Richards, Clerk of Exminster parish council, said that the parish would prefer to constitute a ward by itself, but, if that were not practicable, it would wish to be joined with Powderham and Kenton.

10. Lord Courtney,.district councillor for the existing ward 26 (comprising the parishes of Ashcombe, Kenton, Mamhead and Powderham) thought it desirable to have a ward with more than one

•» 3 •_ member. He would be happy for the ward to include Kenn, but would also consider the inclusion of Exminster to be a satisfactory alternative. Mr. C. W. Heywood, Chairman of Kenton parish council, expressed complete agreement with Lord Courtney. The parishes of Ashcombe and Mamhead were not represented at the meeting.

Names

11. The Commission's proposal for the name of 'fixe Valley1 had been criticised by Shillingford St. George and Kenn suggested the name of 'Kenn* for the ward proposed by them. At the meeting the view was widely expressed that the name 'fixe Valley1 related to an area north of and was therefore quite inappropriate. In the course of discussion a further suggestion 'Kenn Valley' was put forward and approved by all those directly concerned.

12. I asked for views on an appropriate name in the event of a ward being formed of Exminster, Ashcombe, Kenton, Mamhead and Powderham but could not discover a consensus. Mrs. Richards suggested 'Exe Valley1 but this was generally condemned for the reasons stated above. Mr, Heywood believed that the name should be 'Powderham*, since the parish of Powderham lay more or less midway between the two fairly heavily populated areas of Exminster on the one side and Kenton and on the other. The name would be appropriate for historical reasons. Lord Courtney agreed with Mr. Heywood.

Assessment

13. I visited the area covered by the proposed Exe Valley and Powderham Wards and was impressed by the affinity between the parishes of Dunchideock, Ide, Kenn and Shillingford St. George, which not only bear the same rural character but appear physically to be related. Exminster is not only different in character, but communications with the villages to the west, already made difficult by the existing road system, seem likely to be made worse by the major developments now taking place.

A ward as proposed by Kenn parish council would, in itself, be satisfactory, having an assumed electorate in 1980 of 1,590, against an average for the district of 1,314 for a council of 58 members or 1,338 if 57 members. Exminster however would have an electorate of 1,800 and the remainder of the Commission's proposed Powderham Ward 1,990. Each of these would be undesirably high for one member, but not enough to justify two. 15. If, however, the parishes of Ashcombe, Exminster, Kenton, Mamhead and Powderham were formed into one ward the combined electorate of 3,790 would justify the allocation of three members. This solution fitted in with the wishes of Kenton and Powderham and Mrs. Richards confirmed that it would be acceptable to Exminster. I concluded that it would not be opposed by any of those interested. 16. The name 'Kenn Valley* seems to comply with the Commission's criteria and is generally acceptable. For the other ward, it was clear that the choice of the name of either of the most populous parishes, Exminster or Kenton, would be opposed, but the name 'Powderham* being associated with which lies in the centre of the area, was not likely to raise serious objection.

Recommendation 17. I RECOMMEND that, in place of the Exe Valley and Powderham Wards proposed by the Commission, there be constituted the following:- i (a) a ward comprising the parishes of Dunchideock, Ide, Kenn and Shillingford St. George, returning one councillor and to be named "Kenn Valley"; (b) a ward comprising the parishes of Ashcombe, Exminster, Kenton, Mamhead and Powderham, returning three councillors and to be named "Powderhara".

CHUDLEIGH AND TEIGN VALLEY WARDS

Draft Proposals

18. The Commission propose to form a Teign Valley Ward, comprising the parishes of Ashton, Bridford, Christow, Doddiscombsleigh and Trusham, returning one member, and a Chudleigh Ward, comprising the parishes of Chudleigh and Hennock, returning two members

Representations

19. In a letter dated 15th June, 1976 the parishes of Ashton, - 5 „ Bridford, Christow, Doddiscombsleigh and Hennock had asked that Hennock be transferred from the Chudleigh Ward to the Teign Valley Ward, which should then return two members. A similar proposal was made by Hennock parish council in a letter dated 10th June, 1976.

20. Mr. W, J. Hine, Chairman of Hennock parish council, said that his parish was at present combined in a ward with Trusham. There had always been strong affinities between the parishes of the Teign valley, including Hennock, despite the fact that until 1974 they were in two separate rural districts. Now that reorganisation had enabled them to come together it would be a pity to separate them. Like the rest of the valley, Hennock consisted of a number of rural villages and it shared many interests with it. The National Park extended into Bridford, Chris tow and Hennock, while the system of reservoirs and forests, now being considered for the development of recreational facilities, fell in the same three parishes. The incidence of various types of mineral workings and quarries added to the community of interest of all the parishes in the valley. The County Council had recognised the unity of the valley in providing a public service vehicle to serve it.

21. Mr. D. G. Hardey, district councillor for the existing ward 25, comprising Hennock and Trusham, Mr. R. G. Baber, a member of Christow parish council, Mr. R. j. Underhill, a member of Bridford parish council, Mr. P. J. Davies, on behalf of Trusham parish meeting, Mr. B. J. Brook, Chairman of Doddiscombsleigh parish council and Mr. W. B. May, Chairman of the Ashton parish meeting, all expressed complete agreement with Mr. Hine. They stressed that the valley of the really formed a unit, geographically, economically and socially.

22. Mrs. P. Wills, Chairman of Chudleigh parish council, expressed support for the draft proposals and was sure that her parish would be able to work amicably with Hennock. She believed that it would be wrong for Chudleigh to be represented by only one councillor, but she realised that it might not of itself now justify more. Although the population would grow considerably the time scale was very doubtful. She disputed the assertion that no community of interest existed between Chudleigh and the Teign valley parishes. Most of the employment for the inhabitants of Chudleigh was outside the parish and many worked in the valley. She maintained that the real difficulty was a fear that Chudleigh would dominate whatever parish was added.

Mr. Davie, for the district council, said that the proposed amendment would produce a Teign Valley Ward which would not be large enough for two councillors, while Chudleigh would be too large for one. He also pointed out that the village of in the parish of Hennock was closely associated with Chudleigh.

Assessment

24. The natural affinity of Hennock with the other parishes in the Teign valley was clear from observation and the arguments advanced to me. Unfortunately the amendment proposed would lead to an undesirable disparity in the electorates of the two wards. As estimated for 1980, Teign Valley's figure of 2,325 would be small for two members, though possibly acceptable. Chudleigh, however, with 1,925, would be unacceptably high for one, while not justifying two. No other solution could be found without upsetting satisfactory arrangements in adjoining wards, and I am satisfied that no better arrangement on these lines could be made.

25. I therefore RECOMMEND that the Commission adhere to their draft proposals for the wards of Teign Valley and Chudleigh.

STOKEINTEIGNHEAD WARD

Draft Proposals 26. As stated before, the draft proposals provide for a Stokeinteignhead Ward comprising the parishes of Coffinswell, Haccombe with Combe and Stokeinteignhead.

Representations

27. In a letter dated 24th May, 1976 Haccombe with Combe parish council had expressed agreement with the composition of the ward, but objected to the name. They considered that the choice of the name of one of the constituent parishes was invidious and would lead to confusion in that electors in the other two parishes might not appreciate that they were involved. They therefore proposed the name •Teignhydes1. 28. Pr. A. Robinson Thomas, Chairman of Haccombe with Combe parish council, explained that the main village in the parish was . In this, as in Stokeinteignhead 'teignhead* was _ 7 _ a corruption of 'Ten Hydes', a title historically descriptive of an area covering both Stokeinteignhead and Haccombe with Combe. The name 'Teignhydes1 would therefore be generally applicable to a large part of the ward, while avoiding the unfortunate consequences of a name related to one part only. He believed that the proposed change would be acceptable to the parish of Stokeinteignhead.

29. Mr. Davie for the district council did not object to the proposed name as such but was concerned that the proliferation of the word 'Teign1 in names used in the district might cause confusion and lead to difficulties in administration.

Assessment

30. Neither of the parishes of Stofceinteignhead and Coffinswell was represented at the meeting. I could not therefore test their reactions to the proposal, but could only assume from their absence that they did not feel strong objections. The name 'Teignhydes* has considerable merit in being related to a large part of the ward, being two of the three constituent parishes, while not being exclusively applicable to either. Mr. Davie's objection has point but I do not feel that administrative convenience is in this case a sufficient reason for overriding local opinion.

Recommendation

31. I therefore RECOMMEND that the Commission amend their draft proposals by substituting the name "Te'ignhydes" for 'Stokeinteignhead*.

DUNSFCRD AND WHITESTONE WARDS

32* As referred to in paragraph 7 above, Shillingford St. George parish.council had previously made proposals which would have affected the parishes of Whitestone and Alphington. This in its turn would have brought into question the draft proposals for Whitestone ward and, in consequence, for Dunsford ward.

, 8 - Although Shillingford St. George at the meeting supported another solution and did not pursue their previous suggestion, I enquired whether anyone present wished to suggest any alteration, but elicited no response except a general agreement with the draft proposals* I do not therefore consider it necessary to make any recommendations.
