FAO Commissioner for Electoral Boundary Review of Teignbridge

Dear Sir The Members of Town Council met recently and discussed the Electoral Boundary Review for Teignbridge. It was agreed that Town Councillor Colin Parker would submit a report to the Review body and the Town Council offered their full support of this report.

In response from Newton Abbot Town Council please find attached the relevant extract from Council Minutes and a copy of Cllr C Parker’s report.

MINUTE: 37. ELECTORAL REVIEW OF TEIGNBRIDGE

Councillors considered their response to the Local Government Boundary Commission on the review of Teignbridge District Council Ward Boundaries (previously circulated).

Following discussion, Councillor Colin Parker reported that he would be raising the boundary division between the Buckland Ward at Buckland Barton and Haccombe with Combe Parish in a report to Teignbridge District Council. Particularly to note the service demands from new residential dwellings in Haccombe with Combe Parish which will make use of services in the Buckland Ward.

Arising from consideration of the matter it was:

RESOLVED that the Town Council offer its support for Councillor Colin Parker in raising the boundary at Buckland Barton with Teignbridge District Council.

Dear Sir Just to introduce myself I am Cllr Colin Parker currently District Councillor for the Buckland and Milber Ward within the Teignbridge District Council area and also a long time Town Councillor. This letter is written with the greatest respect and concern regarding the Boundary of the above ward with the neighbouring Haccombe with Coombe Ward.

It has for many years concerned me that there has been an anomaly in this area regarding an illogical, in my opinion, splitting of wards within one road that being Jellicoe Road. A further major complication to this situation is currently being actioned and that is the soon to be completed development of properties adjoining this area of 133 houses believed to named the Hawthorn estate. This development could house as many as 250 to 300 extra residents to the area. The growth in this area and additional residents along with previously named Jellicoe Road inhabitants will expect the local community facilities of the Buckland estate to cater for all their service needs. I refer to Doctors Surgery, Nursery and Primary School, Chidrens’ play areas (of all ages), Youth Club, Community Centre, various Shops and Religious buildings. There will also be a greatly increased generation of traffic with a substantial amount extra pressure being created from this development every day, which will almost certainly all use the Buckland and Milber routes to traverse to and from the properties. I feel I must say that all of these residents will have no obvious connection whatsoever with the Haccombe with Coombe Parish and will indeed consider the Buckland estate as their area, quite reasonably so in my opinion. Voters would so obviously attend the local polling station approx 250 metres away on election days rather than travel a few miles to the Haccombe with Coombe polling venue. In my opinion this area is a so natural extension to the Buckland estate and should warrant the new development and the previously named Jellicoe Road in it’s entirety to be in included in the Buckland and Milber Ward. This would I believe have no adverse effect on the Haccombe with Coombe Ward but would greatly augment the need for this Ward to remain a three Councillor Ward and importantly enhance the continuity of care for the residents of this closely knit community. Another concerning area which I would like you to note is in the Milber Ward of Newton Abbot. This involves the streets of Chestnut Drive and Hazel Close which are within the District Ward of Buckland and Milber but not within the Town ward for Milber. Also directly adjoining these roads is the MILBER Industrial Estate which by it’s name indicates it’s belonging to the Milber region but is in fact in the Haccombe with Coombe Ward. There is little to connect these roads and the Industrial estate with Haccombe with Coombe and I am constantly receiving queries regarding these areas as both a Town and District Councillor. This seems to be an irrational situation and it is my opinion that these also should fall within the Buckland and Milber Wards for both District and Town wards. I realise some of this may be outside of your remit but your consideration would be welcomed.

NB: Just to make you aware this whole situation has been discussed at length by Newton Abbot Town Council. They have strongly supported these same views with especially the Town Councillors for this area totally in agreement that it is non-sensicle for these areas and the new development to be in anything other than the Buckland and Milber Ward.
