The village lies within the civil parish of Haccombe with Combe, between Newton Abbot and Shaldon and in close proximity of the River Teign. Despite this closeness to the river, the name Combeinteignhead is not derived from it. In the Domesday Book the district contained thirteen manors which totalled an area of ten hides and the whole area was know as the ‘Ten Hide’, which was later corrupted to Teignhead through the influence of the river name. Today the village has a strong sense of community including two very popular local inns offering real ales and good food. Local facilities include a village hall, historical church and sailing club and at the neighbouring village of Stokeinteignhead there is a school and local shop. Leisure activities available including cricket, water sports, walking and cycling, while the beach at Maidencoombe is just a short drive, as well are the beaches in Shaldon, Teignmouth, with Torbay being a few miles. The A380 is within easy reach providing good access to the A38 and M5. The nearby town of Newton Abbot provides good mainline railway links to London Paddington with Exeter Airport also being within easy reach. Comprehensive shopping facilities are available in the nearby cities of Exeter and Plymouth. The gardens are a true delight and a credit to owners both past and present. French doors from the living/dining room open to a paved terrace fringed by wisteria offering a super area for al fresco entertaining or for relaxing and just enjoying the view of the grounds with the sounds of a brook ambling through the lawns. The gardens offer areas of interest including grass pathways inviting you to meander and enjoy the perfusion of mature shrubs and tress including rhododendron, azaleas, acers, and viburnums. There are various sheltered areas throughout the gardens providing all year round colour and places to just sit and enjoy the peace and tranquillity. Directions From the A38 (Besigheim Way) proceed to the Penn Inn roundabout, take the first exit for Combeingteignhead along the Shaldon Road. Continue into the village and at the junction with Coombe Garage turn right and following the road passing the pub on the right, carry on towards the edge of the village and the barn can be found on the right, identified by stone steps on the wall on the property. Indices of deprivation These are reviewed once every four years. Data is provided at the Lower Level Super Output Area (LSOA) which are neighbourhoods of around 1,500-2,000 people. There are 32,844 LSOAs in England and each one is ranked against each other to provide a relative overall position nationally for each neighbourhood. A score of 100% is the least deprived in England and a score of 0% is the most deprived. The index is provided as an overall composite measure of deprivation but is made up of a number of sub-domains, for example income, which are also published alongside the overall index. Often if bidding for national funding pots where deprivation is a factor considered as part of the scoring criteria, the criteria will ask whether the proposed project is in an LSOA that is in the worst 10%/20%/25% in England. Sometimes it can also be helpful even if the project is not within a most deprived LSOA, but is within a mile, or so of them and serves people who live within the most deprived areas to articulate this in the bid. Separately the income and skills domains from the indices of deprivation showing better performing areas can be useful as a proxy of high, or improving levels of income, or skills to articulate to businesses wishing to invest in Teignmouth of the potential market or workforce available.

This was SECONDED by Cllr Small and it was RESOLVED the APPROVE the minutes. 3. Cllr Horton read the following report: It has been a challenging year for the Parish Council. There have been several difficult issues which have given cause for concern not just to the council, but the community at large. One of the most unsettling was when, 18 months ago, the PCC informed us that because there were only 2-3 burial plots left in the churchyard, it would have to close. In light of this, we approached the owner of the land to the south of the church to see if he would be willing to sell a parcel of his field to enable us to extend it. This he agreed to do; at a cost of £10000 for 1/10th of an acre. The latter would be enough for 60-80 graves. This arrangement was put to the community at a public meeting on 11.9.18.

Schedule of Sampling and Analysis A p p e n d i x A environment a g e n c y 110036 REGIONAL WATER QUALITY MONITORING AND SURVEILIANCE PROGRAMME FOR 1992 IMPACT ASSESSMENT OF EFFLUENT DISCHARGES ON RECEIVING WATERS TECHNICAL REPORT NUMBER FW5/92/010 SUMMARY The 1992 Impact Assessment of Effluent Discharges on Receiving Waters Programme evolved from a review of the existing 1991 programme, whose primary purpose was to provide data for the review of discharge consents, as result of the newly implemented Water Resources Act Consent register and the Charging for Discharges Scheme. This programme is integrated with the effluent discharge compliance assessment programme, Samples are taken not only of a significant discharge but also of the receiving water immediately upstream of the discharge and at the edge of the mixing zone downstream of the discharge. The 1992 programme has several purposes, such as: - identifying any impact by the discharge on the receiving waters. - characterising upstream water quality. - providing a database against which change can be measured.

It was agreed to co-opt Julian Saunders to the vacant seat in the Rural Ward. Having confirmed his eligibility, Julian proceeded to join the meeting as a co-opted member. 030321.03 POLICE REPORT There were no crimes recorded in Combeinteignhead during the period 1 February – 27 February 2021. PACT meetings will hopefully resume soon, subject to Government lockdown guidance. Again, this month we are looking to ‘target’ local poaching issues/rural wildlife crime in and around the area. If you see anything suspicious, please report as soon as possible. Any information would be greatly appreciated to assist with our plans moving forward. On the 11 February 2021 Teignmouth Police conducted an operation to disrupt poaching in the local area. 16 officers in plain and marked vehicles were patrolling the area with the help of local landowners, all of whom have been recent victims of poaching/livestock theft on their land. Officers included, the force Rural Wildlife Crime Officer PC Martin Beck, Neighbourhood Inspector Andrew Tomlinson, PS Jon Ross, PC Clarke Orchard Rural Neighbourhood Beat Manager of whom was the OIC for the operation and PCSO Saul BUNCE.
