Review begins when you submit your health impact assessment protocol. Fill out all pages of this form, front and back. April 2021 Health Impact Assessment Page i HEALTH IMPACT ASSESSMENT US Electrodynamics, Inc. Brewster, WA 1.0 PROJECT DESCRIPTION US Electrodynamics, Inc. (USEI) is located at 66 C Teleport Drive in Brewster, Washington. USEI occupies two parcels (#3125331005 and #3125331001) in Okanogan County for a total of approximately 99 acres. USEI can be accessed by Teleport Drive to the west. The site currently consists of one main building (Building 66 C) and several smaller buildings, generators, and satellites. A Power Building will be constructed southeast of Building 66 C, and Building 2 is located northwest of Building 66 C. Refer to Figure 1 in Attachment 1 for a map of the facility. The project scope includes: • Installation of two 20,000-gallon diesel storage tanks. One tank will be located east of the power building and the other tank will be located south of Building 2 and west of Building 66 C. The storage tanks will contain ultra-low sulfur diesel fuel (ULSD, maximum of 15 ppm sulfur) and will supply the generators. • Installation of three 1.5-MW Cummins 1500DQGAP diesel-fired emergency generators. Generators A and B will be located east of the Power Building. Generator C will be located west of Building 2. The diesel storage tanks are two UL142 double walled tanks. The size of each tank is 14’10” in width, 41’ in length, and 16’2” in height. Each tank will have 100% secondary containment with alarms indicating any liquid in the secondary containment. Tanks will be designed with overfill prevention valves and overfill sensors. Working and breathing losses from the tank are accounted for in the emissions inventory. Each Cummins 1500DQGAF diesel generator set is a fully integrated emergency standby power generation system that can provide output with varying load for the duration of the interruption of the normal source power. The generators are EPA-certified for NSPS Stationary Emergency Application (EPA Tier 2 emissions levels). Each generator exhausts to atmosphere through a 19- inch diameter, 29-foot-tall stack. The USEI site layout and proposed location of the three generators are shown in Figure 1 in Attachment 1. The property bordering USEI to the east is zoned as agricultural. The property bordering USEI to the north, south, and west are zoned as recreational. USEI is located northeast of the city of Brewster, so the majority of the surrounding area is zoned as agricultural or recreational. A map of the area surrounding USEI, with receptor types detailed in Section 8 of this report, is shown in Figure 2 in Attachment 1.
